The City of Crest Hill has finished an update to its water service line inventory and sent about 1,450 letters to residents on October 31, 2025. Of these, around 1,300 letters informed recipients that the composition of their water service line is unknown. Another 140 letters notified residents that galvanized requiring replacement (GRR) was identified at their property.
This effort follows the Lead Service Line Replacement and Notification Act (415 ILCS 5/17.12), which became law on January 1, 2022. The statute requires all water system owners in Illinois, including Crest Hill, to create a comprehensive plan for replacing lead service lines by April 15, 2027. The city has already submitted an initial draft plan to the Illinois Environmental Protection Agency (IEPA). Funding options for the replacement plan are still under review and will be detailed in the final plan due in 2027.
The law also mandates that municipalities keep records of lead service lines and notify residents if their lines are made of lead, galvanized material needing replacement, or if the composition is unknown.
