Village of Bolingbrook Board of Trustees met June 24.

Here are the minutes provided by the board:

CALL TO ORDER: 

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on June 24, 2025, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta. 

PLEDGE OF ALLEGIANCE: 

Mayor Mary S. Alexander-Basta requested Village of Bolingbrook Director of Finance Rosa Cojulun to lead the pledge to the Flag. 

ROLL CALL:

JOURNAL OF PROCEEDINGS: 

Motion Quintero, second Lawler to approve the minutes of the regular meeting May 27, 2025, as submitted by the Village Clerk.

APPROVAL OF AGENDA/ADDITIONS: 

Village Attorney Odelson indicated that there was one change to the Agenda: in Item H.1. Ordinance 25-019, the language should be changed from "age 16" to "recommend that the operator should be at least 13 years of age".

PROCLAMATIONS: 

1. Pride Month - June 2025; accepted by Allaina Humphrey and members of the Pride Group. 

2. Father Herb Essig Day - June 29, 2025, accepted by Mark Hayes on behalf of the parishioners of St. Francis Catholic Church. 

PRESENTATION: 

The Special Events Commission Chair, Maria Gloekle-Velasquez, presented a plaque of appreciation to Garden Club President Ron Stork for the Club's donation of plants for the planters behind Town Center. Members of both organizations were present. 

PUBLIC COMMENTS: 

1. Resident Pat Ronna asked about whether the agreement mentioned in Resolution R25-59 included enforcement in Pine Meadows II. (Chief Rompa indicated that it does.) 

2. Resident Anthony Barauskis asked for clarification on Ordinance 25-019, which was provided by Chief Rompa. 

3. Resident Gatlin Otisga expressed his concern regarding enforcement of Ordinance 25-019 and whether it included areas such as the DuPage River Greenway. 

Chief Rompa commented that the spirit of the Ordinance is to increase safety, and mirrors the terms of the State law regulating these e-bikes. The difference between the two is that the language of the State law specifies a minimum age of 16, and our Ordinance suggests a minimum age of 13. 

He indicated that the highest performance e-bikes are not licensable or permitted on the streets and should be operated on private property only (like dirt bikes). Chief Rompa explained that the Ordinance was designed to keep the >750-watt e-bikes off the sidewalks and streets and out of the hands of youth too young and inexperienced to handle that kind of power. 

He indicated that there are three classifications of e-bikes and the Ordinance targets those that can be operated on the road. He suggested residents call the BPD with any questions. 

Chief Rompa also addressed the abandonment term of the Ordinance and the issue of the lack of bike racks around town. He mentioned that the Village can't require establishments to put in bike racks, but can encourage them to do so. The BPD can be lenient about this, as long as the e-bikes are not left for a long time. 

Administrator Teppel added that the Village doesn't want the appearance found in the city of the "Dippy Bikes" being dumped anywhere. 

Administrator Teppel also addressed the question of enforcement on local trails. He indicated that there are multi-use trails and ones that are not intended for bikes. There is usually signage indicating whether bikes (including e-bikes) can be on the trails. Bike users should always follow the Rules of the Road including the use of helmets and lights per state statute. 

Trustee Lawler also mentioned that the BPD can enforce traffic laws, and can enforce them wherever we have a reciprocal agreement, regardless of the landowner. 

Chief Rompa credited the efforts of Deputy Chief Sean Koren, Administrator Teppel, and the office of our Village Attorney Burt Odelson for their assistance in crafting the Ordinance.

MOTIONS: 

MOTION TO APPROVE BENCHMARK CONSTRUCTION, INC. AS THE LOWEST RESPONSIBLE BIDDER IN THE AMOUNT OF $240,000.00 FOR SANITARY SEWER LINING IN AREA 3 (WINSTON VILLAGE AREA) 

Motion Quintero second Kelly to accept a motion to approve Benchmark Construction, Inc as the lowest responsible bidder in the among of $240,000.00 for sanitary sewer lining in area 3 (Winston Village Area). 

The Village received five bids for the sanitary sewer lining project at the northeast quadrant of Route 53 and Boughton Road. Benchmark Construction, Inc. was the lowest of the five bids at $240,000.00. ARPA funds have been set aside for this project. The Community Development Department recommends approval.

