The City of Joliet has announced the release of guidelines for the Community Development Block Grant (CDBG) funds expected from the U.S. Department of Housing and Urban Development (HUD) for the 2025 program year.
Applications for these funds will open on March 31, 2025, and must be submitted by April 28, 2025, at 4:30 p.m. The application materials, including the scoring rubric and additional resources, are available on the City of Joliet's website under the Community Development and Neighborhood Services Division's section.
To be eligible, projects and programs must be located in or serve low- to moderate-income areas or households. Required documentation includes Articles of Incorporation, a current Board of Directors list, an annual report filed with the Secretary of State, IRS 501(c)(3) designation, IRS Form 990, and financial statements. First-time applicants must provide a recent profit and loss statement, while others can submit financial statements compiled by a CPA or OMB A-133. Furthermore, a source of funds budget and expenditure budget, along with contractor estimates for applicable projects, are necessary.
The total estimated CDBG allocation for Joliet is $919,000. The funds will be distributed based on the requests submitted through the applications. Applications will be reviewed and scored according to a rubric provided on the city's website.
Open office hours for technical assistance will be held at City Hall Conference Room 2 on April 8 from 12:00 p.m. to 3:00 p.m., April 16 from 9:00 a.m. to 12:00 p.m., and April 25 from 11:00 a.m. to 2:00 p.m. No appointments are required, but one-on-one assistance is available upon request during the application period.
