City of Joliet Public Safety Committee met March 4.

Councilman Joe Clement, Councilwoman Jan Hallums Quillman and Councilwoman Suzanna Ibarra

ALSO PRESENT: Chief of Police Williams Evans, Chief of Fire Jeff Carey, Sergeant Christopher D'Arcy

APPROVAL OF MINUTES

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilwoman Suzanna Ibarra, to approve COUNCIL MEMO #TMP-8226: Minutes 2/4/2025.

The motion carried by the following vote:

Aye: Councilman Clement, Councilwoman Hallums Quillman and Councilwoman Ibarra

Purchase and Installation of 17 Windows for Fire Station 1 from Dutchman Contracting Corporation in the Amount of $32,000.00

Chief Carey briefly explains.

A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilwoman Jan Hallums Quillman, to recommend for approval COUNCIL MEMO #TMP-8236: Purchase and Installation of 17 Windows for Fire Station 1 from Dutchman Contracting Corporation in the Amount of $32,000.00.

The motion carried by the following vote:

Aye: Councilman Clement, Councilwoman Hallums Quillman and Councilwoman Ibarra

Purchase and Installation of Flooring for Fire Station 9 from Integrity Concrete Coatings in the amount of $30,212.00

Councilwoman Quillman asks color, Councilman Clement asks how old the floor is.

A motion was made by Councilwoman Suzanna Ibarra, seconded by

Councilwoman Jan Hallums Quillman, to recommend for approval COUNCIL MEMO #TMP-8248: Purchase and Installation of Flooring for Fire Station 9 from Integrity Concrete Coatings in the amount of $30,212.00.

Purchase a Tactical Combat Casualty Care Simulator (TCCCMan) from North American Rescue in the amount of $28,781.04

Councilwoman Jan Hallums Quillman, to recommend for approval COUNCIL MEMO #TMP-8294: Purchase a Tactical Combat Casualty Care Simulator (TCCCMan) from North American Rescue in the amount of $28,781.04.

The motion carried by the following vote:

RESOLUTIONS

Resolution Accepting the $1,900,000.00 Legislative Pass-Through from the State of Illinois to Fund the Community Mental Health Program

Council asks questions and will review the contract before the next Council meeting.

Councilwoman Ibarra tells Chief Carey what amazing work they do.

A motion was made by Councilwoman Suzanna Ibarra, seconded by

Councilwoman Jan Hallums Quillman, to recommend for approval COUNCIL MEMO #TMP-8160: Resolution Accepting the $1,900,000.00 Legislative Pass-Through from the State of Illinois to Fund the Community Mental Health Program.

The motion carried by the following vote:

Aye: Councilman Clement, Councilwoman Hallums Quillman and Councilwoman Ibarra

A Resolution to Accept and Implement the 2024 Justice Assistance Grant

Chief Evans briefly explains.

A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilwoman Jan Hallums Quillman, to recommend for approval COUNCIL MEMO #TMP-8251: A Resolution to Accept and Implement the 2024 Justice Assistance Grant.

The motion carried by the following vote:

Aye: Councilman Clement, Councilwoman Hallums Quillman and Councilwoman Ibarra

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION

Councilwoman Quillman wants an overall Police and Fire Drill.

Chief Carey says EMA is working on that, Chief Evans mentions that they are already putting something together.

Councilwoman Ibarra asks Chief Carey a question regarding domestic violence groups.

Chief Carey answers, Chief Evans mentions that we have a social worker with the department who helps handle domestic calls.

PUBLIC COMMENTS

Councilwoman Ibarra really wants to see the TCCCMan when the Police Department receives it.

Sgt. D'Arcy said he would let her know when one of the trainings are so she can attend.

A motion was made by Councilwoman Ibarra, seconded by Councilwoman Hallums Quillman, that this was adjourn.
