City of Joliet Land Use & Legislative Committee met June 26.

ROLL CALL

Present Councilman Cesar Guerrero and Councilman Pat Mudron Absent Councilman Cesar Cardenas

ALSO PRESENT: Planning Director James Torri, Assistant Corporation Counsel Todd Lenzie, Planner Jayne Bernhard, and Planner Ray Heitner

APPROVAL OF MINUTES

Land Use & Economic Development Committee Meeting Minutes 5/29/24

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Pat Mudron, to approve Land Use & Economic Development Committee Meeting Minutes 5/29/24. The motion carried by the following vote:

Aye: Councilman Guerrero and Councilman Mudron

Absent: Councilman Cardenas

AGENDA ITEMS

Planning Director James Torri read the staff report into the record.

MWI Property Group Development Manager Patrick Swiszcz, MWI Property Group Co-Owner Michael Androwich, and Entitlement Consultant Steve Gulden appeared on behalf of the proposal.

In response to the Committee's questions, there was a lengthy discussion about zoning, buffering, and truck traffic.

Ms. Melissa Cowger, area resident, appeared in opposition of the proposal.

Mr. Doug Kasper, area resident, raised concerns about the proposal.

Mr. Steve Boyd, area resident, appeared in opposition of the proposal.

Mr. Torri responded to the Committee's questions about lighting and current property owners. Councilman Guerrero inquired about the Committee's recommendation process. Assistant Corporation Counsel Todd Lenzie and Mr. Torri responded.

Mr. Gulden made additional comments regarding the proposal.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Pat Mudron, to recommend for approval Industrial Proposal(s) at 3801 Division Street. The motion carried by the following vote:

Aye: Councilman Guerrero and Councilman Mudron

Absent: Councilman Cardenas

Ordinance Approving an Amendment to the Des Plaines River Valley

Enterprise Zone Intergovernmental Agreement (Rock Run Crossings Expansion Request) (CR)

Development Manager Jim Testin of Cullinan Joliet, LLC appeared on behalf of the proposal.

In response to the Committee's questions, Mr. Testin, Mr. Torri, and Mr. Lenzie discussed the location of the annexation, City Council approval, and whether further annexations were expected.

A motion was made by Councilman Pat Mudron, seconded by Councilman Cesar Guerrero, to recommend for approval Ordinance Approving an Amendment to the Des Plaines River Valley

Enterprise Zone Intergovernmental Agreement (Rock Run Crossings Expansion Request) (CR). The motion carried by the following vote:

Aye: Councilman Guerrero and Councilman Mudron Absent: Councilman Cardenas

Approval of the Poet Laureate Contract for the City of Joliet for 2024-2026 (RH)

Planner Ray Heitner gave a brief overview of the Poet Laureate Contract.

In response to Councilman Mudron's questions, Mr. Heitner discussed the honorarium payment to the Poet Laureate and location of workshops.

Councilman Guerrero highlighted the Poet Laureate Contract as an investment in economic development.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Pat Mudron, to recommend for approval the Poet Laureate Contract for the City of Joliet for 2024-2026 (RH). The motion carried by the following vote:

Aye: Councilman Guerrero and Councilman Mudron Absent: Councilman Cardenas

Resolution Authorizing the City of Joliet to Apply for an FY2025 General Operating Support and Youth Employment in the Arts Grant (RH)

Mr. Torri and Mr. Heitner explained to the Committee that no recommendation was required for this agenda item.

Mr. Heitner gave a brief overview of the General Operating Support and Youth Employment in the Arts Grant.

In response to Councilman Mudron's question, Mr. Heitner explained the Illinois Arts Council will determine the grant amount.

SEC Cherry Hill and Spencer Road – Proposed Industrial Development for Cherry Hill Business Park (1508301000010000) (RH)

Mr. Torri read the staff report into the record.

Senior Vice President of Development with Northern Builders Ken Nyenhuis appeared on behalf of the proposal.

In response to Councilman Mudron's questions, Mr. Nyenhuis explained there were no adjacent residential properties to the project and trucks would utilize Gougar Road.

At the request of Councilman Mudron, Mr. Torri explained the proposal would go to the July Plan Commission meeting and August City Council meeting.

A motion was made by Councilman Cesar Guerrero, seconded by Councilman Pat Mudron, to recommend for approval SEC Cherry Hill and Spencer Road – Proposed Industrial Development for Cherry Hill Business Park (1508301000010000) (RH). The motion carried by the following vote:

Aye: Councilman Guerrero and Councilman Mudron

Absent: Councilman Cardenas
