CITIZENS SPEAK:

Visitors are always welcome to all public meetings of the President and Board of Trustees of the Village of Crete. Interested parties wishing to speak should identify their intent to speak, they then may give their name and where they reside if they so choose and then make their comment. Persons may also provide their address privately to the Village Clerk if they so choose; persons are advised that addresses are considered private information under the Freedom of Information Act and thus are exempt from disclosure pursuant to any Freedom of Information Act request. However, in order to give proper consideration to all items on the agenda, the President has the authority to limit participants in debates and will close repetitive or abusive remarks. In addition, public comment rules are posted in the board room.

Ryan Allison, Director of EMA, will present appreciation certificates to EMA individuals who have served over 100+ hours during 2024.

APPROVAL OF AGENDA:

UNANIMOUS CONSENT AGENDA

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a board member so requests, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. Approval of Minutes: Regular Board Meeting - February 24, 2025 (no meeting on 3/10/25)

2. Approval of Bills February 24, 2025 thru March 7, 2025 (ratified on 3/11/25 by email poll)

3. Approval of Bills March 10, 2025 thru March 21, 2025

4. Ratification of Payroll - Bi-weekly payrolls ending March 5, 2025 and March 19, 2025.

5. Approval by the Board to Retain Specialty Council for a Specific Project.

6. Action to be taken from the February 24, 2025 board meeting: Release Executive Session minutes and destroy the audio recordings from the following dates: January 8, 2018, January 22, 2018, February 26, 2018, April 23, 2018, May 14, 2018, June 25, 2018, July 23, 2018, August 13, 2018, January 14, 2019, February 11, 2019, March 25, 2019, June 24, 2019, August 26, 2019, January 11, 2021 and June 14, 2021 and to hold the following executive session minutes until further review for the dates of March 12, 2018, August 27, 2018, May 13, 2019, June 10, 2019, September 23, 2019, October 14, 2019, October 28, 2019, December 9, 2019, January 25, 2021, April 26, 2021 and November 8, 2021.

7. Ratification of an email poll taken on March 11, 2025 to approve the payment of the bills that were the listed on the 3/10/2025 board meeting agenda. There were 6 (six) affirmative replies from the email poll received. (Waiter, Milburn, Seifert, Johnson, Bruns and Phelan).

COMMUNICATIONS:

WARRANTS:

1. REMEMBER: Election Day is April 1st. Get out and vote.

2. EMA has planned an Open House on Saturday March 29th from 9am to 2pm at the EMA Building, 280 W. Exchange Street from 9 am until 2 pm. Also, March is designated as Severe Weather Preparedness Month and educational materials will be available during the open house. There will be a free giveaway raffle for 1 (one) Car Survival Kit for resident's to enter when attending the open house.

3. A thank you letter was received from the Crete Area Historical Society for the renewal of a Corporate Membership for Village of Crete.

4. A letter was received from Crete United Methodist Church asking permission on behalf of the Crete Lions Club to use the parking lot on Saturday, May 24th from noon until 4 pm. Two mobile units are planned to be on site. One will conduct hearing and eye testing and the other unit will be from Verenti for donating blood.

5. The annual Misericordia Candy Days on Friday, April 25th and Saturday, April 26th. Permission was received from Walt's Grocery Store to solicit in front of their business on Saturday, April 26th from 8:00 am to 5:00 pm. The local area coordinators are Steve & Heather Vuckovich.

OLD BUSINESS:

1. Ordinance 2025- An Ordinance amending Chapter 18 (Peddlers, Solicitors, Etc.) of the Crete Village Code of Ordinances. Discussion and consideration on an amendment to the solicitors' ordinance. Board action may be taken.

2. Ordinance 2025- An Ordinance amending Section 28-246 (Accessory Buildings) of the Village of Crete Zoning Ordinance to expand allowable accessory buildings. Discussion and consideration on an amendment to the original ordinance previously passed. Board action may be taken.

NEW BUSINESS:

1. Ratification of a phone poll to waive bid process and accept proposal for new EMA building generator from Generator Technologies. Board action is anticipated.

2. Resolution No. 2025-

A Resolution authorizing the Village of Crete to hold their annual Memorial Day Parade and to close Illinois Route #1 on Monday, May 26, 2025 from 11:30 a.m. until 1:30 p.m. from Burville Road to Milburn Avenue. Board action is anticipated.

3. Resolution No. 2025- A Resolution Accepting a Deed of Dedication for Certain Property for All Village Purposes (16 Vacant lots on E. Richton Road and Crete Road, Crete, Illinois 60417). Board action may be taken.

4. Requests for Proposals for contract paramedic services. Board action may be taken.

5. Discussion on allowing DPW Superintendent Justin Pancrazio to enter contract agreements on the state bid rock salt program. Board action may be taken.