CONSENT AGENDA 

RESOLUTION 25R-047 

APPROVING A SECOND AMENDMENT TO THE AGREEMENT BETWEEN THE VILLAGE OF BOLINGBROOK AND BRT OUTDOOR 

This Resolution approves a Second Amendment to the Agreement between the Village and BRT Outdoor for the installation and maintenance of display signs in the Village right of way. The Amendment allows for successive renewals and grants discretion to administration to add additional sites. 

RESOLUTION 25R-048 

APPROVING A LEASE AGREEMENT WITH WHITE CASTLE SYSTEM, INC. FOR THE INSTALLATION OF A DIGITAL VIDEO DISPLAY AT 120 S. BOLINGBROOK DRIVE 

This Resolution approves a Lease Agreement which will allow the Village to install, operate, access and maintain a digital video display multiple message sign at 120 S. Bolingbrook Drive. 

RESOLUTION 25R-049 

AUTHORIZING THE PURCHASE OF A MOBILE VIDEO PRODUCTION VEHICLE FOR BOLINGBROOK COMMUNITY TELEVISION 

This Resolution authorizes the purchase of a 2025 Ford Transit 350 van, or equivalent, at a cost not to exceed $75,000.00, to replace the current 1998 GMC vehicle used by Bolingbrook Community Television. The new van will be customized as a mobile video production studio mostly utilizing equipment from the current vehicle. 

RESOLUTION 25R-050 

AUTHORIZING THE PURCHASE OF THREE (3) OVERHEAD VEHICLE BAY DOORS FROM WUNDERLICH DOORS, INC. FOR FIRE STATION NO. 2 (375 LILY CACHE LANE) 

This Resolution authorizes the purchase of replacement overhead bay doors for Fire Station 2, as the current doors are old and difficult to repair. The total cost is not to exceed $31,060.00. 

RESOLUTION 25R-051 

AUTHORIZING THE PURCHASE OF SIX (6) OVERHEAD VEHICLE BAY DOORS FROM WUNDERLICH DOORS, INC. FOR FIRE STATION NO. 1 (460 E. BRIARCLIFF ROAD) 

This Resolution authorizes the purchase of replacement overhead bay doors for Fire Station 1, as the current doors are old and difficult to repair. The total cost is not to exceed $66,500.00. 

RESOLUTION 25R-052 

AUTHORIZING THE PURCHASE OF EXTERIOR BACK-LIT SIGNAGE FROM CAPTIVATING SIGNS FOR ALL FIRE STATIONS 

This Resolution authorizes the purchase of exterior back-lit signs for the Fire Stations in order to improve the exterior aesthetics and better identify the stations. The total cost is not to exceed $35,660.00. 

RESOLUTION 25R-053 

AUTHORIZING THE RENEWAL OF SOFTWARE AND LICENSING SUBSCRIPTIONS FROM TYLER TECHNOLOGIES, INC. (MUNIS) 

This Resolution authorizes the renewal of Munis software from July 1, 2025 to June 30, 2026 at a cost not to exceed $220,835,77. 

RESOLUTION 25R-054 

AUTHORIZING THE RENEWAL OF SOFTWARE AND LICENSING SUBSCRIPTIONS FROM GRANICUS, LLC (GOVQA) 

This Resolution authorizes the renewal of GovQA software, which is used for processing and tracking FOIA requests, for fiscal year 2025-2026 at a cost not to exceed $25,660.78. 

RESOLUTION 25R-055 

APPROVING PRINT MAINTENANCE AND EQUIPMENT LEASE AGREEMENTS WITH IMPACT NETWORKING, LLC 

The Resolution approves the Proposal of Impact Networking for the renewal of service, supply and lease of copiers and printers for the Village at a cost not to exceed $38,994.00. 

RESOLUTION 25R-056 

AUTHORIZING THE PURCHASE OF SIX (6) VEHICLES FROM ADVANTAGE CHEVROLET BOLINGBROOK AND EQUIPMENT FROM MIDWEST 9-1-1 FOR POLICE ADMINISTRATIVE USE 

This Resolution authorizes the purchase of six new vehicles and equipment for the Police Department at a cost not to exceed $220,945.20, which will be paid from the State seizure account. 

