REGULAR MEETING of the City Council of the City of Lockport, Illinois was held on Wednesday, March 6, 2024 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:00 p.m.

a. Bloom Lockport – received a grant for $35,000 which will be used for a landscaping project on Route 66. This will be an education area.

1. Recognition of Lockport Township High School Girl’s Wrestling Team – 2nd Place Team Finish in the IHSA. The Wrestling team was started 3 years ago.

PW-1. 2023 MS4 Presentation - Municipal Storm Sewer System
Director of Public Works, Brent Cann, introduced Dan Bounds, PE from Baxter & Woodman, who performed an evaluation of City’s stormwater quality program. The City of Lockport is an MS4 (Municipal Separate Storm Sewer Systems) community and is subject to the requirements of the Illinois Environmental Protection Agency (IEPA) National Pollutant Discharge Elimination System (NPDES) Permit ILR40 (Permit). The Permit contains several requirements for the City, including public education and involvement, illicit discharge prevention, construction and post construction stormwater quality controls, and Public Works maintenance best management practices (BMP), all aimed at reducing pollutants in stormwater discharged from the City and protecting local surface water quality. The City is required to submit an annual report to IEPA on MS4 Permit implementation and effectiveness.
Questions raised by Council regarding detention ponds; these are typically not monitored. However, if a spill occurred, then the City would get involved. For pollution management and prevention, the City Management webpage or Public Words webpage is the most valuable resource to understand pollution control measures.

Alderman Deskin raised a question about the possibility of creating a curb.
PUBLIC COMMENTS
1. Hannah Johnson, wife of US Naval Officer who is currently serving in Japan. She has been a lifelong resident of Lockport, and also is the descendant of indigenous people. She is proposing a Potowatamie garden and memorial. The proposed garden would consist of native plantings for the benefit of the community.
