City of Lockport Committee of the Whole met April 3.

REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, April 3, 2024 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:21 pm.

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

CA-1. Approving an Engineering Agreement with Christopher Burke Engineering for an IDOT Intersection Design Study for 159th Street at Farrell Road for an Amount Not-to-Exceed $54,995

City Administrator, Ben Benson, presented the Staff report.

DIRECTION: Add to the Consent Agenda for the April 17 City Council Meeting

AT-1. Development Agreement with Calantlantic Group, LLC (Lennar) for the Oak Valley Community Subdivision, West of I-355 and North of 151st St., Lockport

City Attorney, Sonni Choi Williams, presented the Staff report. The Development Agreement with Calantlantic Group, LLC (Lennar) for the Oak Valley Community Subdivision, West of I-355 and North of 151st St. is the companion piece to the Amendment to the Special Use and Development Plans for 39 attached single family townhome buildings of which, eight buildings will each comprise of three-units and 31 buildings will each comprise of four-units, for a total of 148 units of townhomes.

CD-1. Amendment to a Special Use Permit for a Planned (Residential) Development, Preliminary/Final Plat of Subdivision, and Preliminary/Final Development Plan Review (in one-step), for the Property Located North of 151st Street and West of I-355 (Oak Valley)/PZC Case #2024-001

Director of Community & Economic Development, Lance Thies, presented the Staff report. Review of the PUD Plat, Plat of Subdivision, PD Site Plan, Landscape Plan, Final Engineering Plans, rear yard setback and open space, building elevations. Staff will be reviewing the City code to refine the plat requirements for townhomes regarding lot coverage.

Discussion among the Council ensued. Alderwoman Bergbower raised questions about the bike path, landscape and speedbumps. The bike path will be built per the City standards. A portion of the path is public, and a portion is private. Regarding the landscape plan, the City provides a tree list to developers; request to include more native plants. Discussion of options to slow down cars.

Alderman Pugh raised questions about stamped concrete or textured asphalt on a cross-walk to reduce traffic speed. Concerns raised about durability and maintainability of any type of textured surface. The road will be narrow, which should inhibit any speed issues.

Alderwoman Bergbower asked about the pricing of the townhomes. John McFarland, Entitlements Manager, Lennar Home Builders, was present to answer questions; informed Council that the pricing of the townhomes would start at $340K.

Alderman Pugh raised questions about privacy screens between the patios. Rich Olson, Gary R. Weber Associates, was present to answer questions. The privacy divider between the units will be plantings and evergreens.

Alderman Pugh raised a question about the weight limit on the road. Alderman McDonald raised a question about truck traffic and short term traffic to support the construction equipment. The road will be able to support the construction traffic. The limits on the road are to control truck traffic.

Alderman Pugh, raised a question about the height of the berm. Ryan Martin, Kimley Horn Civil Engineering, was available to answer questions.

DIRECTION: Add as an Action Item for the April 17 City Council Meeting CD-2. Adoption of the City of Lockport Official Zoning Map

Director of Community & Economic Development, Lance Thies, presented the Staff report. In accordance with the Illinois Municipal Code, Section 65 ILCS 5/11-13-19, the City of Lockport is required to publish an updated map clearly showing the existing zoning uses, divisions, restrictions, regulations, and classifications for the preceding calendar year by March 31st of each year

DIRECTION: Add to the Consent Agenda for the April 17 City Council Meeting CD-3. 2024 Updated Historic District Map

Director of Community & Economic Development, Lance Thies, presented the Staff report. Staff is proposing that residential area be removed from the historic district as they provide no historical value to the district. The City is updating maps to clearly identify the Nationally registered historic district and the City of Lockport historic district.

PD-1. Purchase of Two Storage Area Network Devices for a Cost Not-to-Exceed $36,000.00

Chief of Police, Richard Harang, presented the Staff report. On average, the Department is currently generating approximately 2.5 TB of new digital evidence per year, but the rate of this evidence generation is only increasing as more criminals and victims become reliant on mobile electronic devices in their daily lives. While some digital evidence is purged as cases complete the judicial process, much of the evidence will remain stored for years or, in some cases, forever.

PW-1. Bruce Road Bridge Over Fraction Run Phase l Preliminary Engineering Services Proposal from V3 Companies for a Total Not-to-Exceed Fee of $244,776.00

Director of Public Works, Brian Lovering, presented the Staff report. The current condition of the Bruce Road Bridge over Fraction Run is in poor condition. The bridge is located at about the mid-point between Briggs Road and Farrell Road (approximately one-half mile east from either intersection) within the City of Lockport and is under the City’s jurisdiction. The environmental studies and design report will be prepared in accordance with the IDOT BLRS Manual and NEPA due to the federal funding received for the project. Phase 1 of the project is expected to take 1 year to complete. The current design will be built alongside the Serenity Landings project, Lago Vista.

NEW BUSINESS

1. Alderwoman Bartelsen has been invited to participate in the Angelica foundation and perform the Argentine Tango at Bobak’s in Woodridge. The Angelica foundation is a non-for-profit, and the event will be a fundraiser.

MOTION BY GILLOGLY, SECONDED BY SABAN TO ADJOURN THE COMMITTEE OF THE WHOLE MEETING at 8:07 PM AND GO INTO EXECUTIVE SESSION CLOSED MEETING UNDER SECTION 2(C)(1) OF THE OMA REGARDING APPOINTMENTS, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE OR DISMISSAL OF SPECIFIC EMPLOYEES. VOICE VOTE ON THE MOTION.
