Village of Channahon Board of Trustees met Sept. 3.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart and Village Clerk Kristin Hall.

VP Moorman Schumacher infonned everyone present thatanyone who speaks at the meeting • shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded. ;_._, ·

ADMINISTRATION DEPARTMENT

Discussion'- 2025 Designated Meeting Dates and Tinies·.

Durkin stated the resolution reflects the meeting dates and limes for the Board of Trustees, Planning and Zoning Commission; as well as the Arts and·.Culfure Commission. We do need to come back with the Tree Board at another time prior to the_end of 2024.

Discussion - 2025 Holiday Schedule

Durkin stated the Holiday Schedule does have a typo. It has Wednesday and Thursday for Christmas listed December 231:ct and 24th, it should be December 24th and 25th. This holiday schedule is consistent with what has been acted on the board in previous years.

COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS

Discussion - Approval of Agreeinent for Village Branding Initiative - a5 Branding & Design

VP Moorman Schumacher stated that Petrick talked to aS · about splitting the cost up into two fiscal years. It is a significant amount of money but she agrees with Trustee Greco that sometimes you get what you pay for.

Petrick stated that a5 doesn't have a problem splitting up ,the expense over two fiscal years. Marketing and Communications Manager Thompson is the-one who actually talked to them, so if the board has any specific questions, she is present tonight to answer those. The scope of services specifically says that the scope and fees could be divided into two budget years, if needed. They will bill us until the halfway mark and then they will bill us the remainder on May 1, 2025. The finance director did advise that absorbing the cost into one budget year, if the board decides, is well within our means.

Trustee Slocum asked if this would impact anything we want to do next year. Petrick stated no.

VP Moorman Schumacher stated that we have been struggling with creating a brand and identity for the Village for 4-5 years.

Petrick stated that he was having conversations with other communities and they were talking about colors. We don't even know what our colors are. Looking back at older logos, sometimes it is more purple, other times its green, teal or blue.

FINANCE DEPARTMENT

VP Moorman Schumacher stated that she knows Wagonblott is not here this evening. She asked administrator Durkin if the finance department has any issues this evening.

Durkin stated finance has no items on the agenda this evening.

POLICE DEPARTMENT

Discussion - To Request Village Board Authorization to Purchase Two (2) M500 In-Car Cameras

Bogart stated as the police department ,expands, an addition to the patrol fleet and repurposing a squad for dedicated School Resource Officer use is needed. The department is seeking approval for the purchase of two (2) Motorola MS00 in-car dash cameras. Illinois statute requires all patrol vehicles to be equipped Weith in-car· video recording equipment. Both cameras were included in the approved budget amount! for-capital vehicle purchases this fiscal year. The total cost for the two cameras is $16,631 wiili. iii'i e:x:pectation to get partial reimburselll.ent through ILETSB grant funding for $11,504:This is '.the:same .grant funding we will be submitting for reimbursement of our body worn cameras purchased earlier this year.

Discussion - To RequesfVillage Board Authorization to Purchase Fifteen (15) Panasonic Toughbook Computers

Bogart stated the police· department is budgeted to replace all current Getac mobile date computers in all squad.cars as well as those being used in desktop roles under the FY 25 Capital Projects. The existingGetac computers are six (6) years old and staff spends a considerable amount of time working on various connectivity, software and hardware issues. In working with vendors, Panasonic has offered aggressive pricing matching the less expensive Getac computers and have also included free in-car docking stations, valued at $1,000 each. Additional research has shown several other local agencies have made the transition from Getac back to the Panasonic Toughbook in an effort to alleviate similar IT issues. Furthermore, vendor demonstrations of the in-car docking.stations offer additional room to officers. This purchase would include 15 Panasonic FZ-55 Toughbook computers, 15 docking stations, vehicle power supplies, and an extended parts/labor 5-year warranty on the computers. This project is a budgeted item and is under the approved budgeted amount.

PUBLIC WORKS DEPARTMENT

Discussion - Creekside Estates Phase I - Improvement Completion Guarantee Reduction Dolezal stated all guarantees associated with each step are held with a single Improvement Completion Bond. In accordance with Subdivision and Development Regulations, the developer has requested a reduction to the Improvement Completion Guarantee (ICG). Ordinance allows a reduction to 20% of the originalvalue in any individual step when 95% of the work in that step is complete. In this case, the developer has demonstrated that 95% of the work associated with Step 1, Step 2, Step 3 & Step 4 is complete and, therefore, a reduction is warranted.

