City of Lockport City Council met Dec. 4.

Here are the minutes provided by the council:

REGULAR MEETING of the City Council of the City of Lockport, Illinois was held on Wednesday, December 4, 2024 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:00 p.m.

LIAISON REPORT

1. McDonald – Finance Update

a. Newly graduated Mike E will be onboarding

b. Longest tenured employee Tom, submitted for retirement

c. Update on Playground

2. Pugh – Police Liaison

a. Lockport Love Parade – Christmas gift giveaway parade takes place on Saturday, December 14. This will be helping 6 families this Christmas season. The event starts at the Lockport American Legion with a hot breakfast being served from 8-9 am. The parade will be 9-11 am.

b. Shop with a Cop – Takes place at Walmart after the Lockport Love parade. Event starts at 12 noon until approximately 1 pm. Lunch will be provided afterwards at Coom’s Corner for all who participated. A big thank you to the Lockport Citizens Police Academy Alumni who are coming out to support the cause and wrap all the gifts for the children.

3. Bartelsen – Beautification

a. Fall/Winter 2024 contest reminder – accepting applications thru December 31. One winner per ward will be chosen and will be announced on February 5. A flyer has been created and can be dropped off at any homes to be nominated, for nominees to scan a QR code to submit their nomination.

4. Christina – Bloom Program

a. February 18 kick-off for Bloom event

b. April 22, around earth day, will be handing out plants and information on planting native

c. April 26, recycle day

d. June 24, composting

e. October 14, how to close plant beds down for the season

f. Behind Route 66 garden, planning to create a small outside theatre to host gardening classes

g. Contacted by Urban Canopy, a composting company – proposing an idea to support compost pick-up service for residents. There is a minor cost to residents for the program. The City will create a survey to residents to gauge interest in the program.

5. Gillogly – Public Works update

a. The City has 45 houses within the city boundaries that have lead pipes for water service. The source of the lead is at the homes pipes, and is not within the City pipes. The current City has a program to help replace the lead pipes up to the homes’ meter over the next 3-5 years. Residents are responsible for replacing lead pipes within the home. More information is available on the City’s website: water city map.

6. Saban

a. Lockport Women’s Club – Christmas Crossroads attendance was record numbers

5. FN-3. 2024 Property Tax Levy Ordinance Suggested Action: Approve Ordinance No. 24-113 the Levying and Assessing of taxes for the City of Lockport, Will County, Illinois, for the fiscal year of said City commencing January 1, 2025 and ending December 31, 2025.

6. FN-4. Property/Liability & Workers’ Compensation Insurance Renewals Suggested Action: Approve Resolution No. 24-116 Accepting proposal for the City's Property/Liability Ins. Policy 1/1/2025 to 12/31/2025; and Resolution No. 24-117 accepting proposal for the City Workers' Comp. Ins. Policy renewal 1/1/2025-12/31/2025.

7. CD-1. Authorizing Applications for and Execution of a Technical Assistance Agreement Under the Regional Transportation Authority's (RTA) General Authority to Make Such Grants in an Amount Not-to-Exceed $33,000 Suggested Action: Approve Resolution No. 24- 118 Authorizing application for and execution of a Technical Assistance Agreement under the Regional Transportation Authority's (RTA) General Authority to make such grants.
