Village of New Lenox Board of Trustees met Oct. 28.

CALL TO ORDER
The Regular Meeting of the New Lenox Village Board of Trustees was called to order at 7:00p.m. by Trustee Smith in the Council Chambers of the New Lenox Village Hall.
PLEDGE OF ALLEGIANCE
Boy Scout Troop #49 led us in the Pledge of Allegiance.
ROLL CALL
Upon Roll Call by the Clerk, the following members of the corporate authorities answered “Here” or “Present”:
Trustees Wilson, Christopherson, Scalise, Madsen and Mayor Baldermann Absent – Trustee Gugliuzza
QUORUM
There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.
OTHER OFFICIALS IN ATTENDANCE
Also, in attendance were the Village Administrator Kurt Carroll, Village Clerk Laura Zilinskas, Community Development Director/Assistant Village Administrator Robin Ellis, Finance Director Kim Auchstetter, Public Works Director Mark Brow and Attorney Chris Spesia
Mayor Baldermann announced that Trustee Smith had given his resignation for the reason that he is moving. He asked if we could move the trustee appointment to the top of the agenda. The Village Board concurred.
Motion to approve the appointment of Bryan Reiser to the position of Trustee Madsen was made by Trustee Madsen and seconded by Trustee Scalise
Upon roll call the vote was:
AYES: 6 Trustees Wilson, Christopherson, Madsen, Scalise and Mayor Baldermann
ABSTAIN: 0
NAYS: 0
ABSENT: 1 Trustee Gugliuzza The motion carried.
Mayor Baldermann swore in Trustee Reiser
Trustee Reiser joined the meeting at 7:06p.m
Trustee Reiser thanked the Mayor and Village Board for this opportunity.
RECOGNITION – 2024 Citizen’s Academy Participants
Mayor Baldermann, on behalf of the Village Board recognized the 2024 Citizen Academy Participants.

ORDER OF BUSINESS
Consideration for Approval of a Resolution #24-43 Establishing Criteria for Tax Refund Authorized by Resolution #08-33 Ms. Auchstetter reported this resolution establishes the criteria for the property tax refund which is proposed to be 50% this year. She noted this is the 15th year of this program and have refunded over $16.1 million dollars.
Mayor Baldermann went on to discuss the rebate history. He went on to say right now we have to take care of infrastructure and development. So far, we have given back $17 million dollars and hope that someday we will be back to giving 100%.

Consideration for Approval of a Resolution #24-44 Authorizing an Agreement with the Fraternal Order of Police
Mayor Baldermann reported we approved a Collective Bargaining Agreement with the FOP. This agreement with the Fraternal Order of Police or the Patrol Officer’s is for three years.

Consideration for Approval of Purchase – Cedar Crossings Light Pole Breakaway Bases
Mr. Brow reported Staff is seeking Village Board approval to purchase and install 17 streetlight breakaway bases on Cedar Crossing Boulevard for $12,129.

Consideration of an Ordinance Authorizing the Village of New Lenox to Borrow Funds from the Public Water Supply Loan Program – 1st Read Mayor Baldermann reported the Village Board held a Public Hearing regarding seeking an IEPA loan in the amount not to exceed $2,747,605 to replace water main in the northeast section of town at the first Village Board meeting in October. This area includes streets east of Cedar Road, north of Hickory Creek and south of and including East Wood Street. The attached ordinance states that the Village will be able to repay the loan from the Illinois Environmental Protection Agency.

Consideration of a Resolution #24-45 Authorizing and Approving the Execution of a Temporary Easement for Construction-Related Activities Between the Village of New Lenox and Sarade K Pundaleeka Mr. Carroll reported this agreement with Dr. Sarade K Pundaleeka to install a temporary roadway in order to build the traffic circle for the sports facilities site. Dr. Pundaleeka will lease his property to the Village for $5,000 a month during the construction of the traffic circle.

Mayor Baldermann congratulated Trustee Reiser for his appointment.

Mr. Carroll asked Village Clerk Zilinskas to report on the upcoming General Election.
Ms. Zilinskas gave a brief report about early voting for the November 5th General Election. She thanked all the staff that is working with her.
PAYROLL & DISBURSEMENTS
Trustee Madsen made the motion to approve our bi-monthly disbursements in the amount of $5,574,929.81. In addition to these disbursements, approval is needed for a payroll in the amount of $490,270.12 paid on October 18, 2024.
Trustee Scalise seconded the motion.
