Village of Frankfort Historic Preservation Commission met Oct. 18.

Here are the minutes provided by the commission:

Call to Order: Chair Steward called the meeting to order at 5:30 P.M.

Commissioners Present: Chair Marcia Steward, Secretary Stephanie Kush, Megan Johnson, Chester Szmurlo, David Toepper

Commissioners Absent: None

Staff Present: Amanda Martinez, Planner, and Mike Schwarz, Director of Community and Economic Development

Elected Officials Present: None

A. Approval of the Minutes from September 20, 2023

Motion (#1): Approval of the September 20, 2023 Special Meeting minutes, subject to one correction in the third to last paragraph on Page 3 to change the word “signs” to “canopy signs”.

Motion by: Toepper Seconded by: Kush

Approved: (5 to 0)

B. Certificate of Appropriateness: 18 and 20 Elwood Street– Seeking to Install New Signage (window/door decals)

Amanda Martinez provided a summary of the staff report.

Chair Steward asked for a motion for window/door decal sign request.

Commissioner Kush asked if the proposed signage (window/door decals) is only for the doors facing Elwood Street since the subject property also has windows facing the trail.

Amanda Martinez responded that the proposed signage (window/door decals) is only for the doors facing Elwood Street.

Motion (#2): Approve a Certificate of Appropriateness for the proposed window/door decals for the business known as Move Pilates Studio located at 18 and 20 Elwood Street, in accordance with the submitted plans.

C. Discussion: Historical Building Survey Report Outline

Amanda Martinez provided a summary of the request and noted that she will send a link to the consultant’s draft Web Map that includes survey results.

Chair Steward stated that she had the following points as feedback for McGuire Igleski & Associates, Inc. (consultant):

• Are alleys and outbuildings discussed in the report?

• Pertaining to IV(C), does this cover Chelsea? Chelsea was prior to Hickory Creek.

• Please confirm that you have or will meet the Frankfort Historical Society.

• The Frankfort Area Historical Society is working on records of schools from the 1870s. Would something like that be included in the survey report?

Amanda Martinez stated that she will pass on the feedback from this meeting. She noted that any Commissioners wishing to give feedback to McGuire Igleski & Associates, Inc. (consultant) regarding the Historical Building Survey Report or the draft Web Map should do so prior to November 1st which would keep scheduling on track.

D. Discussion: FY 2024-2025 and 2024-2029 Goal Planning

Amanda Martinez provided a summary of the request and noted that in the last meeting meeting staff and the Commissioners only discussed short-term goals, so this meeting will hone in on long term goals.

Commissioner Kush asked, in regard to the priority levels shown next to the listed goals, as high priority goals get completed would the lower priority goals move up in priority level.

Amanda Martinez responded yes.

Chair Steward stated that the HHRP has been changed and is no longer in the HPC’s purview, so Long-Term Goal #7 (“Goal 7: Consider Enhancing the Historic Home Preservation Program”) can be removed.

Amanda Martinez responded that she would strike out Long-Term Goal #7 (“Goal 7: Consider Enhancing the Historic Home Preservation Program”).

Chair Steward stated that, pertaining to Goal #9 (“Goal 9: Digitize and Organize Information on Historic Sites and Buildings”), the Frankfort Area Historical Society (FAHS) is currently working to digitalize documentation and resources.

Amanda Martinez responded that she would consider taking Goal #9 (“Goal 9: Digitize and Organize Information on Historic Sites and Buildings”) out since the Frankfort
