CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, November 4, 2024, at 7:00 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Deputy Clerk Theresa Cork called the roll. In attendance were Mayor Keith Ogle, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, and Dan Rossi. Also in attendance were Attorney Hannah Lamore, Assistant Administrator John Burica, Police Chief Leanne Chelepis, and Deputy Clerk Theresa Cork. Trustee Gene Savaria and Village Clerk Katie Schubert were absent.

Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

a. Chapter 74: Bicycles, Motorcycles, and Certain Other Vehicles - Ordinance (Waive 1st and 2nd Readings)
Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3474) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 74: BICYCLES, MOTORCYCLES, AND CERTAIN OTHER VEHICLES, to implement regulations for Class 1 low-speed electric bicycle use in the Village of Frankfort.
b. Chapter 97: Off-Road Recreational Vehicles - Ordinance
(Waive 1st and 2nd Readings)
Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3475) REPEALING ORDINANCE NO. 1220 ENTITLED "AN ORDINANCE PROVIDING FOR LICENSING AND REGULATING THE OPERATION OF OFF-ROAD RECREATIONAL VEHICLES," removing Chapter 97: Off-Road Recreational Vehicles from the Village of Frankfort Code of Ordinances.
D. Approval and Release of Certain Closed Session Meeting Minutes - Resolution Adopt A RESOLUTION (NO. 24-27) APPROVING AND RELEASING CERTAIN CLOSED SESSION MEETING MINUTES OF THE BOARD OF TRUSTEES OF THE VILLAGE OF FRANKFORT.
Trustee Petrow moved, seconded by Trustee Rossi, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Leddin, Petrow, and Rigoni presented a brief overview of the consent agenda docket items under consideration for approval.

Trustee Leddin reported that at its June 12, 2024 meeting, the Committee of the Whole discussed a petition from property owner Marquette Bank, Trust #20185, to annex the ±18.31-acre undeveloped property located on the south side of St. Francis Road, south of the southern terminus of Waterview Trail, into the corporate limits of the Village of Frankfort. The current owner Marquette Bank, Trust #20185 (Steve Beemsterboer, Sole Beneficiary) and contract purchaser/developer, O'Malley Builders, Inc., request to enter into an annexation agreement with the Village for the development of 25 single-family lots, known as Abbey Woods North Subdivision. The Committee also reviewed the proposed annexation agreement, which included a provision to rezone the parcel from E-R Estate Residential to R-2 Single Family Residential upon annexation, approval of the Preliminary Plat of Subdivision, approval of an off-site Plat of Easement for a public utility and drainage easement and temporary construction easement on the adjacent Runi Fleck property to the west, as well as multiple zoning variations as enumerated in Section 16 of the annexation agreement.
Trustee Leddin further reported that the project was also discussed at a Plan Commission public hearing held on April 25, 2024 and May 9, 2024. The Plan Commission forwarded 12 unanimous (6-0) recommendations to the Village Board to approve the rezomng, Preliminary Plat of Subdivision, and variation requests.
Trustee Leddin moved, seconded by Trustee Borrelli, to postpone consideration of the Abbey Woods North Subdivision to the regular meeting of the Village Board on Monday, December 16, 2024, to allow further review and submission of additional information.
Deputy Clerk Cork called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, and Rossi. Nays: None. Absent: Trustee Savaria. The motion carried.
MAYOR'S REPORT
• Mayor Ogle entertained a motion from the floor to adopt an amendment to the Liquor Ordinance authorizing a reduction in the number of Class D-1 liquor licenses (restaurant, permitting bar, and limited carry-outs) from one to zero to reflect the closing of OP A! Modem Greek Cuisine Restaurant, located at 10235 Lincoln Highway.
Trustee Petrow made a motion, seconded by Trustee Rigoni, to waive the First and Second Readings, and pass AN ORDINANCE (NO. 3476) AMENDING THE VILLAGE OF FRANKFORT CODE OF ORDINANCES, CHAPTER 113, INTOXICATING LIQUOR, to reduce the number of Class D-1 liquor licenses from one to zero in the Village of Frankfort. A voice vote was taken. All were in favor. The motion carried.
• Mayor Ogle requested the consent and approval of the Trustees to appoint Carrie Landau to the position of Police Commissioner to fill the remainder of John Sunderland's term, which expires on April 30, 2027.
Trustee Borrelli moved, seconded by Trustee Rossi, to approve the appointment of Carrie Landau to the Board of Fire and Police Commissioners to fill the remainder of the appointed term of former Plan Commissioner John Sunderland. A voice vote was taken. All were in favor. The motion carried.
• Mayor Ogle requested the consent and approval of the Trustees to appoint Richard Rappold to the position of Plan Commissioner to fill the remainder of Nichole Schaeffer's term, which expires on April 30, 2026.
Trustee Rigoni moved, seconded by Trustee Borrelli, to approve the appointment of Richard Rappold to the Plan Commission/Zoning Board of Appeals to fill the remainder of the appointed term of former Plan Commissioner Nichole Schaeffer.
Deputy Clerk Cork called the roll. Ayes: Trustees Borrelli, Leddin, Rigoni, and Rossi. Nays: Trustee Petrow. Absent: Trustee Savaria. The motion carried.
• Mayor Ogle reported that the Village Administration Offices will be closed on Monday, November 11, in observance of the Veterans Day holiday.
• Mayor Ogle reported the Village recently completed its largest Roadway Maintenance Program, spending $10 million and completing 58 street segments.
• Mayor Ogle invited residents to drop off their extra Halloween candy at the Village Hall. The candy will be donated to the Manteno Veterans Horne, the Will County Children's Advocacy Center, and the Crisis Center for South Suburbia.
BOARD COMMENTS
The Village Board congratulated Dan Elliot, Integrus Development, LLC, on the new commercial building on White Street and expressed enthusiasm for the new businesses, including Senso, Nautical Bowls, and Rustic Knead.
The Frankfort Police Department was commended for hosting another successful Trunk or Treat event on Saturday, October 26, and for their efforts in keeping everyone safe on Halloween.
Three new businesses that received business licenses in October were warmly welcomed to the community.
Residents were reminded that the Village's Leaf Collection Program is underway and to keep leaves on the parkway, not on the street, to help keep storm drains clear and prevent flooding.
Staff was recognized for their efforts preparing materials for the Committee of the Whole and Village Board meetings, as well as their work in hosting Early Voting at the Village Hall.
Members expressed their gratitude to Nichie Schaeffer for her dedicated service on the Plan Commission and welcomed Carrie Landau to the Frankfort Police Pension Board and Rich Rappold to the Plan Commission.
Members acknowledged and thanked veterans for their service.
Residents were encouraged to vote tomorrow, Tuesday, November 5.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
TJ Marczali, President, Blue Danube Properties, Inc., asked the Village Board to add "plus all accrued interest under the original Recapture Agreement" under Section 11.8 of the Annexation Agreement for Abbey Woods North Subdivision.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Monday, November 4, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:21 P.M.
