Village of Channahon Board of Trustees met Aug. 18.

Here is the agenda provided by the board:

VP Moorman Schumacher called the meeting to order at 7:06 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Director of Community Development Scott McMaster, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney Adam Umek and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Perinar.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

VP Moorman Schumacher stated if you didn't hear it, she had the opportunity to go on WJOL this morning. We put out some FAQs relative to the Canadian National moving some dirt, within the next week, on the intermodal portion of the property that is under federal preemption. It was sent to all the press and it is also on our social media and website. She encouraged people to call us if they have questions. We are still competing with the Village of Manhattan in the Pop Tab Challenge. They will be weighed at the Village of Manhattan's Labor Day festival. She encouraged all residents to drop off your Pop Tabs before the end of the month.

B. VILLAGE ADMINISTRATOR

Consider Approval – An Ordinance Amending Title III, Chapter 31, “Officials and Employees" of the Village of Channahon Code of Ordinances regarding the Authority for the Expenditure of Funds - 1st Read

Trustee Slocum made a motion to waive second read and approve An Ordinance Amending Title III, Chapter 31, "Officials and Employees" of the Village of Channahon Code of Ordinances regarding the Authority for the Expenditure of Funds. Seconded by Trustee Scaggs.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

Consider Approval – An Ordinance Implementing a Municipal Grocery Retailers* Occupation Tax and a Municipal Grocery Service Occupation Tax - 2nd Read

Trustee Perinar made a motion to approve An Ordinance Implementing a Municipal Grocery Retailers' Occupation Tax and a Municipal Grocery Service Occupation Tax. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

Consider Approval - Final Site Plan for Premier Trailers LLC

Trustee Scaggs made a motion to approve the Final Site Plan for Premier Trailers LLC. Seconded by Trustee Greco.

Consider Approval - Final Site Plan for Drive Through at Mallory Plaza

Trustee Scaggs made a motion to approve Final Site Plan for Drive Through at Mallory Plaza contingent on engineering and final staff approval. Seconded by Trustee Host.

Trustee Perinar made a motion to waive second read and approve An Ordinance Adopting an Amended Investment Policy for the Village of Channahon. Seconded by Trustee Scaggs,

Wagonblott stated that the monthly reports were attached if there were any questions.

F. POLICE DEPARTMENT

Discussion - Statistical Monthly Report – July 2025

Bogart stated that from a Public Safety standpoint, the Three Rivers Fest was a huge success. We had minimal arrests and only had to escort one individual out of the beer tent. Thank you to the officers and particularly Sergeant Potis, as well as EMA, for their assistance.

VP Moorman Schumacher stated that we had mostly great weather for the fest. The only complaint that we got was candy left on the roadway that was going into the storm drains during the parade.

Trustec Slocum stated that in the future can we discuss electric bikes and scooters.

Bogart stated that it was brought up to him by an individual at the Three Rivers Fest. They are putting some information together and will bring back to the board.

VP Moorman Schumacher asked if total calls and total contacts means the same thing on the monthly report.

Bogart stated that is calls for service generated.

VP Moorman Schumacher stated that her other question was in June we had eight K9 deployments.

Bogart stated that Atlas started in June. Over the weekend, he did successfully track down 60 grams of methamphetamine at a traffic stop Saturday night.

G. PUBLIC WORKS DEPARTMENT

Consider Approval – An Ordinance Requiring the Placement of Stop Signs within the Village of Channahon, Will and Grundy Counties, State of Illinois - 1 Read

Consider Approval – Agreement for Engineering Services for Phase I Design and Building Related Services for the Far West Wastewater Treatment Plant

Trustee Slocum made a motion to waive second read and approve the An Ordinance Requiring the Placement of Stop Signs within the Village of Channahon, Will and Grundy Counties, State of Illinois and the Agreement for Engineering Services for Phase I Design and Building Related Services for the Far West Wastewater Treatment Plant as described in Task Order 25-03. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

H. VILLAGE ATTORNEY

Village Attorney Adam Umek stated he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources

Trustee Greco stated that he met with Wagonblott before the meeting and she advised that the audit is going well and we are on track to finish ahead of schedule.

Trustee Perinar stated thanks to our EMA, as this month is EMA month. She knows that the current group has done a great job and she would like to thank them for all the volunteer hours they put in. Wescom is currently accepting applications. They serve 21 police and fire agencies and are an excellent partner in public safety. Interested applicants can find additional information at www.wescom9-1-1.com. Draw with the Law is set for September 14th from 1-4 p.m. at Arroyo Trails. More information is available on the Channahon Police Department facebook page. She questioned if there been any updates on the Northern Illinois Drive flooding because we have had a lot of rain since then.

Dolezal stated that it flooded, like we knew it would. We are in the process of getting bids for some work on the detention pond and a number of other things. We will probably have some more work to do in the next fiscal year. The TVA trucking facilites new pavement is all in per code with detention. There is a pump there and it is pumping water after it has been detained in the small pond in the front and preventing them from cutting the grass. We've asked them to remove the pump.

Trustee Scott Slocum and Trustee Scott McMillin - Community Development

Trustee Slocum stated that he knows it is private property, but Dollar General was completely flooded yesterday.

Dolezal stated that was by their design. They had the detention put in the parking lot.

Trustee Slocum stated that it was the worst he's ever seen it. We have somebody new with ComEd helping up with the gateway but we are probably still about two weeks away. It is just sitting there and we are losing some wow factor.

VP Moorman Schumacher stated that there are people moving the barricades. There has been talk on if we just open it.

Petrick stated that we can't do final inspections until there is power on the site. We don't want anyone using it before the final inspections.

Trustee Slocum stated that Sydney came up with a sales sheet specifically for a grocery store for Town Center. She did a great job and we are going to pump them out to a dozen grocery stores that we think we may have a shot at.

Trustee Mark Scaggs and Trustee Chantal Host – Public Works and Facility Trustee Scaggs stated that he was thinking about what the Chief said about Route 6 and I-55 and all the accidents there. What they did at Route 30 and I-55 was take out all the trees that blinded people. Is there any reason why we shouldn't do that?

Dolezal stated that it is going to be a left on green arrow only now so tree removal would not be helpful.

Trustee Scaggs stated in the meantime, maybe we should look at taking some trees down. That might prevent another accident.

Trustee Host stated that in regards to the Three Rivers Fest, even though it seems like it hasn't changed much since its been here, Sergeant Potts has some great ideas. There are many people that are behind the safety aspects that may change in the future. She is looking forward to his role in that process and she appreciates it.
