City of Lockport City Council met July 17.

Here are the minutes provided by the council:

REGULAR MEETING of the City Council of the City of Lockport, Illinois was held on Wednesday, July 17, 2024 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:00 p.m.

LIAISON REPORT

1. Alderman JR Gillogly: Thanked PW crew for the quick response from the storm. Due to the storm, there will be a special branch pickup on Monday, July 26, 2024, so have the branches out Sunday night.

2. Alderman Jonathan Pugh gave the liaison for the police department. On July 8th, 9 members of the police department were recognized for their involvement and/or handling of calls for service.

Letters of commendation were given to:

Officers Kevin Pendle, Jessie Reyes, Randy White, Zach Lehmacher, Jeffrey Dopke, Frank Slabenak (also named Officer of Quarter 1 of 2024), and Joe Dermody (Officer of Quarter 2 of 2024). Also recognized for Meritorious Award were Sgt. Randy Szmergalski and Commander John Arizzi.

On Friday, July 26th from 2 -4 p.m., Beenie’s Candy Store on State St. will be holding a Cones with Cops event.

On Saturday, August 3rd, from 12 p.m.-4 p.m., the Police Department will be holding their Annual Community Celebration. Officers will be grilling for the public and there will be vendors, games for children, music, touch a truck, and other activities

3. Alderwoman Joanne Bartelsen: Sumer Beautification Recognition applications are being taken to the end of August. Please send pictures for 1st, 2nd, or 3rd place awards and recognition.

4. Alderwoman Renee Saban: There are many summer activities. Summer Art Series will have movies at ROXY Lockport as well as outdoor projection movies off the Norton Building, Monday nights’ Car Shows, Friday in the Park outdoor concerts and many others.

MAYOR’S REPORT This year’s Comicopolis will include an evening event at Embers with a costume contest/

Mayor gave a report that he and City Administrator Ben Benson took a short trip to Washington D.C. as part of Communities for Resources for Efficient Waterways with other community leaders from Channahon. They expressed Lockport’s concerns of the deteriorated condition of Lock 1 to federal representatives.

Mayor proudly reported that he is very proud of all the work that staff has put in the PsiQ project to have Lockport as a candidate for the quantum site. First time No matter what the outcome is the dedicated work, especially by CED Director Thies should be commended and the process has put Lockport’s site under the radar for developers for potential future projects.

4. PW-1. Accept Proposal from Civiltech Engineering, Inc. for an Intersection Design Study at IL Route 7 (9th Street) and IL Route 171 (S. State Street) in an Amount Not-to-Exceed $39,546.00 Suggested Action: Approve Resolution No. 24-071 accepting the proposal for an intersection design study at IL. Rt. 7 (9th St.) & IL. Rt. 171 (S. State St.) from Civiltech Eng., Inc. for a total not-to-exceed fee of $39,546.00.

AT-1. Second Amendment to the Annexation Agreement for Lockport Square to Allow for the Rezoning of Lots 15A & a Portion of 13B from C-3 to C-2T

City Attorney outlined the purpose of the Second Amendment to the Annexation Agreement governing the Lockport Square Development off of I-355 and 159th Street. The amendment is to allow residential dwelling units in Lots 15A and a portion of 13B from C-3 (Highway Commercial) to C-2T (Transitional Community Commercial). It should be noted for the record that the publication of the notice for tonight’s public hearing on the proposed Second Amendment was done in accordance to the Illinois Municipal Code, published at least 15 days prior to the hearing.

CED Director Thies gave the details on the development proposal of home occupation and flexibility between the commercial and residential uses.
