City of Braidwood City Council met Oct. 8.

Here are the minutes provided by the council:

Call to Order: The Regular Meeting of the Braidwood City Council on October 8, 2024 was called to order at 7:00 p.m., by Mayor Hart in the Council Chambers of the Braidwood City Hall.

Pledge of Allegiance: Mayor Hart requested all rise for the Pledge of Allegiance.

Roll Call: Upon Roll Call by the Clerk, the following members of the corporate authorities answered "Here" or "Present";

Elected Officials;

Present: Commissioner Earling, Commissioner Wietting, Commissioner Walsh, Commissioner Wilczak and Mayor Hart

Absent:

Appointed Officials:

Present: City Clerk Weaver, City Administrator Altiery, Chief Goodwin, and City Attorney Wellner

Absent: City Engineer Sean Kelly

Quorum: There being sufficient members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Public Comment: None

Approval of Minutes: Commissioner Wilczak made a motion, seconded by Commissioner Earling, to approve meeting minutes from the September 24, 2024 Regular Council Meeting. Motion carried with 5 ayes: 0 nays; 0 Abstain (Earling, Wietting, Walsh, Wilczak and Hart)

Mayor's Report: Hart:

• Announcement for Early Voting dates here at City Hall are October 21 - 25 and October 28 - November 1, Monday through Friday from 9:30am to 4:30pm. Will be posted on our webpage.

• We are posting for a part-time clerk here in the office. Submit applications to City Hall.

Administrator Report: Altiery:

• Remind everyone about our Scarecrow Contest, get your application online.

• Our Beautification Committee is doing a great job and all the businesses down Main Street were asking for planters. We have some at the Memorial and aside the benches downtown.

• Big announcement: Finally down Route 129 from Coal City Road to Eureka St will be recapped. It will be going out for bid in March and plans are by July to start the project.

City Clerk Report: Weaver:

• Our EPA Survey is online that we need all household to participate in.

• FOIA report from Sept. 24-Oct. 7 with a total of 9 FOIA's requesting 35 pieces of information and a total of 10 manhours to complete.

• Women's Personal Safety class hosted here free of charge on Monday October 14 from 5:30- 7:30pm

• Will County Community Development will be hosting a Community Meeting Event on Monday, October 21 from 6-7 to get feedback to help guide the spending of federal funding in our community.

• Reed-Custer Middle School is working with the local food pantry to help families in need this holiday season. They are also looking for people to sponsor kids or families.

• The Historical Society is having an event October 12 through December 28 displaying antiques and vintage cameras and projectors. There will be a combined display from Edward C. Bunting and Edwin J. Sullivan.

• Reminder for the Drug Takeback Program hosted by the Braidwood Area Healthy Community Coalition here on Saturday, October 26 from 10am - 2pm.

Engineer Report: Absent

City Attorney Report: None

Accounts & Finance Report: Commissioner Earling made a motion, seconded by Commissioner Wilczak, to approve the Payment of Bills, in the amount of $464,217.96 as identified in the Accounts Payable General Ledger dated October 8, 2024. Motion carried with 5 ayes: 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart)

Commissioner Earling then made a Motion, seconded by Commissioner Wietting, to Approve Payroll Expenses, in the amount of $103,427.50 as identified in the Payroll General Ledger dated September 27, 2024. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

Streets & Public Improvement Report: Walsh:

• We are accepting applications for a Full-Time Maintenance Worker in the Street Department. Would like to fill the position by mid-November.

Requested a motion to approve Resolution No. 24-4 for Construction on State Highways. This resolution is for work on the sidewalks in front of City Hall and the Historical Society. We need to get a permit from them to work on IDOT property. Commissioner Wilczak made a motion, seconded by Commissioner Wietting. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

Commissioner Walsh made a motion, seconded by Commissioner Wilczak to approve and accept the bid submitted by PT Ferro, the lowest responsible bidder, in the amount of $283,227.38 alternate bid for the FY 2024 Pavement Management Program. This is for work that will be done on North English Street. There is an area North of Third Street where English street narrows. The road will be widened and mailboxes moved. South Division Street from Main to Kennedy Road will have work done as well. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

Public Property Report: None

Public Health & Safety Report: Commissioner Wilczak made a motion, seconded by Commissioner Walsh to approve Ordinance No. 24-39 Approving and Authorizing the Execution of a Memorandum of Understanding Severance Agreement and Release. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

Commissioner Wilczak made a motion, seconded by Commissioner Walsh to approve Ordinance No. 24- 41 Amending Section 58-156 Disorderly Conduct of the Braidwood Code of Ordinances. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

Commissioner Wilczak made a motion, seconded by Commissioner Wietting to approve Ordinance No. 24-42 Amending Section 58-169 of Braidwood's Code of Ordinance to Regulate Open Burning. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

• Braidwood Police Department Press Release for September 24 -October 7: Total number of calls for service 253, case reports 23, total subjects arrested 6, total arrest charges 8, total number of traffic stops 67, citations 24, written warnings 34, semi-truck violations 2, and total number of P- tickets 6.

• Braidwood ESDA Service Report for September: Total monthly manhours were 97 and total yearly manhours are 449. Braidwood Fire Department Assistance 2.5 hours, Braidwood Police Assistance 57 hours, and Mutual Aid to other agencies 20.5 hours.

• Fossil Ridge had a Trunk or Treat over the weekend.

• Sympathy for all those impacted by Hurricane Helene and the next hurricanes coming.

Planning & Zoning Report: George Kocek spoke about the Planning and Zoning meeting from October 7, 2024. The Plan Commission Board is requesting Council to approve the annexation of nine lots in the Prairie View Subdivision. Commissioner Wilczak made a motion, seconded by Commissioner Earling to approve Ordinance No. 24-40 Annexing certain territory to the corporate limits of the City of Braidwood, Will County, Illinois, and approving Map Amendmentts to the annexing properties to be zones as R-1 Single-Family Residence Districts for nine properties in Prairie View Subdivision (PIN Nos.: 02-24-06- 404-009-0000; 02-24-06-403-005-0000; 02-24-06-403-002-0000; 02-24-06-402-011-0000; 02-24-06- 402-009-0000; 02-24-06-401-005-0000; 02-24-06-401-004-0000; 02-24-06-401-001-0000; and 02-24-06- 403-001-0000) Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

The Plan Commission Board is requesting Council to approve and Final Plat of Subdivision for PIN No. 02-24-06-00-027-0000. Commissioner Wilczak made a motion, seconded by Commissioner Walsh. Motion carried with 4 ayes: 0 nays; 1 Abstain (Earling, Wietting, Wilczak and Hart)

The Plan Commission Board is requesting Council to approve a lot divide for PIN No. 02-24-08-105-023- 0000. Commissioner Wilczak made a motion, seconded by Commissioner Wietting to approve lot divide into three lots. Motion carried with 5 ayes; 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart).

Old Business: Wilczak: Thanks to all who came to the Town Hall meeting.

New Business: None

Adjournment: Commissioner Wilczak made a motion, seconded by Commissioner Walsh, to adjourn the October 8, 2024 regular meeting of the Braidwood City Council. Motion carried with 5 ayes: 0 nays. (Earling, Wietting, Walsh, Wilczak and Hart) The next regular meeting of the Council will be held Tuesday, June 11, 2024 at 7:00pm