RESOLUTION 25R-057 

AUTHORIZING THE PURCHASE OF FOUR (4) FORD INTERCEPTORS FROM SUBURBAN PURCHASING COOPERATIVE, EQUIPMENT FROM FLEET SAFETY SUPPLY AND INSTALLATION FROM CAMZ COMMUNICATIONS FOR THE POLICE DEPARTMENT FLEET 

This Resolution authorizes the purchase of four vehicles, equipment and installation to be added to the Village squad car fleet. The total cost is not to exceed $251,267.00 and will be paid from the State seizure account. 

RESOLUTION 25R-058 

APPROVING THE PROPOSAL AND STATEMENT OF WORK OF AXON ENTERPRISE, INC. FOR A FIVE YEAR BUNDLED SERVICE CONTRACT FOR LAW ENFORCEMENT HARDWARE, SOFTWARE AND SERVICES 

The Village currently contracts with Axon for various law enforcement software. This Resolution authorizes the entry of a bundled agreement for five years at a cost not to exceed $194,253.44. 

RESOLUTION 25R-059 

APPROVING AN AGREEMENT WITH PINE 

MEADOWS II CONDOMINIUM 

ASSOCIATION FOR TRAFFIC, PARKING AND ORDINANCE ENFORCEMENT 

This Resolution approves an agreement allowing the Police Department to enforce traffic and parking laws on the Pine Meadows II property. 

RESOLUTION 25R-060 

APPROVING THE PROPOSAL OF HOMER TREE SERVICE, INC. FOR TREE REMOVAL SERVICES FOR FISCAL YEAR 2025-2026 

This Resolution approves Homer Tree Service, Inc. as a vendor for tree removal services for fiscal year 2025-2026 in an amount not to exceed $75,000.00. 

RESOLUTION 25R-061 

APPROVING THE PROPOSAL OF LOPEZ TREE SERVICE CORP FOR TREE REMOVAL SERVICES FOR FISCAL YEAR 2025-2026 

This Resolution approves Lopez Tree Service Corp. as a vendor for tree removal services for fiscal year 2025-2026 in an amount not to exceed $75,000.00. 

RESOLUTION 25R-062 

APPROVING THE PROPOSAL OF TREEMASTERS, INC. FOR TREE REMOVAL SERVICES FOR FISCAL YEAR 2025-2026 

This Resolution approves Treemasters, Inc. as a vendor for tree removal services for fiscal year 2025-2026 in an amount not to exceed $75,000.00. 

RESOLUTION 25R-063 

APPROVING ELECTRICAL SUPPLY AGREEMENTS WITH CONSTELLATION ENERGY RESOURCES, LLC FOR VILLAGE LIGHTING AND WASTEWATER ACCOUNTS 

This Resolution approves two agreements with Constellation Energy Resources, LLC, the Village's current electrical supply vendor, for Village lighting and wastewater. The agreements extend the term until 2031 and will save the Village approximately $90,000.00 per year for the next 3 years.

ORDINANCE 25-018 

APPROVING EXTENDED BUSINESS HOURS IN THE VILLAGE OF BOLINGBROOK- ARWA YEMENI COFFEE- 704 E. BOUGHTON ROAD 

Motion Carpanzano, second Lawler to pass an Ordinance approving extended business hours in the Village of Bolingbrook for Arwa Yemeni Coffee - 704 E. Boughton Road. 

This Ordinance permits Arwa Yemeni Coffee located at 704 E. Boughton Road to remain open one extra hour, until 12:00 a.m., on Friday and Saturday nights.

ORDINANCE 25-019 

AMENDING SECTION 50-4 ("OFF-STREET OPERATIONS OF CYCLES AND OTHER SMALL VEHICLES") OF CHAPTER 50 ("TRAFFIC AND VEHICLES") OF THE BOLINGBROOK VILLAGE CODE TO REGULATE THE USE OF ELECTRIC-BICYCLES, MOTOR DRIVEN BICYCLES, GO-CARTS AND MOTORIZED SCOOTERS 

Motion Quintero, second Patel to pass an Ordinance amending section 50-4 ("off-street operations of cycles and other small vehicles") of Chapter 50 ("Traffic and Vehicles") of the Bolingbrook Village Code to regulate the use of Electric-Bicycles, Motor Driven Bicycles, Go- Carts and motorized Scooters. 

