Village of Homer Glen Plan Commission met March 20.

Village of Peotone Village Board commission:

I. The Pledge of Allegiance was led by Mayor March at 6:00 pm.

II. Roll call

Village Clerk, Stacey Hartwell, conducted the roll call and the following persons were present: TrusteeHudson, Trustee Marevka, Trustee Richards, Trustee Sandberg, Trustee Sluis and Trustee Strba. Also,present were the Mayor, Village Administrator Palmer and Village Attorney Bartley.

III. Public Comments: None

IV. Approval of Consent Agenda:

A. Approve the Minutes of the March 11, 2025, Regular Village Board meeting.

B. Approve Payroll/Accounts Payable

C. Approve Special Event, Peotone Historical Society Old Mill Fall Fest, 427 W. Corning Ave,

September 20, 2025 4pm-9pm and September 21, 2025 11am-4pm, One day liquor license and Amppermit for September 20, 2025, Amp permit for September 21, 2025 and request to waive fees forliquor license and Amp permit, road closure on September 21, 2025 on Corning Ave between

Conrad and Mill Streets

V. Staff Committee Reports:

A. Engineer – Troy reported that the Streetscape project still has some remaining punch list items, the 88thAve. sidewalk has been delayed due to weather and Aqua should be starting at the end of the month on theConrad Street project.

B. Aqua – Angie reported that main breaks have slowed up and they will be starting to do restorations.

C. Public Works - Bob reported that they will be out doing relocations with Wren for the Conrad Streetproject, branch pick up begins April 7th and the staff is doing street sweeping and cold patching. Applications are still being accepted for the Public Works department position.

D. Police – Chief reported that a new door with a security pad was installed and also a steel security door forthe armory. The department will continue enforcement in April for distracted driving, speeding andseatbelts and in July for speeding.

E. Administrator – Administrator Palmer reported he has been working on the budget and attending a lot oftransportation meetings, he also attended an IPBC meeting and the insurance rates have been raised butthere is a savings due to being part of the consortium. A comprehensive plan is in the budget and he wantsto start working on it.

VI. Mayor’s Comments: The Mayor submitted a report in the packet and had no additional comments.

A. Public Hearing on 2026 Fiscal Year Budget – Motion by Trustee Sluis, Seconded by Trustee Strba, allvoted Aye

a. Call to Order – Mayor stated all trustees present

b. Review of Budget Details – Administrator Palmer gave overview of budget details and highlightsincluding maintaining a fund balance of over 30% reflecting an increase in overall fund balance,some of the revenue projected for the travel center and projected incremental tax revenue from TIF

2, ARPA expenditures MFT expenditures and sidewalk improvement expenditures, obligationsincluding the Police Pension contribution and the inclusion of $50,000 towards the façadeimprovement in the downtown.

e. Close Public Hearing – Motion by Trustee Marevka, Seconded by Trustee Sluis, all voted Aye

B. Ordinance Approving the Fiscal Year 2026 Village of Peotone Budget (April 1, 2025 through March 31, 2026)

C. Approve Increased Authorization for Computer Purchases from Leading IT in the Amount of$1,559.52

This item was originally brought to the board and approved in February but was brought back due toincrease in original pricing.
