Village of Channahon Committee of the Whole met Sept. 2.
Here are the minutes provided by the committee:
VP Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.
Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney David Silverman and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Discussion - 2026 Designated Meeting Dates and Times
Discussion - 2026 Holiday Schedule
Durkin stated in accordance with State Statute, the Village is required by law to formally announce, post and advertise meeting dates and times for Village Committee of the Whole meetings, Board meetings, Planning and Zoning Commission meetings, Arts and Culture Commission meetings and Channahon Tree Board Meetings at the beginning of each calendar year. The resolution to follow identifies the proposed meeting dates and times for 2026. The resolution reflects the meeting dates and times for the Board of Trustees, Planning and Zoning Commission, Arts and Culture Commission and the Channahon Tree Board. The Holiday Observances are outlined in the Village of Channahon Employee Handbook. Holidays falling on a Saturday will be observed on the preceding Friday. Holidays falling on a Sunday will be observed on the following Monday, Consecutive holidays falling on a Friday, Saturday; Saturday, Sunday, or Sunday, Monday shall be observed at the discretion of the President and Board of Trustees. The Arts and Culture Commission will be meeting on November 4, which would be the first Wednesday of the month instead of the second, due to that the second meeting in November lands on Veteran's Day.
ADMINISTRATION DEPARTMENT
Petrick stated that the Chamber golf outing is Friday, September 12th. There are still some openings; Trustees Scaggs and Slocum are attending. If there are any other Trustees that would like to attend let him know.
COMMUNITY DEVELOPMENT
Durkin stated there are no formal items for discussion.
FINANCE DEPARTMENT
Wagonblott stated she had no formal items for discussion.
POLICE DEPARTMENT
Discussion - Life Saving Award Presentation
Bogart stated that this item will be tabled until the next meeting on, September 15th.
PUBLIC WORKS DEPARTMENT
Discussion --- A Resolution Making a Claim on an Improvement Completion Bond Dolezal stated this is comes after more than 18 months of trying to get a few things done in Town Center. We will make a claim for $120,000 on the Improvement Completion Guarantee that was put up for the project. The guarantee is for more than the amount of the claim and the rest of the bond will remain in place.
VP Moorman Schumacher reiterated that we will draw the amount for the claim and the balance of the bond will remain.
Dolezal stated yes, he doesn't foresee another claim but they will cross that bridge when they get to it.
VP Moorman Schumacher asked what improvements were not completed.
Dolezal stated there are some catch basins to be cleaned, luminaires to be installed, testing of the sanitary sewer and creation of record drawings. We will be doing all of that for them.
Discussion - Award 2025 Sanitary Manhole Rehabilitation Project Dolezal stated the Village of Channahon opened bids August 11th 2025 for the sanitary manhole rehabilitation project. Four bidders submitted bids for this project; Structured Solutions, LLC, Kim Construction Company, Inc., Airy's Inc., and National Power Rodding Corp. Structured Solutions, LLC submitted the low bid for this project with a total project cost of $304,365.00. This project repairs sanitary manholes identified during the Village's smoke testing project responsible for storm water infiltration. Elimination of storm water infiltration will reduce costs associated with the waste water treatment process. The low bid provided is within budget.
COMMUNICATIONS
PUBLIC COMMENT
Dave Ferro, resident of Channahon, asked if there was a new Public Works truck in the parade.
Dolezal stated none of the trucks with the new logo were in the parade.
Mr. Ferro stated that if you are going to spend $72,000 on a new logo, we should have it on the trucks.
Dolezal stated that the new logo is on our trailers and new trucks.
Petrick stated that all of the existing vehicles are in line for the new logo.
Mr. Ferro stated that he understands phasing out, but new trucks should have the new logo.
Dolezal stated that the new trucks have the new logo.
VP Moorman Schumacher stated that it is a very well-kept truck but wasn't new.
Mr. Ferro stated that a while back we talked about wells and having to shut some down due to PFAS. A couple people at his church were wondering what was going on. He told them that Channahon has a handle on things; they can't come out and tell you that the water is safe until they get a couple things done but the water is safe. What are we doing with the wells?
Dolezal stated that they are still there, just not in use. They will sit there as an emergency standby and we will still test them. If PFAS is detected, then we will have to send out notices, quarterly. We will put a cover letter with the notice, to let people know that there is not any PFAS in their water because we are not using these wells.
VP Moorman Schumacher stated that just to be clear they are active wells but we are not using them. We still have to make the notification that those wells if test results indicate the presence of PFAS. The information is out there. It's not that we can't say it because we have said it.
EXECUTIVE SESSION
Collective Negotiating Matters between the Public Body and its Employees or their Representatives, or Deliberations concerning Salary Schedules for one or more Classes of Employees
VP Moorman Schumacher stated that we do have Executive Session but we will take that up at the end of the Board meeting. There is no action coming out of it.
