CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, March 4, 2024, at 7:00 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Deputy Chief William Dowding. Trustee Dan Rossi was absent.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
HICKORY CREEK MIDDLE SCHOOL CHEER TEAM STATE CHAMPIONS - PROCLAMATION
On behalf of the Village Board, Mayor Ogle recognized the Hickory Creek Middle School (HCMS) Cheer Team for their outstanding achievement in winning the 2024 Illinois Elementary School Association Cheerleading State Championship Large Team Division with a proclamation. This victory marks the eighth State appearance and sixth State Championship title for the HCMS Cheer Team. Mayor Ogle commended their dedication, sportsmanship, and unwavering pursuit of excellence, which serve as an inspiration to the community.
The HCMS performed a cheer for the Village Board and audience members. Mayor Ogle presented the proclamation to Cheer coaches Ashley Murphy, Sarah Mosele, and Sydney Zeller. Coach Murphy introduced each member of the cheer team.
APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

C. Plan Commission Report Summary
1. Ozinga Residence: 39 and 49 E. Bowen Street
a. Voom Lawndale Subdivision - Preliminary and Final Plat Approval
Accept the Plan Commission recommendation and approve the Preliminary and Final Plat of the Voom Lawndale Subdivision, prepared by M. Gingerich Gereaux & Associates, latest revision dated 02.22.2024, in accordance with the reviewed plans and subject to any necessary technical revisions prior to recording, and conditioned upon providing a cash-in-lieu fee of $16,300.00 to the Village of Frankfort for the required 5-foot sidewalk along Bowen Street.
b. Wall Massing Variance: Lot 2 of the Voom Lawndale Subdivision - Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3441) GRANTING A WALL MASSING VARIANCE TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (OZINGA RESIDENCE - LOT 2 OF THE VOORN LAWNDALE SUBDIVISION), to allow more than two uninterrupted wall lengths of 35 feet or greater along the fa9ade of the primary structure and to exceed the required maximum 35-foot length of an uninterrupted wall facing a public right-of-way for the construction of a single family home, in accordance with the reviewed plans, public testimony, and Findings of Fact, and additionally, conditioned upon final engineering approval and Building Permit review.
Trustee Petrow moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Rigoni and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, and Savaria. Nays: None. Absent: Trustee Rossi. The motion carried.
MAYOR'S REPORT
• Mayor Ogle announced the Frankfort Arts Association will host "PART of the Family" art exhibit from March 20 through June 20, at the Frankfort Village Hall. This exhibit will showcase portraits and other portrayals of family pets. Mayor Ogle invited residents to bring a 4" x 6" photo of their pets to the Village Hall to be included in the exhibit.
• Mayor Ogle reported the Frankfort Police Department serves as an Internet Purchase Exchange Zone in support of a safer venue for residents to exchange goods sold through internet-related sales. A sign indicating the designated area is located on the south side of the Police Station, 20602 Lincoln-Way Lane, and is under 24-hour surveillance.
• Mayor Ogle reported the Village has a "Prescription Drug Take Back Program." He encouraged residents to drop off any unused and/or unneeded prescription drugs in the designated box located inside the Frankfort Police Station.
• Mayor Ogle congratulated Hickory Creek Middle School teacher and softball coach, Mitch Stein, who was recently awarded "Coach of the Year" by the Illinois Coaches Association for the third time.
BOARD COMMENTS
Village Clerk Katie Schubert reported Early Voting for the March 19, 2024 General Primary Election started today at the Village Hall and continues through March 15, Monday through Friday, from 9:30 a.m. until 3:30 p.m. She noted a complete list of Early Voting locations and hours can be found online by visiting www.willcountyclerk.gov.
The entire Village Board congratulated the Hickory Middle School Cheer Team for their recent state championship.
Trustee Rigoni thanked the Frankfort Police Department for another successful "Coffee with a Cop" event held on Monday, February 26.
Trustee Petrow stated International Women's Day is Friday, March 8, with a theme to inspire inclusion. She noted the Frankfort Chamber of Commerce will host its Inaugural Leadership in Style Fashion Show in conjunction with National Women's History Month on Thursday, March 14, from 5:30 PM to 8:30 PM. Tickets are available online at www.frankfortchamber.com.
Trustee Borrelli congratulated Hickory Creek Middle School Softball Coach Mitch Stein on his well-deserved "Coach of the Year" award.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
Resident Vince Lorenca, 45 Elwood Street, commented on the one and only entrance/exit on Elwood Street proposed for the new 2 Smith Street parking lot. He asked the Village to reconsider the proposed parking lot design and put the entrance on Oak Street and not close off the existing Smith Street entrance.
Resident Vinnie Lorenca, 45 Elwood Street, asked the Village to consider keeping the entrance for the proposed parking lot at the Smith Street intersection and install a piling to protect the electrical pole.
Resident Kirk Nissen, 49 Elwood Street, asked the Village to reconsider the location of the proposed entrance of the new parking lot on 2 Smith Street and asked the board to consider placing it on Oak Street.
A community member asked the Village Board to consider offering a residential recycling drop off center.
ADJOURNMENT
Hearing no further business, Trustee Savaria moved, seconded by Trustee Borrelli, to adjourn the regular board meeting of Monday, March 4, 2024. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:26 P.M.
