City of Joliet Plan Commission met Sept. 19.

CALL TO ORDER

ROLL CALL

Present John Kella, Jason Cox, Jeff Crompton, Brigette Roehr, Dominic Orlando, John Dillon and Debbie Radakovich

Absent Roberto Perez and Marc Rousonelos

ALSO PRESENT: Planning Director James Torri, Planner Jayne Bernhard, Planner Ray Heitner, Planner Helen Miller, and Civil Engineer Kyle Hinson

APPROVAL OF MINUTES

Plan Commission Meeting Minutes 8-15-24

A motion was made by John Kella, seconded by Dominic Orlando, to approve Plan Commission Meeting Minutes 8-15-24. The motion carried by the following vote:

Aye: Kella, Cox, Crompton, Roehr, Orlando, Dillon and Radakovich Absent: Perez and Rousonelos

P-5-24: Preliminary Plat of Laraway ANR Pipeline TC Energy Subdivision. (4101 S. Cherry Hill Road) (Part of PIN #10-11-12-200-002-0000) (COUNCIL DISTRICT #5)

Planning Director James Torri read the staff report into the record.

ANR Pipeline TC Energy Representative Andrew Black appeared on behalf of the petition.

In response to Chairman Dillon’s questions, Mr. Black briefly discussed the ANR Heartland project, compressors, the process of natural gas transportation, and perimeter fencing.

In response to Commissioner Orlando’s questions, there was a brief discussion about pipeline location, the Wisconsin Reliability Project (WRP), number of employees, monitoring of site activity, facility layout, the Sandwich facility, existing underground pipelines at the site, and facility acreage.

Commissioner Cox inquired about future sewer connection, water connection, and roadway improvements. Mr. Torri and Mr. Black responded.

At the request of Commissioner Crompton, Mr. Black explained most of the buildings would be prefab.

Mr. Dave Skoryi, area resident, inquired about sound buffering. Mr. Black briefly discussed sound monitoring operations.

In response to Commissioner Roehr’s question, Mr. Black explained the facility would be self-maintenance.

In response to Commissioner Orlando’s question, Mr. Skoryi spoke again about noise level concerns. Mr. Black responded.

A motion was made by Dominic Orlando, seconded by Brigette Roehr, to approve P-5-24: Preliminary Plat of Laraway ANR Pipeline TC Energy Subdivision. (4101 S. Cherry Hill Road) (Part of PIN #10-11-12-200-002-0000) (COUNCIL DISTRICT #5). The motion carried by the following vote:

Aye: Kella, Cox, Crompton, Roehr, Orlando, Dillon and Radakovich Absent: Perez and Rousonelos
