City of Wilmington City Council met Aug. 20.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Ryan Knight, Leslie Allred, Jonathan Mietzner, Todd Holmes, and Thomas Smith. The number present constitutes a quorum.

Also present: City Administrator Jeannine Smith, Public Works Director James Gretencord, Chief of Police Adam Zink, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller.

CITIZENS COMMENT

No comments were made.

MAYOR’S REPORT

Mayor Dietz administered the oath of office to Officer John Loftus IV.

CONSENT AGENDA

1. Approve the Regular Meeting Minutes from July 16, 2024

2. Approve the Accounts Payable Report

3. Approve to waive all Building Permit Fees associated with permit number WI-24-030, an application for a building permit to construct a new fire station at 201 N. Kankakee Street, except for third-party fees and cost of water meter

4. Approve to Contribute to the Will County Auxiliary by making a Specific Monetary Donation

5. Approve Resolution No. 2024-08, Resolution to Dispose of Surplus Property

6. Approve the Invoices Relating to the State of Emergency

7. Approve Proposals from Seconds Matter Safety Solutions to make needed upgrades to the Water Reclamation and Public Works Garage Fire Alarm Systems for a total of $23,465

8. Approve the Quote from Kankakee Truck and Equipment to replace the existing dump body on Equipment #37 with a stainless-steel dump body with spill shields for a price of $38,094

9. Approve the purchase of a Cub Cadet 38.5 HP 60” Zero Turn from Sistek Sales Inc for a total cost of $12,154 10. Approve the Purchase and Installation of a New Pump for the High-Service Gould Pump for a total of $23,070 11. Approve the Quote from New Era Spreading, Inc. not to exceed $60,000 for Annual Lime Sludge Removal 12. Approve the Quote from Clennon Electric to place the electrical control boxes for a price of $18,050 13. Approve to Contribute to the American Legion Post 191 Golf Outing by making a $60 Sponsorship Donation

Alderperson Kirwin made a motion and Alderperson Jeffries seconded to approve the Consent Agenda for August 20, 2024, as presented

Upon roll call, the vote was:

AYES: 8 Kirwin, Jeffries, Knight, Vice, Holmes, Allred, Mietzner, Smith

NAYS: 0

The motion carried.

Alderperson Allred made a motion and Alderperson Knight seconded to go into Executive Session at 7:16 PM to Review of Executive Session Minutes [5 ILCS 120/2.06(d)]

Upon roll call, the vote was:

AYES: 8 Allred, Knight Mietzner, Holmes, Jeffries, Kirwin, Vice, Smith

NAYS: 0

The motion carried.

Alderperson Allred made a motion and Alderperson Mietzner seconded to close Executive Session at 7:20 PM

Upon roll call, the vote was:

AYES: 8 Allred, Mietzner, Knight, Kirwin, Holmes, Jeffries, Vice, Smith

NAYS: 0

The motion carried.

ACTION OF EXECUTIVE SESSION ITEMS

Attorney Wellner stated that after reviewing the closed session minutes from April 16, 2024, through August 20, 2024, the City Council has determined that certain minutes or portions of minutes no longer require confidential treatment and will be made available for public inspection. For all others, the need for confidentiality still exists and those minutes or portions of minutes will not be released.

ADJOURNMENT

The motion to adjourn the meeting was made by Alderperson Kirwin and seconded by Alderperson Knight. Upon the voice vote, the motion carried. The City of Wilmington City Council's regular meeting on August 20, 2024, adjourned at 7:21 p.m.
