REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, November 20, 2024 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:28 pm.

FN-1. 2024 Property Tax Levy Ordinance
Finance Director, Lisa Heglund, presented the Staff report. Due to the increase in Assessed Value, the City is expecting that its overall tax rate will decrease. The City’s total direct tax rate decreased by a total of 15% over the past 3 years.

FN-2. Property/Liability & Workers’ Compensation Insurance Renewals
Finance Director, Lisa Heglund, presented the Staff report. Tony Evans from Horton presented details of the insurance renewal costs to the Council. The City had 32 claims over the past year which contributed to the increase in rates. Travelers has also increased their rates. The City goes to market every 3 years for insurance; the City went thru the process in 2023.

CD-1. Authorizing Applications for and Execution of a Technical Assistance Agreement Under the Regional Transportation Authority's (RTA) General Authority to Make Such Grants in an Amount Not-to-Exceed $33,000
Director of Community & Economic Development, Lance Thies, presented the Staff report. The City was awarded an RTA grant, the $33K represents the City’s contribution of 20%.
