APPROVAL OF MINUTES
A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Jan Hallums Quillman, to approve COUNCIL MEMO #TMP-6504: Land Use & Legislative Committee Minutes-September 14, 2023. The motion carried by the following vote:

AN ORDINANCE REGARDING FIGHTING
Mr. Regis gave the Committee background information about the proposed ordinance pertaining to violence in schools.
A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Jan Hallums Quillman, to recommend for approval by the City Council the Ordinance Regarding Fighting. The motion carried by the following vote:

A LEASE REGARDING THE PARCELS AT 575 E. JACKSON STREET TMP-6524
Mr. Luther Johnson, 125 S. Raynor Avenue, appeared on behalf of the lease regarding the parcels at 575 E. Jackson Street.
Mr. Regis, Deputy Corporation Counsel, gave the Committee background information about the Casseday house that was moved a few years ago and now it's currently owned by the Historic Preservation Society from the County. Mr. Johnson made a proposal to the Historical Society and to the City. The City owns the land that the house sits on.
Ms. Bernhard, City Planner, appeared to answer any questions from the Committee.
Mr. Johnson has been involved in this project for a year and 1 month so far. He gave the Committee further detail about what he would like to do. He would like to convert the inside of the house to a museum for black military history.
Councilwoman Quillman asked where the funding will come from. Mr. Johnson said the initial funding will come from him.
Mr. Johnson spoke about his organization called History On Wheels.
Councilman Guerrero inquired about the access to the property. Ms. Bernhard responded.
Mr. Johnson would like to have the grand opening by June 2024.
Mr. Regis said the arrangement would be a lease to own which is what it was with the Historical Society. The new lease would pick up where the previous lease left off.
A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Jan Hallums Quillman, to recommend for approval by the City Council the lease agreement at 575 E. Jackson Street. The motion carried by the following vote:
