A motion was made by Trustee Griffin, seconded by Trustee Aguirre, to do a consent agenda. The motion carried by the following vote:

RES23-3666 A Resolution Authorizing the Execution of a Laser Show Production Contract with Laser Encore, Inc. This Resolution was Approved. 

RES23-3667 A Resolution Approving Fireworks Contracts and Addenda with Pyrotecnico Fireworks, Inc. This Resolution was Approved. 

RES23-3668 A Resolution Authorizing an Amendment to an Economic Incentive Agreement between the Village of Romeoville and Romeoville JJ LLC. This Resolution was Approved. 

5. MAYOR'S REPORT 

Mayor Noak explained that he stopped by the Will County State of the County Address presented by our County Executive on Thursday, August 17th. She did an excellent job. He attended the Blain's Farm and Fleet Car Show on Saturday, August 19th. They do a really nice job and it is always a pleasure to see their team. We gave an Aquatic Center Tour to Leader Manley and Representative Avelar on Thursday, August 24th. The Mayor, Village Manager, and both the Chief's attended a safety meeting with VVSD on Wednesday, August 30th. The CSC will hold their annual Gala on Friday, September 8th. The Aquatic Center will hold their ribbon cutting on Sunday, September 10th. Mayor Noak will attend the Disabled Veterans Golf Outing on Monday, September 11th. The Village is co-hosting a Grandparents Day event at the Athletic and Event Center with Senator Cappel, Leader Manley, Representative Avelar, the Will County Executive, and Senior Services of Will County. Mayor Noak is hosting a Ride Around Town with Grand Haven residents on Friday, September 15th. The next Shred Event is Saturday, September 16th from 9-11 AM. The parade is Sunday, September 17th. 

23-3194 A Proclamation Declaring September 15- October 15, 2023 as Hispanic Heritage Month in the Village of Romeoville

Mayor Noak mentioned that the Village of Romeoville will host our Hispanic Heritage Celebration on Friday, September 22nd from 6 PM- 10 PM at Deer Crossing Park.

A motion was made by Trustee Chavez, seconded by Trustee Aguirre, that this Proclamation be Accepted. The motion carried by the following vote:

Aye: 6 - Trustee Chavez, Trustee Richards, Trustee Clancy, Trustee Aguirre, Trustee Palmiter, and Trustee Griffin

Non-voting: 1 - Mayor Noak

23-3195 A Proclamation Declaring National Rail Safety Week in the Village of Romeoville

A motion was made by Trustee Griffin, seconded by Trustee Palmiter, that this Proclamation be Accepted. The motion carried by the following vote:

Aye: 6 - Trustee Chavez, Trustee Richards, Trustee Clancy, Trustee Aguirre, Trustee Palmiter, and Trustee Griffin

Non-voting: 1 - Mayor Noak

6. CLERK'S REPORT

Congratulations to the new police officers. Best of luck to them. The VVEEF had a meeting scheduled in August but it was canceled. The CSC will hold their annual gala on Friday night from 6:30- 10:30 PM. This is an important event as some of the funding sources have not come through this year.

7. CITIZEN'S, COMMITTEES, COMMISSIONS AND LIAISON REPORTS

Trustee Aguirre- Police & Fire Commission/ Conservation & Sustainability Committee

- The next meeting of the Police and Fire Commission will be Tuesday, September 12th at 6:30 PM. The next meeting of the Conservation & Sustainability Committee will be Wednesday, September 13th at 6 PM. Those meetings will be held the second Wednesday of every other month. 

Trustee Richards- Planning & Zoning/ Zoning Board of Appeals/ REMA -The next Planning & Zoning meeting on September 12th is canceled. 

Trustee Clancy- Keep Romeoville Beautiful/ Parks and Recreation -The next KRB meeting is September 11th at 4 PM. Join us at the ribbon cutting of the Aquatic Center on Sunday, September 10th at 10 AM. Join the Village of Romeoville Rec Dept. and the Plainfield Park District for a park party on September 12th at Rotary Park. Celebrate the Founder's Day Parade on Sunday, September 17th at 2 PM. 

Trustee Griffin- Veterans Commission 

-Plans are in motion for the Veterans Day Ceremony. 

Trustee Palmiter- Special Events Commission/ Finance Commission -The Special Events Commission met July 18th and the next meeting is October 18th. The next Finance Committee meeting is next Wednesday. 

Trustee Chavez- VOR TV 

-No Update. 

8. VILLAGE MANAGER'S REPORT 

The Veterans Breakfast this year will be held at the Rec Center instead of the Athletic and Event Center. Thank you to Rich Vogel for all his work on the Water Commission There are a lot of road work projects going on. The Village of Plainfield will close down Airport Road between the railroad tracks and Route 59 for approximately 4 weeks. Normantown from Montrose to Crossroads resurfacing is going well. Lots of projects will break ground this season before the end of construction season. 

Mayor Noak commended the Public Works department on their ability to take care of road projects quickly.

ORD23-1861 An Ordinance Amending Chapter 72 of the Village Code of Ordinances—Traffic Rules (Engine Braking Regulation) This Ordinance was Approved. 

RES23-3642 A Resolution Approving a Professional Service Task Order for Robinson Engineering for the 2023 Basin 3 Manhole Inspections and Smoke Testing This Resolution was Approved. 

RES23-3655 A Resolution to Waive the Bidding Requirements and Accept the Proposal from Indicom Electric Co. for the installation of Power Pedestals for Landscape Lighting This Resolution was Approved. 

RES23-3663 A Resolution Amending the Agreement Providing for Redevelopment and Financing of Certain Improvements Dated the 19th Day of October, 2022 (The “Redevelopment Agreement”) Between the Village of Romeoville and 765 Independence, LLC This Resolution was Approved. 

RES23-3664 A Resolution to Waive the Bidding Process and Accept the Proposal from Stewart Spreading for cleaning of the Village's Aerobic Digester at the North Treatment Plant in Fiscal Year 24/25 This Resolution was Approved. 

10. BOARD COMMENTS 

Trustee Chavez- Welcome to Officer Little and Officer Jimenez. The lateral transfer program is going well! Lake Michigan water is on its way in 2030. There is a website with helpful information on the Grand Prairie Water Commission (https://www.gpwc-il.org). The Aquatic Center grand opening is exciting with lots of events planned that day. The splash pad has been busy with the summer heat. 

Trustee Palmiter- Welcome and congratulations to our new officers. They will be great assets to our community. Thanks to all the staff involved in the water commission. 

Trustee Griffin- Welcome to our two new officers! Congratulations on the new Aquatic Center. The next VVEEF meeting will be held on September 21st. 

Trustee Clancy- Congratulations to our talented new officers. Tomorrow is the last summer concert of the year. The Founder's Day Parade is Sunday, September 17th. 

Trustee Richards- Congratulations and welcome to our two new officers. Rockin the Ville ends tomorrow night. The Rec Center does an amazing job with that. Congrats to Kelly and her team. 

Trustee Aguirre- Congratulations to our new officer. They are great assets to our Police Department. Condolences to the Ketchmark family and the Hahn family. Visit the Family Dollar and see their renovations. Looking forward to the Aquatic Center Grand Opening. The great part is that it will be open year round!
