City of Lockport City Council met Sept. 17.

Here are the minutes provided by the council:

REGULAR MEETING of the City Council of the City of Lockport, Illinois was held on Wednesday, September 17, 2025 in the Lockport Township Community Room, located at 1463 Farrell Road, Lockport, IL. Mayor, Steve Streit called the Meeting to order at 7:00 p.m.

LIAISON REPORT

1. King – Special events

a. Mission 1895 ending Sunday 9/27 – mission1895.com

2. Pugh – Police Department

a. On Monday Sept 29, the Lockport Police Department will host a tip-a-Cop Fundraiser in support of Special Olympics Illinois at Coom’s Corner Sports Grill 1225 E. 9th Street Lockport from 4-7 pm. During this event, officers will assist the wait staff, and all tips collected will directly benefit Special Olympics Illinois through the Law Enforcement Torch Run. The department invites the community to join us in raising money for this worthy cause – all are welcome.

b. The application process for new police officers closes on Monday September 22, 2025 at 4 pm. Anyone that is interested in the hiring process can find additional information at cityoflockport.net and click on the employment opportunities tab. The mandatory orientation and written exam will be held October 5, 2025 8 am at Lockport Township High School East campus.

c. Gratitude to the police department for support at the Lockport Township High School

3. Gillogly – Public Works

a. Route 7 Channelization is entering its final phase. On track for an early November completion.

b. Branch pickup starts October 6

4. Bergbower - Bloom

a. 2026 community garden in Bonnie Brae Park in coordination with the Park District, 20 plots, each 4’ x 8’

CD-1. Ordinance No. 25-013 Amendment to Springs at Lockport, Planned Development; Preliminary-Final Development Plan Review; In-One-Step to Allow a Car Wash on "Lot 2" of Springs Re-subdivision (Mister Car Wash)

Director of Community & Economic Development, Lance Thies, presented the Staff Report.

Master Developer and property owner, Richard Silverman, presented to Council and was available to answer questions.

Discussion among the Council ensued.

Public Comments:

1. Liz Winters – raised concern about the type of business proposed on the property

OPEN FLOOR FOR COMMENTS

1. Julean Buckley – resident for 35 years. Recently added $40K improvements on her home. Seeking permits to add porch and patio; encountering issues and getting denied permits. Other homes in Lockport have the type of porch that she is looking to add onto the front of her home.

Currently being required to add a roof onto her porch that will change the design and add $5K to the cost of the enhancement to her home.
