Joliet appoints new planning director and inspector general

City Manager Beth Beatty of Joliet, Illinois, has announced the appointment of two key figures to the city's leadership team. Jayne M. Bernhard will take on the role of Planning Director, while Stephen H. DiNolfo has been named as the new Inspector General.

Bernhard's appointment marks a significant step in Joliet's strategic planning efforts. She has been part of the city's Planning Division since 2017 and previously served as a City Planner. Her new responsibilities include overseeing major projects such as the Joliet Comprehensive Plan and the Downtown Joliet Equitable Transit-Oriented Development Plan. "Jayne brings an extraordinary blend of expertise in planning, grant writing, and historic preservation," said Beatty.

Bernhard's past achievements include securing over $3.7 million for planning and preservation initiatives, including a $3 million grant for downtown Joliet's new City Square. She expressed enthusiasm about her new role: “I love Joliet and I am very excited to serve in this new role.”

In addition to her work in Illinois, Bernhard has experience from her time at the Central Massachusetts Regional Planning Commission and Pioneer Valley Planning Commission. She holds degrees from Marquette University and the University of Massachusetts.

Stephen H. DiNolfo joins as Inspector General following a competitive selection process. With over three decades of legal experience focusing on litigation and public sector representation, DiNolfo is expected to bring thoroughness and impartiality to his role investigating allegations within city government.

Police Chief Bill Evans commented on DiNolfo’s appointment: “Our department has worked extensively with Mr. Dinolfo... Steve strikes me as a no-nonsense investigator that is balanced and thorough.”

DiNolfo's qualifications include extensive experience in complex litigation across various courts and tribunals. He holds a Juris Doctor from the University of Toledo College of Law.

Both appointments highlight Joliet’s focus on strategic growth and public accountability under City Manager Beatty’s leadership.
