The Finance, Administration & Land Acquisition Committee meeting was called to order at 6:30 P.M. by Alderperson Kirwin.

Approve Previous Meeting Minutes
Alderperson Mietzner made a motion and Alderperson Knight seconded to approve the December 19, 2023 meeting minutes as written and have them placed on file.
Upon roll call, the vote was:
AYES: 8 Mietzner, Knight, Vice, Allred, Jeffries, Kirwin, Smith, Holmes
NAYS: 0
The motion carried.
Review and Consideration to Approve the Accounting Reports
The Committee reviewed the accounts payable report and agreed that this be approved at the January 16, 2024 Council meeting. Director Gross also provided the Committee December 2023 Summary of Utility Billing Memo, bank account summaries reconciled December 31, 2023, and summary trial balances related to the MFT Fund and TIF Fund.
Consideration to Approve the Will County Governmental League Invoice for 2024 Membership Dues for $5,244.06
The Committee reviewed the invoice that was included in the agenda packet. The Committee agreed that this be approved under the consent agenda for the January 16, 2024 City Council meeting.
Review and Consideration an Amendment to the Ordinance Declaring Rules and Regulations Regarding Unscheduled Intercity Buses
The Committee reviewed the ordinance that was included in the agenda packet. The Committee agreed that this ordinance be approved under the consent agenda for the January 16, 2024 City Council meeting.
Review and Consideration an Ordinance Approving and Authorizing an Intergovernmental Agreement Between the Joliet Arsenal Development Authority and the City of Wilmington The Committee reviewed the information included in the agenda packet. The City requested assistance from JADA to help fund a portion of the City’s Comprehensive Plan. JADA will assist the City with $75,000.00 toward the funding of this important planning study. The Committee agreed that this be approved under the consent agenda for the January 16, 2024 City Council meeting.
Consideration and Approval to Allow the City Administrator to Ratify and Extend Building Permit #WI-22-134 until 08/17/2024
City Administrator Smith briefed the Committee on the request to extend the building permit. The Committee agreed that this be approved under the consent agenda for the January 16, 2024 City Council meeting.
