City of Joliet Public Service Committee met July 14.

APPROVAL OF MINUTES

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to approve the 06/30/2025 Public Service Minutes. The motion carried by the following vote:

Aye: Councilman Hug and Councilwoman Reardon

Abstain: Councilman Mudron

CONTRACTS

Approval of Purchase of One (1) HazMat Specific Truck Assembly from Marshall Chevrolet for the Fire Department Haz-Mat Team in an Amount not to Exceed $86,000.00

Greg Ruddy, Public Works Director, discussed the purchase of one HazMat Specific Truck Assembly, in the amount of $86,000.00, from Marshall Chevrolet. A motion was made by Councilman Pat Mudron, seconded by Councilwoman Sherri Reardon, to recommend 398-25 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilman Mudron and Councilwoman Reardon

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS

Approval of Change Order No. 1 for the 2024 Lift Station Replacement Program - Benton Lift Station and Greenfield Lift Station on behalf of Airy’s Construction Inc. for a Deduction in the Amount of ($9,884.33) and Payment No. 5 and Final in the Amount of $161,877.02

Allison Swisher discussed Change Order No. 1 for the 2024 Lift Station Replacement Program - Benton Lift Station and Greenfield Lift Station, in the amount of ($9,884.33). Also discussed was Payment No. 5.

Approval of Change Order No. 1 for the Dekalb Street / Dora Avenue Roadway Project - MFT Section No. 22-00549-00-FP to of Austin Tyler Construction Inc., for a Deduction in the Amount of ($24,552.88) and Payment Estimate No. 5 and Final in the Amount of $19,785.61

Greg Ruddy discussed Change Order No. 1 for the Dekalb Street / Dora Avenue Roadway Project, in the amount of ($24,552.88) from Austin Tyler Construction Inc. Also discussed was Payment Estimate No. 5 and Final.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Pat Mudron, to recommend 399-25, and 401-25 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilman Mudron and Councilwoman Reardon

ORDINANCES AND RESOLUTIONS

Resolution Approving an Intergovernmental Agreement with the Illinois Department of Transportation for the I-80 at Center Street Interchange Improvement Project - IDOT Contract No. 62R22 / JN-125-033

Greg Ruddy discussed the Intergovernmental Agreement with IDOT for the I-80 at Center Street Interchange. This is part of the reconstruction of the interchange.

Resolution Approving an Intergovernmental Agreement with the Illinois Department of Transportation for the I-80 at Center Street Interchange Improvement Project - IDOT Contract No.62R22 / JN-125-035

Allison Swisher discussed the Intergovernmental Agreement with IDOT for the I-80 at Center Street Interchange. This is for relocation of water and sewer work.

A motion was made by Councilman Pat Mudron, seconded by Councilwoman Sherri Reardon, to recommend 411-25, and 412-25 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilman Mudron and Councilwoman Reardon

LICENSES AND PERMIT APPLICATIONS

Approval of an Application for a Drive Thru Permit for a Jack in the Box Restaurant at 2307 Jefferson Street

Greg Ruddy discussed the Drive Thru Permit request for the location of 2307 Jefferson Street.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Pat Mudron, to recommend 405-25 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilman Mudron and Councilwoman Reardon

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION

Pat Mudron discussed Republic Avenue pavement marking painting. Greg Ruddy will look into this.
