CALL TO ORDER:
The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on August 12, 2025, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.
PLEDGE OF ALLEGIANCE:
Mayor Mary S. Alexander-Basta requested Alfredo Figueroa, recent winner of Valencia Boxing's Battle of Bolingbrook event, to lead the pledge to the Flag.

Marcelo Valencia of Valencia Boxing presented a plaque to Mayor Mary Alexander- Basta in appreciation for her support of their program. Members of Valencia Boxing that were present were: Nancy Flores Casique (wife of founder Marcelo Valencia); Bertin Garcia (stepson), Trainer, Luis Torres; Trainer, Fransisco Gonzalex; Assistant Director, Dr. Rita Rios; Marketing Director, Kim Garth; Original Board Member, Frida Garcia (stepdaughter); Alfredo Figueroa, boxer since 2016; and David Hernandez, boxer since 2024.

RESOLUTION 25R-076
APPROVING A SUBLEASE AGREEMENT BETWEEN THE VILLAGE OF BOLINGBROOK AND BRT OUTDOOR, LLC FOR THE INSTALLATION AND MAINTENANCE OF A VIDEO PANEL AT 120 SOUTH BOLINGBROOK DRIVE
Motion Patel, second Kelly to adopt a resolution approving a sublease agreement between the Village of Bolingbrook and BRT Outdoor, LLC for the installation and maintenance of a video panel at 120 South Bolingbrook Drive.
On June 27, 2025, the Village Board approved a lease with White Castle to allow the Village to install and operate a video panel at 120 S. Bolingbrook Drive. This resolution approves a sublease agreement, allowing BRT Outdoor LLC to operate and maintain the video panel on the subject property. This Agreement has been reviewed and approved by all relevant personnel.

AUTHORIZING THE PURCHASE OF BUNKER GEAR FROM FIRE SERVICE INC. FOR THE FIRE DEPARTMENT
Motion Kelly, second Quintero to adopt a resolution authorizing the purchase of bunker gear from Fire Service Inc for the Fire Department.
The bunker gear for Fire Department personnel is due to be upgraded every 5 years. The purchase of 16 sets of gear in bulk results in a cost savings to the Village in the amount of $2,200.00. The total cost of the gear is not to exceed $65,449.92, which is $4,649.92 over budget. The Public Safety Committee recommends approval

AUTHORIZING THE PURCHASE OF NEW MOBILE DATA TERMINALS FROM HEARTLAND BUSINESS SYSTEMS FOR THE FIRE DEPARTMENT
Motion Lawler, second Kelly to adopt a resolution authorizing the purchase of new mobile data terminals from Heartland Business Systems for the Fire Department.
The Village's dispatch providers have upgraded their software and the Fire Department's mobile data terminals no longer have the memory or processing capabilities to support the new software. The total cost of the purchase will be split between the Village and the Foreign Fire Insurance Board. The total cost to the Village is not to exceed $30,637.88, which is $5,362.12 under the budgeted amount. The Public Safety Committee recommends approval.

Motion Quintero second Doris to adopt a resolution authorizing the purchase of new laptops from Heartland Business Systems for the Police Department.
The Police Department's laptops no longer have the memory capabilities to support the Village dispatch provider's software upgrades. The total cost is not to exceed $116,101.44. The Public Safety Committee recommends approval.

AUTHORIZING THE PURCHASE OF HOLIDAY LIGHTS FROM MENARDS FOR THE 2025 HOLIDAY SEASON
Motion Lawler, second Kelly to adopt a resolution authorizing the purchase of holiday lights from Menards for the 2025 Holiday Season.
This resolution authorizes the purchase of holiday lights to decorate close to 500 trees on Village owned property for the holiday season. The holiday lights will be purchased from Menards at a cost not to exceed $49,651.00, which is $349.00 under the budgeted amount. The Public Services and Development Committee recommends approval.

25-021 APPROVING A SPECIAL USE PERMIT FOR A BARBER SHOP AT 689 W. BOUGHTON ROAD (MIDWEST BARBER ACADEMY)
Motion Patel, second Carpanzano to pass an ordinance approving a Special Use Permit for a Barber Shop at 689 W. Boughton Road (Midwest Barber Academy).
This ordinance grants a Special Use Permit to Midwest Barber Academy to operate a barber shop at 689 W. Boughton Road. Midwest Barber Academy is a barber shop and commercial barber school and has been operating in the Village since 2017 at 465 W. Boughton Road. The Plan Commission held a public hearing and recommended approval.

