A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilman Cesar Cardenas, to approve the Agenda as written with the following changes: 1) Remove Council Memo #369-24: Purchase of License Plate Recognition Equipment from Minuteman Security Technologies, Inc in the amount of $56,738.26 from Consent Agenda and vote on it separately; 2) Remove Council Memo #377-24: Resolution Authorizing a Grant Program Agreement Between the State of Illinois (“State”) and the City of Joliet (“Joliet”) to Provide Transportation and Counseling Services for Seniors from the Agenda and bring back at a later date; and 3) Remove Council Memo #380-24: Resolution Authorizing the Execution of an Intergovernmental Agreement with Pace Regarding Transit Shelters from the Agenda and bring back at a later date.

Appointment to the Board of Fire and Police

A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilman Cesar Guerrero, to appoint Natalie Coleman to replace Jeanene Jackson on the Board of Fire and Police Commissioners.

Councilwoman Ibarra briefly discussed the possibility of signage for trucks on non-truck routes.

Councilman Cardenas briefly discussed this item being very beneficial to the downtown businesses during the construction and into the future. A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilman Pat Mudron, to approve COUNCIL MEMO #369-24: Purchase of License Plate Recognition Equipment from Minuteman Security Technologies, Inc in the amount of $56,738.26.

A brief discussion was held regarding the District this business operates in and the support of the District Councilperson.

CITY MANAGER:

The City Manager gave a brief update on the continued storm clean-up efforts. She welcomed new City employees City Clerk-Lauren Staley Ferry, Community Development Director-Dustin Anderson, and Interim Corporation Counsel-Todd Lenzie.

The City Manager highlighted the Guns and Hoses fundraiser, hiring and swearing-in of 10 new police officers, dedication ceremony for the late Larry M. Walsh, Sr. at the Gateway Transportation Center, and City Center Partnership Kidz Fest.

PUBLIC COMMENTS:

Ron Romero gave a brief update on the storm damage to the Illinois Rock & Roll Museum on Route 66.

Cordelia Nunn spoke regarding needed repairs to her property.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Reardon highlighted New Orleans North event and Blues Brothers Con event at the Old Joliet Prison.

Councilwoman Quillman spoke regarding hazardous parking on Western Avenue between Center Street and Nicolson Street.

Councilman Mudron highlighted the swearing in of 10 new police officers. He thanked Public Works Department staff for their hard work clearing storm damage.

Councilwoman Ibarra highlighted a food drive at Prayer Tower Ministry, Joliet Park District backpack school supplies distribution, Joliet Unity Movement Annual 815 Day, and a Touch of Soul restaurant. She thanked everyone for their help during her power outage and being sick. Councilwoman Ibarra thanked Greg Ruddy and the Public Works, Police, and Fire Departments for their response to the storm damage. She also thanked Victory City Church, Red Cross, and Northern Food Bank for their response as well.

Councilwoman Ibarra addressed the traffic on Millsdale Road. She asked if someone from City staff could reach out to Cordelia Nunn. Councilwoman Ibarra wished her dad the best with his upcoming surgery.

Councilman Hug requested the Interim Corporation Counsel look into the possibility of mobile red light cameras.

Councilman Guerrero highlighted the 815 Unity Day. He highlighted the community coming together due to several weather issues.

In response to Councilman Guerrero's question, the City Manager explained the staff in the Business License Department identified the business located at 804 E. Cass Street was operating without a Special Use Permit.

Councilman Clement also requested City staff reach out to Cordeila Nunn regarding her property. He also thanked City employees working on storm clean-up. He briefly discussed the downtown bridges delaying traffic.

Councilman Cardenas highlighted Joliet Fire Department's free AED and CPR classes. He also thanked everyone for their efforts during the storms and food distribution.

Mayor D'Arcy thanked all first responders. He highlighted the City Square sculpture voting, Habitat for Humanity home dedication, release of inmates and how the City can help them migrate into the community, ShareFest food give away, swearing in of 10 new police officers, Pace Bus Center honoring Larry Walsh, Kidz Fest, and wished Larry Crawford a Happy Birthday.
