A motion was made by Councilwoman Sherri Reardon, seconded by
Councilman Cesar Guerrero, to approve the Land Use & Legislative Committee Meeting Minutes-3/14/24. The motion carried by the following vote:

SOLAR ENERGY SYSTEMS ORDINANCE
Mr. Torri, Planning Director, gave updated background information on Solar Energy Systems Ordinance.
Councilwoman Quillman asked how it will work if two next door neighbors want to share a power source. Mr. Torri responded it would not be allowed.
Councilwoman Reardon inquired about the HOA's and the special use process. Mr. Torri responded.
A motion was made by Councilman Cesar Guerrero, seconded by
Councilwoman Sherri Reardon, to recommend for approval by the City Council the Solar Energy Systems Ordinance. The motion carried by the following vote:

AN ORDINANCE AMENDING CHAPTER 2, ARTICLE I, SECTION 2-21(b) and (c), ATTENDANCE BY MEMBERS OF BOARDS AND COMMISSIONS, OF THE CITY OF JOLIET CODE OF ORDINANCES
AN ORDINANCE AMENDING CHAPTER 2, ARTICLE I, SECTION 2-21(b) and (c), ATTENDANCE BY MEMBERS OF BOARDS AND COMMISSIONS, OF THE CITY OF JOLIET CODE OF ORDINANCES
Mr. Regis gave the Committee background information about the ordinance amendment pertaining to attendance at boards and commissions.
Mr. Regis answered the Committee's questions.
A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval by the City Council the ORDINANCE AMENDING CHAPTER 2, ARTICLE I, SECTION 2-21(b) and (c), ATTENDANCE BY MEMBERS OF BOARDS AND COMMISSIONS, OF THE CITY OF JOLIET CODE OF ORDINANCES . The motion carried by the following vote:

ORDINANCE AMENDING CHAPTER 3 OF THE CODE OF ORDINANCES (ADMINISTRATIVE ADJUDICATION)
Mr. Regis gave background information about the Ordinance Amending Chapter 3 of the Code of Ordinances (Administrative Adjudication). There was minor discussion.
A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval by the City Council the Ordinance Amending Chapter 3 of the Code of Ordinances (Administrative Adjudication). The motion carried by the following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero
NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION
Councilwoman Quillman explained there will not be a June meeting on the 2nd Thursday of the month because the City of Joliet is hosting Business After Hours in the Council Chambers. If a meeting is needed in June, they will look into having it on a different date.