Trustee Perinar asked what is the longevity of in car computers.

Bogart stated it really depends. These last ones lasted 6 years and that is probably a year or two past what they should be for the job they are doing. The connectivity can be issues too but a lot of times the computers are part of that problem.

Discussion - Primax Properties LLC (Tractor Supply) - Acceptance of Public Improvements and Release of Improvement Completion Guarantee

Dolezal stated this guarantee is held as an Improvement Completion Bond. In accordance with Subdivision and Development Regulations, the developer has requested the Village release the currently held Improvement Completion Bond and accept the public improvements consisting of: storm sewer, sanitary sewer, water main, and parkway landscaping. Per Village Ordinance, acceptance of public improvements and release of the ICG must include provision of a two-year Maintenance Guarantee at 20% of the original ICG. Public Works staff has inspected all improvements and finds they are 100% complete and in good condition.

Trustee Slocum asked in regards to Town Center, how many lots are left for construction.

Petrick stated that there is a permitin for the last one right now. It hasn't been issued yet, but we did approve architecture and colors, so it should be issued any time.

Trustee Slocum stated that big container in the back, is that for the construction crew to store their tools. He asked if that was okay to do.

Petrick stated yes, it is okay to have when it is in conjunction with construction. Trustee Slocum stated that one of the residents asked him and he said he would find out. Petrick stated that it won't stay there forever, as soon as they are done it will be gone.

Trustee Perinar stated that she walks a lot and she noticed.that some of the drains are totally blocked with grass. She believes that we just recently had a street sweeper go by.

Dolezal stated yes, it was done recently and next sweeping will be scheduled for the fall. Trustee Perinar asked ifwe have anyone that checks those drains periodically. Dolezal stated that they check some key drains but we will go through there and take a look.

Trustee Perinar stated they are also clogged in the Cherokee Ridge Subdivision. Some of the drains have all this grass clumped. She asked if public works could go and check those out.

COMMUNICATIONS

PUBLIC COMMENT

Dave Ferro, resident of Channahon, stated that he has been talking with Durkin about a lot of things but especially the Town Center property. We need to put that to use, maybe with a flea market, swap meet or some type of entertainment. His wife can remember when we used to go to movie nights out here. That was one thing he wanted to talk about and the other was that he mislead the board last meeting, We do not have a Mack dealer here in town. He thinks it is still a good idea to research other models; his friend just had to get a new motor for his truck and it was $40,000. He would rather see us put money in a new vehicle that we can get rather than fix the old ones up.

Trustee Slocum asked if anyone does a farmers market in town.

VP Moorman Schumacher stated that they are none currently. When they did the car show for Three Rivers Fest, the organizers did ask about a swap meet. First of all, that is tax-free property and when you start making profit on it, there may be issues with IDOR. Swap meets tend to tear up the property, if there is any·rain at all. We were blessed with wonderful weather and she has been to a lot of swap meets but they ten. to tear up the property. She is hesitant to do a flea market but a farmers marketwouldbe great. We tried to.start one a few years ago. There are so. many of them around that•we:actually went to Frankfort because they have a great farmers • market over there. We got a'lotofadvice from them but wejust couldn't get enough people interested to come and have a farmersmarket here. Movies in the park, concerts any of that stuff would be great. She was talking with Trustee Perinar before the meeting about the plan for Town Center. Beginning with the village green and giving people a reason to gather there would be wonderful. She would love to have a farmers market. The park district had one on a Wednesday morning when only a small number of people are available.

Trustee Slocum asked if there was somebody that could do it so that we didn't have to.

VP Moorman Schumacher stated that she imagines that there probably are organizations that run farmers markets.

Durkin stated that what we've found.is there is so many and they are so prevalent around the area and in other communities, vendors gravitate to those that are well attended and established.

VP Moorman Schumacher statedthat the vendors have their set spots where they koow they are going to make money. That is probably why the park district had it on Wednesday because the weekends are so filled. We can look at it further into re-examing the opportunities to start a market again.

Trustee Slocum stated that he will ask the Vintage Fair if they koow some people.

VP Moorman Schumacher stated that if somebody wanted to do it, we would be very open to having a farmers market or something like that.
