CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, May 19, 2025, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
SWEARING-IN CEREMONY OF POLICE OFFICER BAGLEY
Mayor Ogle administered the Oath of Office to Police Officer Aidan Bagley, shared a brief overview of his background, and congratulated him on successfully completing his initial field training.
APPROVAL OF SPECIAL ORDERS – UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.
Trustee Rigoni requested that the record reflect her abstention from item C-6, Engineering Services Agreement: Jackson Creek Sanitary Sewer Evaluation Survey, on the Unanimous Consent Agenda. She noted that this would be the only item that she will be abstaining from.

1. 2025 Roadway Maintenance Program: Contract Award - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-15) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND P.T. FERRO CONSTRUCTION COMPANY, for the 2025 Roadway Maintenance Program, in the amount of $4,615.109.32.
2. Replacement Dump Truck Purchase Approval - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-16) AUTHORIZING THE PURCHASE OF A 2025 FORD F-450 CHASSIS TRUCK FROM CURRIE MOTORS AND THE PURCHASE AND INSTALLATION OF THE SNOWPLOW AND DUMP BODY PACKAGE FROM MONROE TRUCK EQUIPMENT, INC., for an amount not to exceed $127,447.00.
3. Replacement Tractor and Mower Purchase and Disposal Approval - Ordinance (Waive 1st and 2nd Readings)
Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3503) AUTHORIZING THE PURCHASE OF A 2025 KUBOTA M6-131 TRACTOR AND A 2025 WOODS BW15 DUAL-WING MOWER FROM MUCCULLOUGH IMPLEMENT COMPANY, in the amount of $88,492.36, and further authorize the disposal of the 2004 John Deere 6420 Tractor and 2004 John Deere CX15 Mower via trade-in.
4. Towmaster Trailer Purchase Approval - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-17) AUTHORIZING THE PURCHASE OF OF A TOWMASTER T-24T DECK-OVER TILT TRAILER FROM ALTA EQUIPMENT COMPANY, in the amount not to exceed $36,889.20.
5. 2025 Water Main Replacement Program: Contract Award - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-18) AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE VILLAGE OF FRANKFORT AND IROQUOIS PAVING CORPORATION for the 2025 Water Main Replacement Program, in the amount of $817,080.55, for improvements on Hawthorne Drive and Heather Lane.
6. Engineering Services Agreement: Jackson Creek Sanitary Sewer Evaluation Survey Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-19) AUTHORIZING THE EXECUTION OF A PROFESSIONAL ENGINEERING SERVICES AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND ROBINSON ENGINEERING, LTD., in the amount of $80,600.00, for professional engineering services related to the Sanitary Sewer Evaluation Survey for Basin 4 and Interceptor Tributary to the Jackson Creek Lift Station.
7. Targeted Incentive Program Grant: Fiddle Leaf Development Illinois, LLC - Resolution
Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 25-20) AUTHORIZING APPROVAL OF A TARGETED INCENTIVE PROGRAM (TIP) GRANT TO FIDDLE LEAF DEVELOPMENT ILLINOIS, LLC, for the renovation and expansion of the building located at 116 and 118 Kansas Street, within the H-1 Historic District.
Trustee Petrow moved, seconded by Trustee Borrelli, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Abstain: Trustee Rigoni (Item C-6 only). The motion carried.
MAYOR'S REPORT
Mayor Ogle entertained a motion from the floor to appoint April Jackson to the Historic Preservation Commission for a three-year term, expiring on April 30, 2028. On behalf of the Village Board, Mayor Ogle also extended sincere thanks to Stephanie Kush for her six years of dedicated service on the commission.
Trustee Petrow moved, seconded by Trustee Rossi, to approve the Historic Preservation Commission appointment as presented.
A voice count was taken. All were in favor. The motion carried.
Mayor Ogle extended congratulations to the winners of the annual "Get Hooked on Frankfort" Fishing Derby, held on Saturday, May 17.
Mayor Ogle acknowledged National Public Works Week 2025 by expressing the Village Board's sincere appreciation to the Public Works and Utilities Departments for their dedication, professionalism, and vital contributions to the community's infrastructure and quality of life.
Mayor Ogle reported that the Public Works Department has begun the seasonal closure of Kansas Street to vehicular traffic to support expanded outdoor dining. This initiative enhances the downtown experience by allowing local businesses to extend their seating areas. Additional benches and planters will be placed along Kansas Street, between Ash and Oak Streets, creating a welcoming space for residents and visitors. The area is expected to be ready for outdoor dining by Wednesday, May 21.
Mayor Ogle announced that the annual Memorial Day ceremony will take place on Monday, May 26 at 10:00 A.M. at Breidert Green. In case of rain, the ceremony will be moved to the Founders Center.
Mayor Ogle reminded residents that Village Hall will be closed on Monday, May 26, in observance of Memorial Day.
Mayor Ogle announced that the Village's Kickoff to Summer Celebration will take place on Sunday, June 1, in downtown Frankfort, and invited residents and visitors to attend. This year's event will feature a Yacht Rock theme, and updates will be posted on the Village's Facebook page.
Mayor Ogle reported that the 2025 Cruisin' Frankfort season will begin on June 2 and run every Monday evening through September 22, from 5:00 to 8:00 P.M. in downtown Frankfort. For the full cruise night schedule, visit www.frankfortcarclub.club.
BOARD COMMENTS
Clerk Schubert announced that the next Village Board meeting will be held on Monday, June 2, at 7:00 P.M. Starting with this meeting, business casual attire will be in effect for the summer. The next Committee of the Whole meeting is scheduled for Wednesday, June 11, at 5:30 P.M.
The Board congratulated and warmly welcomed newly sworn-in Police Officer Bagley.
Congratulations were also extended to local graduates on their accomplishments.
April Jackson was congratulated on her appointment to the Historic Preservation Commission.
The Board expressed appreciation to the Public Works and Utilities Departments for their dedicated service.
Residents were reminded to lock their doors for added safety.

No public comments were addressed to the Village Board.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Monday, May 19, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:25 P.M.
