Village of Peotone Village Board met June 23.

Here are the minutes provided by the board:

I. The Pledge of Allegiance was led by Mayor Vieaux at 6:00 pm.

II. Roll call

Village Clerk, Stacey Hartwell, conducted the roll call and following persons were present: Trustee Bowden, Trustee Hudson, Trustee Sandberg, Trustee Sluis and Trustee Strba. Also present was Village Administrator Palmer, Village Attorney Bartley and Village Engineer Golem.

III. Public Comments: None

IV. Approval of Consent Agenda:

A. Approve Minutes of the June 9, 2025, Regular Village Board meeting

B. Approve Minutes of the June 9, 2025, Executive Session

C. Approve Payroll/Accounts Payable

D. Approve Special Event, Block Party, Grant Love, 301 N. Glenview Lane, July 19, 2025, 10AM 10PM, with Road Closure on Glenview Lane from First Street to Mill Street

V. Staff Committee Reports:

A. Admin – Nick reported that he has been working with the treasurer on the travel center tax increments used to pay for the bonds, they are tracking revenues and will have better projections soon. He is also working to save money on the phone system and on the building department items with the tax accessor and B&F for better service and will keep the board posted. In response to questions from Trustee Bowden he explained how the State payments to the Village come in after the current month, they are not late but are paid delayed and stated that events and requirements such as port a potties will be discussed at a committee meeting to address issues and determine guidelines, he also reported that Pavlov is close to completion and there are two weeks left in town but restorations should be completed by mid July. Trustee Sandberg expressed his concerns about the Village taking responsibility for a sanitary issue/sewer main repair on South Street and requested photographs and more information. He also reported that he has been in touch with the Village Attorney and the building on Schroeder is still working through the court process.

B. Public Works – Bob reported that the Conrad Street Storm Sewer Project has started and IPC is currently putting pipe in the ground and is ahead of schedule. He reported that trees are being stressed due to the drought and trimming is being requested by homeowners. The MFT East Crawford project is going to IDOT for review and then a bid opening will be scheduled. Tornado siren maintenance was completed and all was fine. He is reassessing sidewalks throughout the Village for priority repairs/replacement for the sidewalk program. He also submitted a paving map in the packet to show the considerable amount of work done since 2018.

C. Police – Chief reported he is working on grants and is reviewing a list given to the Mayor from Robin Kelly to see if any are appropriate for the Village. He also thanked the Vedette for providing a detailed timeline on the multiple burglaries that occurred a few weeks ago, Detective Miller is working on the investigation.

D. Engineer – Troy reported that the Conrad project is moving fast and is on track. The East Crawford resurfacing project was sent to IDOT for review and the tentative bid opening will be the second week of July.

VI. Mayor’s Comments – The Mayor reported that he had a conversation with the owner of the new Culver’s in Bradley about Peotone as a potential future location and they told him Peotone is on their list of potential locations. He also met with Congresswoman Robin Kelly and it was a very informative meeting. He and the Administrator met with the caretakers of the Sportsman’s Club and the President of the Wilmington Sportsman’s Club and they answered some of the Village’s questions but it will be a large process. He feels that the portion owned by the Village is very well maintained, the Village is working on it and hoping for better answers in the near future. Trustee Sandberg stated he is not in favor of any contract or compromising with them in this current situation or in the future and said he has personally received many complaints, he would like to see who their current board is and a list of members and inquired if there is any State contract or contact.

VIII. New Business:

A. Ordinance Approving the Issuance of a Class “E” (Restaurant) and Class “O” (Outdoor) Liquor License for Dolomiti L.L.C. dba Dolomiti in the Village of Peotone, Will County, Illinois, 216 N. Second Street, Peotone, IL

The Village has the applications and the background check is in process. The local license needs to be submitted to the State to acquire a State license. This item had a motion to approve contingent upon the background check approval and the required documents and payments being submitted to the Village which includes a Certificate of Insurance and Bond.

IX. Questions of the Press: The Editor of the Vedette stated that when she contacted Will County they told her that they do not govern the Sportsman’s Club and there is no documentation. She would like to determine affiliation, if it is a registered entity, if they have a three person board and if the building is up to code for residential zoning.

X. Correspondence/Communications/Petitions: The Administrator stated that the Village has received a signed copy of the lease, insurance and payment from the Sportsman’s Club and there are provisions within the contract to terminate the contract with 90 days notice and that it does not have to be renewed when it expires in March 2026. He spoke to someone at Will County and the property is zoned A-1 and that no one is living in the RV and the building complies with residential standards. It is all County jurisdiction, Trustee Sandberg mentioned that the Village may want to consider annexing the property into Village limits and the

Mayor said it is something he has considered. The Mayor wanted to mention to the Board that the IML Conference is coming up in September and they should reserve if they would like to attend. He also stated that the Treasurer’s report is in their board packets.
