CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, June 2, 2025, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Assistant Administrator John Burica, and Police Chief Leanne Chelepis. Trustee Michael Leddin was absent.
Clerk Schubert announced a quorum of the public body was physically present.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. Wendy's Restaurant - Northwest Corner of U.S. Route 30 and Frankfort Square Road
a. Major Change to the Chappel Commons Planned Unit Development - Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3504) APPROVING A MAJOR CHANGE TO THE CAPPEL COMMONS PLANNED UNIT DEVELOPMENT LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (WENDY'S RESTAURANT - PIN: 19-09-24-101-028- 0000) in accordance with the reviewed plans, public testimony, and Findings of Fact, and condition on final engineering approval, building materials to match those of the existing Cappel Commons development, light poles and pole bases to match the existing Cappel Commons development, construction of improvements implied by the traffic study, recordation of an REA, and modifications from Village Requirements.
b. Special Use Permits for Carry-Out Restaurant, Drive-Up Service Windows, and Extended Hours of Operation - Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3505) GRANTING SPECIAL USE PERMITS FOR A CARRY-OUT RESTAURANT, DRIVE-UP SERVICE WINDOWS, AND EXTENDED HOURS OF OPERATION (DINING ROOM: 6:00 A.M. – 10:00 P.M. AND DRIVE THROUGH: 6:00 A.M. - 12:00 A.M. SUNDAY - THURSDAY AND 2:00 A.M. FRIDAY AND SATURDAY) TO CERTAIN PROPERTY LOCATED WITHIN THE VILLAGE OF FRANKFORT, WILL & COOK COUNTIES, ILLINOIS (WENDY'S RESTAURANT PIN: 19-09-24-101-028-0000) in accordance with the reviewed plans, public testimony, and Findings of Fact, and conditioned on preliminary and final engineering approval, and the menu board illumination not exceeding 30-foot candles when measured from 4- feet away.
2. Deck and Patio Addition Multiple Variances: 122 Kansas Street - Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3506) GRANTING MULTIPLE ZONING VARIANCES FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (DECK AND PATIO ADDITION – 122 KANSAS STREET) for the construction of a paver patio and a second- floor rear deck: a corner side yard setback variance from 25' to 6' 5/8”; a rear yard setback variance from 10' to 5"; a side yard setback variance from 10' to 5'11"; a pavement setback variance from 5' to 0" along the west property line; a pavement setback variance from 5' to 0" along the south property line; and a pavement setback variance from 5' to 1'7" along the east property line, all in accordance with the submitted plans, public testimony, and Findings of Fact.
Trustee Savaria moved, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Rigoni, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Leddin. The motion carried.
MAYOR'S REPORT
• Mayor Ogle entertained a motion from the floor to appoint Rob McKay to the Historic Preservation Commission.
• Trustee Borrelli moved, seconded by Trustee Rigoni, to approve the appointment of Rob McKay to the Historic Preservation Commission to fill the remainder of the appointed term of former Commission David Toepper, expiring on April 30, 2027.
A voice count was taken. All were in favor. The motion carried.
Mayor Ogle expressed appreciation to everyone who took part in the Summer Kickoff Celebration held on Sunday, June 1.
• Mayor Ogle announced that the 2025 Cruisin' Frankfort season kicked off earlier today and will continue every Monday evening through September 22, from 5:00 P.M. to 8:00 P.M. in downtown Frankfort.
• Mayor Ogle reminded residents that the Frankfort Public Library will sponsor the popular "Fridays on the Green" event series, beginning Friday, June 6, from 10:00 A.M. to 11:00 A.M. at Breidert Green. The series continues through July 25 (no program on July 4).
• Mayor Ogle invited the community to attend "Art on the Green" on Sunday, June 8, from 9:00 A.M. to 3:00 P.M. at Breidert Green. The annual event hosted by the Frankfort Arts Association will feature artwork, live orchestral music, and a children's activity area.
• Mayor Ogle shared the first of the three "Movies on the Green" events will be held on Tuesday, June 10, featuring "Shrek.". The movie will begin around 8:15 P.M. at Breidert Green. The event is sponsored by the Frankfort Park District, Frankfort Chamber of Commerce and the Village of Frankfort. Popcorn is sponsored by the Knights of Columbus, Kiwanis Club, and Frankfort Lions Club.
• Mayor Ogle announced the return of the "Concerts on the Green" series on Sunday, June 15, from 6:30 P.M. to 8:00 P.M. at Breidert Green. The first performance will feature the WK Dance Band.
• Mayor Ogle noted the Frankfort Park District will host its 25th annual "Short Run on a Long Day" run/walk on Wednesday, June 18, at 7:00 P.M. at Main Park.
BOARD COMMENTS
Clerk Schubert announced that the next Committee of the Whole meeting is scheduled for Wednesday, June 11, at 5:30 P.M. and the next Village Board meeting will be held on Monday, June 16, at 7:00 P.M. Both meetings will take place at Village Hall.
The Village Board welcomed three new businesses to the community and expressed appreciation for their decision to establish operations in Frankfort.
Congratulations were extended to the Plantz family of 122 Kansas Street for the recent improvements to their home and their continued investment in downtown Frankfort.
Residents were reminded that Village Board meeting packets are available online for public access and review.
The Board commended Village staff for their collaboration with the Wendy's team in achieving a high-quality design that reflects Frankfort's standards.
Residents were encouraged to take advantage of Frankfort's many events throughout the summer season.
The Board congratulated Village staff on organizing a successful event on Sunday, June 1, and expressed appreciation to the Frankfort Chamber of Commerce for its collaboration on the Community Showcase during the Country Market.
The Frankfort Park District recently held a town hall meeting to share information about its upcoming referendum, which will address various community needs. The Board encouraged residents to visit the Park District website to view the informational video and fact sheets to become informed on the proposal.

There were no other items of business.
PUBLIC COMMENT
No public comments were addressed to the Village Board.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Rigoni moved, seconded by Trustee Petrow, to adjourn the regular board meeting of Monday, June 2, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:16 P.M.
