Village of Channahon Board of Trustees met Sept. 2.
Here are the minutes provided by the board:
VP Moorman Schumacher called the meeting to order at 6:15 p.m. and led the Pledge of Allegiance.
Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.
Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney David Silverman and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS
A. VILLAGE PRESIDENT
VP Moorman Schumacher stated we had our Pop Tab Challenge with the Village of Manhattan and on Sunday at Manhattan's Labor Day Celebration was the unofficial weigh in. Manhattan had about 496 pounds of pop tabs and the Village of Channahon had around 859 pounds. It was impressive. Truly just an incredible turnout and how many people participated in this. On Thursday, a young man who is a cancer survivor and has been collecting pop tabs for Ronald McDonald House since 2017, came in with more than 300 pounds of them. It was him that really put us out of reach. Start collecting your pop tabs as we will be doing this next year and are hoping to bring in some other communities. The Village of Manhattan will be buying lunch for our Village Board.
Trustee McMillin stated that he is assuming they are all going to a scrap yard, can we give that young man the cash value of the 300 pounds of aluminum?
VP Moorman Schumacher stated that it will go to the Ronald McDonald House. We will know the monetary amount donated later this week. Morris Diner also had a fire on Saturday night. It is owned by the the Sparagis family that owned the Lone Star here. It was ruled accidental. She spoke to Themis and they are doing okay. Please keep them in your thoughts.
B. VILLAGE ADMINISTRATOR
Consider Approval – A Resolution Designating Meetings Dates and Times in 2026 for the Corporate Authorities and Commissions
Consider Approval – 2026 Holiday Schedule
Trustee Perinar made a motion to waive second read and approve A Resolution Designating Meetings Dates and Times in 2026 for the Corporate Authorities and Commissions and the 2026 Holiday Schedule. Seconded by Trustee Scaggs.

Durkin stated that he had a conversation with Kevin Donahue from CN the other day and they are still reviewing their bids. They now expect the awarded contractor to begin work on the intermodal facility in September.
VP Moorman Schumacher stated that you have probably all received emails from Homer Glen regarding the 143rd Street project. She has received a couple from a few different elected officials in Homer Glen who are opposed to the widening of 143rd Street. They are reaching out to other communities for support. Her personal take on it is that she is not going to get involved in another municipalities business.
Dolezal stated that they are trying to have the governmental league have the transportation committee pull the funding for that road, which is unique. In the 18 years that he has been on the transportation committee he has never once seen another municipality try to remove another community's project.
Durkin stated that it's not only unique, it's a dangerous precedence to do so.
C. ADMINISTRATION DEPARTMENT
Petrick stated that he had no formal items.
D. COMMUNITY DEVELOPMENT
Reminder - Planning and Zoning Commission Regular Meeting, Monday, September 8, 2025 at the Channahon Municipal Building at 6:00 p.m.
Durkin stated that Arkvue Apartments will be on the agenda for final site plan approval for the 240-unit complex that is proposed.
E. FINANCE DEPARTMENT
Wagonblott stated that she had no formal items.
F. POLICE DEPARTMENT
Bogart stated that last Wednesday, he accepted Officer Ingram's resignation from the police department. He took a position with the Will County Sheriff's Office. His last day here will be September 11th. We are in the midst of our hiring process and interviews will be scheduled the week of September 15th. He would ask that the Board allow him to replace officers as quickly as time will allow.
Board Direction was to replace the vacant officer positions.
G. PUBLIC WORKS DEPARTMENT
Consider Approval – A Resolution Making a Claim on an Improvements Completion Bond Consider Approval – Award 2025 Sanitary Manhole Rehabilitation Project
Trustee Perinar made a motion to waive second read and approve the A Resolution Making a Claim on an Improvements Completion Bond and Award 2025 Sanitary Manhole Rehabilitation Project. Seconded by Trustee Scaggs.

H. VILLAGE ATTORNEY
Village Attorney David Silverman stated he had no report.
LIAISON REPORTS
Trustee Sam Greco and Trustee Patricia Perinar – Finance/Human Resources Trustee Perinar thanked Durkin for taking care of the sign on Route 6/Dove Drive. It was too close and people weren't sure if they could turn right on Dove Drive. They moved it closer to Families of Faith and it was much better.
Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee McMillin stated that Saturday there was an event at the Rock Run Rookery for Heroes on the Water. He provided sandwiches and he reached out to the MCHS Fishing Team and the Channahon-Lion's Club to help with serving. It was incredible and he would like to send a thank you. It was a great event; it was incredible to see the specialized equipment they have and the amount of volunteers that show up to help them out on the water.
Trustee Mark Scaggs and Trustee Chantal Host - Public Works and Facility
Trustee Scaggs questioned if we have we heard anything about the gravel across the street. If it rains an hour later it is dry out there and it's a dust storm.
Petrick stated he hasn't been able to get a hold of anyone but he did get some names and numbers.
Trustee McMillin stated that he doesn't know if anyone has seen the solar farm that is going in on DuPont Road, south of Route 47. They have 10'X12' yellow, plastic mats that come up into a pyramid so when the truck goes over it, it takes all the stone off the tires. Maybe that is something to think about.
Trustee Host stated the Channahon Citizen's Police Academy will kick off tomorrow and there are 12 residents registered. It will run for the next 11 weeks on Wednesdays. Officer Nelli will be leaving soon to attend the National Forensic Academy in Knoxville, TN. While Officer Nelli is gone, Officer Shaughnessy will be taking over the class.
