City of Wilmington City Council met Sept. 17.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Leslie Allred, Jonathan Mietzner, Todd Holmes, and Thomas Smith. Alderperson Ryan Knight was absent. The number present constitutes a quorum.

Also present: City Administrator Jeannine Smith, Public Works Director James Gretencord, Chief of Police Adam Zink, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller.

CITIZENS COMMENT

No comments were made.

MAYOR’S REPORT

Mayor Dietz announced that the Wilmington Park District will host a ribbon-cutting ceremony for the new and improved Children’s Memorial Park on September 23rd from 5 pm to 6 pm. The state championship road signs that the aldperson signed raised over $6,000 for the school program.

CONSENT AGENDA

1. Approve the Regular Meeting Minutes from September 3, 2024

2. Approve the Accounts Payable Report

3. Approve Resolution No. 2024-10, A Resolution to Dispose of Surplus Property (EZGO Golf Cart)

4. Approve the Contract with Axon for Taser Purchase and Authorization to Execute the Agreement

5. Approve the Intergovernmental Cooperation Agreement with the Board of Education of Wilmington Community Unit School District No. 209U

6. Approve the Proposal from All American Cleaning & Janitorial Inc. for Cleaning Services

10. Approve the Proposal from Concentric Integration to replace the VFD on the #3 pump at Stewart Street Lift Station for a price not to exceed $7,100

11. Approve the Additional Water Main Request of West River Road

12. Approve the Request for One Handicap Parking Space Downtown

13. Approve the Salary Increase of the ESDA Director and Assistant ESDA Director, retroactive May 1, 2024

14. Approve the Crossing Guard Job Description with the Authorization to Hire One

15. Approve Resolution No. 2024-11, A Resolution to Dispose of Surplus Property (2008 Ford 250)

16. Approve the Quote from Ron Tirapelli Ford for the purchase of a 2025 Ford E-450 Van with a Knapheide Service Body at a total cost of $72,253.03

17. Approve the Quote from D’Orazio Ford for the purchase of a 2023 Ford F-250 Truck with a Knapheide Service Body at a total cost of $59,431.03

18. Approve the Estimate from A.R. Brown Construction for the South Island Storage Building at a total cost of $5505.00

Alderperson Kirwin made a motion and Alderperson Smith seconded to approve the Consent Agenda for September 17, 2024, as presented

Upon roll call, the vote was:

AYES: 7 Kirwin, Smith, Vice, Jeffries, Holmes, Allred, Mietzner

NAYS: 0

ABSENT: 1 Knight

City Attorney – Bryan Wellner – No Report

City Administrator – Jeannine Smith – Reported that she attended the recent Rotary meeting to provide them with a City update. This Thursday is the last farmers market for the season and the Rotary Car Show. The Wilmington Police Department will host a National Night Out on September 29th, the Harvest Festival is September 28th and the Autumn Festival of Crafts is October 13th.

Alderperson Allred made a motion and Alderperson Kirwin seconded to go into Executive Session at 7:03 PM to discuss Collective negotiating matters between the City of Wilmington (public body) and its employees [5 ILCS 120/2(c)(2)]

Upon roll call, the vote was:

AYES: 7 Allred, Kirwin, Holmes, Mietzner, Jeffries, Vice, Smith

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Alderperson Allred made a motion and Alderperson Holmes seconded to close Executive Session at 7:13 PM

Upon roll call, the vote was:

AYES: 7 Allred, Holmes, Kirwin, Mietzner, Jeffries, Vice, Smith

NAYS: 0

ABSENT: 1 Knight

The motion carried.

ACTION OF EXECUTIVE SESSION ITEMS

Alderperson Mietzner made a motion and Alderperson Jeffries seconded to to approve the additional compensation to specific AFSCME employees for time worked during the flood incident in January 2024 as specified below:

Michael Busby: $679.13

Corey Chaney: $351.45

Nicholas Hansen: $1,386.74

John Sadrakula: $1,681.36

John Surman: $2,180.52

Upon roll call, the vote was:

AYES: 7 Mietzner, Jeffries, Allred, Holmes, Kirwin, Vice, Smith

NAYS: 0

ABSENT: 1 Knight

The motion carried.

ADJOURNMENT

The motion to adjourn the meeting was made by Alderperson Holmes and seconded by Alderperson Allred. Upon the voice vote, the motion carried. The City of Wilmington City Council's regular meeting on September 17, 2024, adjourned at 7:14 p.m.
