Rep. Weaver: Senate Bill 328 is 'a terrible piece of legislation that hurts business growth'

Travis Weaver, Illinois State Representative, said that Republican legislators have urged Governor JB Pritzker to veto Senate Bill 328 and announced a legal challenge in Sangamon County Court. He made the statement on Facebook.

"Today, I joined members of the Illinois House and Senate Republican caucuses to call on the Governor to veto Senate Bill 328," said Travis Robert Weaver, State Representative from Illinois, according to Facebook. "a terrible piece of legislation that hurts business growth. makes it easier to file frivolous lawsuits in Illinois. a lawsuit has been filed in Sangamon County Court to enforce the Illinois Constitution's Three Readings Rule."

Senate Bill 328 has become a contentious issue in Illinois as it aims to expand state court jurisdiction over any out-of-state company simply registered in Illinois. Critics argue this could lead to increased litigation and deter investment, according to a report by Gibbons, Trauner. Business groups suggest that this departure from traditional due-process norms might make Illinois less appealing for corporations.

According to the American Tort Reform Association, since Senate Bill 328 began advancing in 2025, business leaders have expressed concerns that Illinois' already high litigation rates may increase. Projections estimate up to 208,000 jobs could be at risk due to the added legal exposure, raising fears of economic stagnation.

The U.S. Chamber Institute for Legal Reform reports that Illinois ranks 48th out of 50 states for lawsuit climate. It notes that 89 percent of surveyed state business owners consider frivolous lawsuits a serious problem—more acute than national averages—with Cook County identified as a hotspot for excessive litigation.

Weaver's official biography from the Illinois General Assembly indicates he is a Republican State Representative for the 93rd District, first elected in 2022. His previous experience includes working in finance at Caterpillar, with his legislative focus on education, fiscal reform, and tax policy.