This Ordinance amends the Village Code to impose regulations on the use of "E-Bikes" within the Village for the safety of riders and the general public.

PUBLIC QUESTIONS/COMMENTS FROM THE AUDIENCE/PRESS: 

Resident Diane Kloepfer commented that she has no issues with the way the Village uses her tax dollars, indicating that she loves living in Bolingbrook. However, she shared her frustration with the increasing number of door-to-door solicitations that she is experiencing. She indicated that she does have a "No Solicitation" sign on her door, but that for-profit solicitors ignore that and have gotten very aggressive in their interactions. She mentioned that non-profit organizations (like Scouts) are not the issue, and asked if there is something the Village can do about the problem. 

The Mayor commented that there is an Ordinance regulating for-profit organizations that requires that they obtain a solicitation permit. If they do not have one, residents should report them to BPD Patrol via the non-emergency number, and the Outreach officers will handle it. 

TRUSTEE COMMENTS AND REPORTS: 

TRUSTEE PATEL: 

Announced that the band for the Thursday evening Street Market at the Promenade will be "Strung Out", inviting all residents to enjoy the event. 

TRUSTEE LAWLER: 

Announced that the Wednesday night concert on the Hill will feature "Hoodwink'd" and their "cool mixes". 

Mentioned that he does not operate e-bikes; the one time he tried driving a dirt bike he "found" the only tree in the cornfield. 

TRUSTEE KELLY: 

Thanked all who attended the evening's meeting, and indicated that she looked forward to seeing everybody at the upcoming Village picnic. 

TRUSTEE CARPANZANO: 

Thanked all who came to the meeting to have their voices heard. 

TRUSTEE QUINTERO: 

Announced iFest on Saturday, July 12th, inviting all residents to come out and see the world without leaving Bolingbrook. 

TRUSTEE DORIS: 

Congratulated the Mayor on hosting the amazing Juneteenth event, that in spite of the rain there was a lot of energy and enthusiasm. 

Thanked everybody for attending the meeting, expressing his appreciation for their explanations, indicating that this is where conversations start. 

MAYOR ALEXANDER-BASTA: 

Mentioned the Citizens Against Abuse event on June 28th. 

Invited everybody to the Village Picnic on June 29th behind Village Hall, celebrating the Village's 60th Anniversary. Encouraged seniors who wished to participate in the lunch. in the tent to call Village Hall to make a reservation. 

Discussed the Village's Fourth of July Celebration at the Bolingbrook Golf Club on July 4th from 3:00 p.m. to after the fireworks, set to go off at 9:00 p.m. Mentioned that the reserved pods have sold out, and that parking in the grass lot across from the clubhouse will be $20, benefitting the Lions Club, who will be managing the parking there. She mentioned that the decision was made to charge a nominal fee for parking to help defray the cost of additional expenses associated with staff holiday pay. Additional free parking will be available at Eichelberger Elementary and John F. Kennedy Elementary schools, as well as at Plainfield East High School where there will also be free shuttle bus service to the golf club. 

She mentioned that Bolingbrook has the longest, most extensive Fourth of July fireworks display in the area, and that residents get a lot for free at the event. Mentioned LIV Golf coming up on August 8-10, with setup already in motion. The Golf Club remains open during the preparations. "Good Charlotte" will be the featured band. Announced that there will be only one Village Board meeting in July, on July 22nd Also mentioned that our BPD is not checking on residents' immigration status, and that the Village gets notified if/when ICE is operating locally. Bolingbrook follows the terms of the "Illinois Trust Act". 

VILLAGE ATTORNEY ODELSON: 

Introduced new senior associate Kelly Krauchun, who comes from a large litigation firm and is herself a very aggressive litigator. 

She is the co-founder of "Bank the Blue", which raises funds to provide law enforcement officers the resources to seek counseling outside of their departments. She is currently working on the lawsuit filed against Will County challenging their passage of the Special Use permit allowing the quarry to operate, in spite of the Will County's Plan Commission recommending denial based on a report by Will County Zoning indicating it would be detrimental to safety. Plainfield and Plainfield School District 202 have joined the lawsuit, which is also supported by three HOA's in surrounding developments.