APPROVING A TEXT AMENDMENT TO THE ZONING CODE OF THE VILLAGE OF BOLINGBROOK TO REGULATE DAY CARE HOMES
Motion Quintero, second Patel to pass an ordinance approving a text amendment to the Zoning Code of the Village of Bolingbrook to regulate day care homes.
This ordinance amends the text of certain sections of the Zoning Code, including definitions and permitted and special uses in certain zoning districts, to regulate home based daycares within the Village. The Plan Commission held a public hearing and recommends approval.

Motion Lawler, second Kelly to pass an ordinance approving a text amendment to the Zoning Code of the Village of Bolingbrook to establish standards for the approval of text amendments.
This ordinance adds standards to the Village's Zoning Code to guide the Plan Commission and Board in evaluating proposed text amendments to the Village's Zoning Code. The Plan Commission held a public hearing and recommends approval.

25-024 AMENDING CHAPTER 46 "TAXATION" AND CHAPTER 12 "BUSINESSES" OF THE CODE OF ORDINANCES OF THE VILLAGE OF BOLINGBROOK TO UPDATE, MODERNIZE, CLARIFY AND IMPLEMENT LOCALLY IMPOSED TAXES ON ASSEMBLY USE, AMUSEMENTS, SELF-STORAGE FACILITY ACCOMMODATIONS AND GROCERY RETAILERS' OCCUPATION FOR THE VILLAGE OF BOLINGBROOK
Motion Doris, second Quintero to pass an ordinance amending Chapter 46 "Taxation" and Chapter 12 "Business" of the Code of Ordinances of the Village of Bolingbrook to update, modernize, clarify and implement locally imposed taxes on assembly use, amusements, self- storage facility accommodations and grocery retailers' occupation for the Village of Bolingbrook.
This ordinance continues the municipal grocery tax effective January 1, 2026 at 1% of gross receipts from grocery sales, amends the business offset tax to include assembly uses and to compliment the amusement tax, implements a tax on self-storage facilities and updates the Village's amusement tax. The Finance Committee recommends approval.

TRUSTEE COMMENTS AND REPORTS:
TRUSTEE LAWLER:
• Reminder that the Summer Concert Series continues with "Sting Rays" playing 1960's music on August 13th.
• Announced that the "Gurus" concert that was cancelled due to weather has been rescheduled to Sept. 17th.
• Announced that Citizens Against Abuse will be holding an event on August 22nd at the First Presbyterian Church of DuPage to address the issue of human trafficking.
TRUSTEE DORIS:
• Announced that there will be a snack-packing event on Thursday, August 13th at the Fountaindale Public Library sponsored by the Rotary Club of Bolingbrook. Participants who donate snacks for the event are reminded to make sure they meet the requirements of Halal.
• Gave a huge shoutout to all public services (Police, Fire, and Public Works) for their tremendous and successful efforts during the LIV Golf event the previous weekend.
TRUSTEE PATEL:
• Invited all residents to attend the Indian Independence Day flag-raising ceremony on Friday, August 15th at 4:00 p.m. in front of Town Center, with light refreshments and a short program to follow in the Pavilion afterwards.
TRUSTEE KELLY:
• Save the date for Saturday, August 23rd behind Village Hall for the Taste of Pakistan.
TRUSTEE CARPANZANO:
• Reminder that Thursday's concert at the Promenade will feature "Great Moments in Vinyl", a Chicago tribute band, with the Street Market starting at 4:00 p.m.
TRUSTEE QUINTERO:
• Reminded residents that school is starting on August 13th, and to slow down, stop for buses, and drive carefully.
• Gave kudos to the Mayor and Village staff (especially Fire, Police, and Public Works), as well as the staff at Bolingbrook Golf Club for the successful LIV Golf event and its lasting value to the community.
MAYOR ALEXANDER-BASTA:
• Announced that this will be the last year for the Ballin Family Picnic, holding its final event on August 23rd at the Remington Sports Complex.
• Recap of LIV Golf:
o Saturday's attendance broke the all-time record for a US Saturday event with over 16,000 attendees.
o Expressed her gratitude to BPD, BFD, BGC staff - not just for an excellent golf tournament, but for a family-friendly event - and to our attorney for negotiating such a positive agreement for the community. Gave thanks to all who made it a success.
• Reminded residents that this is the Village's 60th anniversary year, which we will be celebrating at our Jubilee weekend, Saturday, Sept. 13th and Sunday, Sept. 14th with Sunday's Pathways Parade followed by Pathfest at Town Center.
VILLAGE ATTORNEY ODELSON:
• Personally thanked BPD, BFD, and Public Works, who were working all weekend at the LIV Golf event under extreme conditions and challenging circumstances.
• Also expressed his appreciation to the BGC course superintendent Jeff Gerdes for maintaining the course in perfect condition for the event.
