APPROVAL OF MINUTES

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to approve the 06/16/2025 Public Service Minutes. The motion carried by the following vote:

Aye: Councilman Hug and Councilwoman Reardon

Absent: Councilman Mudron

CONTRACTS

Approval of Professional Services Agreement for the District Metered Area Design and Implementation Project to Cavanaugh & Associates PA in the Amount of $155,428.70

Anthony Anczer, Deputy Director Engineering, discussed the Professional Services Agreement for the 12 District Metered Area Design and Implementation Project, in the amount of $155,428.70, to Cavanaugh & Associates PA.

Approval of Professional Services Agreement for the 2026 Sanitary Sewer Rehabilitation Program to RJN Group Inc. in the Amount of $114,100.00

Anthony Anczer discussed the Professional Services Agreement for the 2026 Sanitary Sewer Rehabilitation Program, in the amount of $114,100.00, to RJN Group Inc.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to recommend 376-25, and 377-25 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug and Councilwoman Reardon

Absent: Councilman Mudron

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS

Approval of Amendment No. 1 to the Professional Services Agreement for On-call Wastewater Treatment Engineering on behalf of Strand Assoc Inc. in the Amount of $30,000.00

Allison Swisher, Public Utilities Director, discussed Amendment No. 1 to the Professional Services Agreement of On-call Wastewater Treatment Engineering, in the amount of $30,000.00, to Strand Assoc Inc.

Approval of Change Order No. 2 for the Garnsey Park Phase 5B Water Main Improvements Project on behalf of Construction by Camco, Inc. for a Deduction in the Amount of ($6,757.66)

Anthony Anczer discussed Change Order No. 2 for the Garnsey Park Phase 5B Water Main Improvements Project, in the amount of ($6,757.66), to Construction by Camco Inc.

Approval of Change Order No. 2 for the Varnado Park Water Main Improvements Project on behalf of Steve Spiess Construction Inc. for a Deduction in the Amount of ($807,418.80)

Anthony Anczer discussed Change Order No. 2 for the Varnado Park Water Main Project, in the amount of ($807,418.80), to Steve Spiess Construction Inc. A motion was made by Councilwoman Sherri Reardon, seconded by

Councilman Larry E. Hug, to recommend 378-25, 379-25, and 380-25 for approval by full Council. The motion carried by the following vote:

Aye: Councilman Hug and Councilwoman Reardon

Absent: Councilman Mudron

ORDINANCES AND RESOLUTIONS

Resolution Approving the Dedication of a 0.019-Acre Portion of Old Castle Road as Public Right-of-Way

Greg Ruddy, Public Works Director, discussed the dedication of 0.019-Acre portion of Old Castle Road right of way.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Larry E. Hug, to recommend 391-25 for approval by full Council. The motion carried by the following vote:
