Village of Manhattan Board of Trustees met Sept. 5.

Here are the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, September 5, 2023.

CALL TO ORDER:

Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.

ROLL CALL:

Neighbors aye, Young aye, Dilling absent, Beemsterboer aye, Adamski aye, Doyle aye, Adrieansen aye (6 ayes, 0 nays, 1 absent). Also present are Lewis, Palmer, Nelson, Pintar, Tyk, Gehrke, Zarnowski, Doyle, and Attorney Taylor.

PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:

Mayor Adrieansen Proclaims September 2023 as Suicide Prevention Awareness Month in the Village of Manhattan. The Proclamation is presented to the Lewis family.

Beemsterboew Motion to Open a Public Hearing Regarding Modifications to Comcast of Illinois VI, LLC’s Cable Television Franchise in the Village of Manhattan, Will County, Illinois. Doyle Second. Roll Call: Neighbors aye, Young absent, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Village Clerk swears in David Petrula with Comcast and Frank Deuel with Comcast to speak at the Public Hearing.

David Petrula, Manager of Government Affairs for Comcast introduces himself and informs the Village Board and audience that he is available for questions.

Frank Deuel, Sr. Manager of Government Affairs for Comcast introduces himself and provides the Village Board and audience with an overview of the proposal. In 2019 Comcast approached the Village of Manhattan to bring Comcast to the commercial corridor. The modification of the renewal is an Illinois Model Franchise that offers a fiberoptic system with 100% coverage to the Village of Manhattan. The system is on target to be complete by the end of the year.

There are no questions from the Village Board or audience members.

Mayor Adrieansen informs the Village Board that he would like to continue the public hearing until the next Village Board meeting, September 19th, to allow more time for consideration and comments from the public.

Doyle Motion to Continue a Public Hearing Regarding Modifications to Comcast of Illinois VI, LLC’s Cable Television Franchise in the Village of Manhattan, Will County, Illinois. Neighbors Second. Roll Call: Young absent, Dilling aye, Beemsterboer aye, Adamski aye, Doyle aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

PUBLIC COMMENT:

Kevin Schuster, resident, and business owner, proposes to the Village Board a carnival in the center of downtown on Wabash Street. Alpine Amusements informed Schuster that they had a cancellation for the last weekend in September and are available to come to Manhattan. Schuster would like to propose September 29-31. Schuster feels that if we don’t book this now, we will never get a carnival in town.

Jule Kennis, resident of Manhattan since 1971. Asks the Village Board how many of them would like to have a carnival across the street from their home. Kennis doesn’t mind the car shows and the Vietnam Moving Wall that was in that parking lot. Kennis raises concerns about the carnival being located across from his home for an entire week, parking for him, his wife, and his neighbors, the sounds of the generators running, and the people attending the carnival. He asks the Board to consider those concerns when deciding whether to have a carnival.

CONSENT AGENDA:

Adamski Motion to Approve the Consent Agenda which consists of the August 15, 2023, Village Board Meeting Minutes, August 15, 2023, Executive Session Meeting Minutes (Not for Release), August 29, 2023, Village Board Special Meeting Minutes, August 29, 2023, Executive Session Meeting Minutes (Not for Release), the Bills list for September 5, 2023. Neighbors Second. Roll Call: Beemsterboer aye, Adamski aye, Doyle aye, Neighbors aye, Young Absent, Dilling aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Dilling leaves the meeting at 6:28 P.M.

Mayor Adrieansen Calls for a recess at 6:29 P.M. until Dilling returns.

Dilling returns at 6:31 P.M.

Mayor Adrieansen resumes the meeting.

NEW BUSINESS:

Mayor Adrieansen informs the Board of Trustees that the first item on the agenda is an Ordinance Granting a Nonexclusive Franchise Renewal to Comcast of Illinois, VI LLC, to Construct, Operate, and Maintain a Cable System in the Village of Manhattan, Illinois; and Setting Forth Conditions Accompanying the Grant of the Franchise; and Providing for Regulation and Use of the Cable System. Mayor Adrieansen would like to table this item until the next meeting.

Mayor Adrieansen informs the Village Board that the next item on the agenda is the Authorization to Purchase a New Cloud-Based PBX Phone System for the Village of Manhattan. The Village has had an on-

premises phone system for many years. This technology is becoming outdated. Staff worked with Leading IT to obtain three different quotes. Two were for cloud-based systems and one was for an on premises system to compare prices. Mayor Adrieansen informs the Village Board that Staff is recommending the Goto Connect proposal with a one-time cost for installation and equipment of $10,766.00 and a monthly charge of $766.09.

Adamski asks what the cost is through AT&T.

Palmer states that the Village pays for the phone lines through AT&T, and with this system it’s all through the internet. The cost is very comparable.

Dilling asks what happens when the internet goes down.

Village Administrator Palmer states that the phone system internet is not based here it is based through servers. It’s supported via the internet from other locations.

Dilling asks what the timeline for installation is for the new phone system.

Village Administrator Palmer states that he will have to get back to the board on that. He will know more once LeadingIT has been contacted to order the system.

Doyle Motion to Approve an Authorization to Purchase the GoTo Connect Cloud-Based PBX Phone System from LeadingIT for a One-Time Payment of $10,854.00 and a Monthly Charge of $766.09. Adamski Second. Roll Call: Doyle aye, Neighbors aye, Young Absent, Dilling aye, Beemsterboer aye, Adamski aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Mayor Adrieansen informs the Village Board that the next item on the agenda is a discussion on UV System Repairs at the Wastewater Plant.

Public Works Superintendent Tyk informs the Village Board that the UV System went down, and the repairs could cost up to $18,000.00. Public Works Superintendent Tyk just wants to give the Village Board a heads-up that the repairs will be on the board agenda at the next meeting September 19th.

Mayor Adrieansen informs the Village Board that the next item on the agenda is the Carnival Discussion. An opportunity came up to have a carnival here during the last week of September. The company proposes that they will provide all the volunteers to run the carnival.

Beemsterboer states that he gave a list of concerns to Village Administrator Palmer last week.

Village Administrator Plamer states that a proposal was sent to the Village to engage with Alpine Amusement Co. Inc. to host a carnival from September 29th to October 1st, 2023. The proposed site is in the Wabash Street parking lot directly across from the Manhattan Township offices and likely the street between. The draft contract also calls for access to the site from the Monday prior to the event, September 25th, through the day following the event, October 2nd. The proposed hours:

➢ Friday, September 29th – 5:00 P.M. to 10:00 P.M.

➢ Saturday, September 30th – 1:00 P.M. to 10:00 P.M.

➢ Sunday, October 1st – 1:00 P.M. to 7:00 P.M.

Villag Administrator Palmer notes that there is an event being held at the Manhattan Township that same weekend at different times each day which would be a conflict. There is also an event scheduled at St. Joe’s that Saturday night.

The draft contract calls for the Village to be responsible for the following:

➢ Handling of all festival advertising and promotion

➢ Competent people to care for ride coupons and ticket boxes

➢ Sufficient police protection and security

➢ 24-hour access to sanitary toilet facilities, starting Monday morning

➢ Trash receptacles for midway clean-up operation

➢ Parking area for semi-trailers, trucks, and travel trailers

➢ 24-hour access to water and electricity for sanitary conditions, starting Monday morning

Village Administrator Palmer continues to inform the Village Board that the Financial Considerations in proposed contract are:

1. Alpine Amusement proposes to pat the Village $50 for each concession or booth operated on the grounds during the event.,

2. Alpine proposes to pay the Village 20% of gross receipts derived from the sale of admission tickets at the various attractions and rides, after the usual government taxes, Midway insurance, and State and City sales tax and amusement tax is dedicated.

Village Administrator Palmer asked Alpine Amusements what the estimated amount of revenue is given to municipalities. Alpine responded that on the high side $25,000 versus the lower end being anywhere from $5,000 to $7,500.

Village Palmer states that additional items to consider are the 24-hour access to water & electricity for sanitary conditions necessary for housing the carnival workers. Alpine has their own generators for operations of rides, games, and concessions. They need power for staff trailers, and at least three portable toilets on the staff side and possibly 4 on the carnival side. The Police costs estimated are a total of $13,264. That includes three officers & one sergeant per each day of the event, one additional officer on duty in the Village as support.

Village Administrator Palmer states that he has spoken to the Township Supervisor and he has concerns about holding the event on Wabash and the impact it will have on the residents there.

Village Administrator informs that there are alternate sites for a carnival such as Central Park, the Berkot’s parking lot, or Round Barn.

The Village Board discusses the proposed carnival and concerns that include the Village’s liability, police and security, EMA, disruption to neighbors, and location. The Village Board agrees that a carnival is something to consider in the future but not in this short of a timeframe and not in the proposed location.

FROM VILLAGE OFFICIALS

Mayor Adrieansen would like to thank the Village Board, Staff, Public Works, EMA, & the Will County sheriff for their help with the Labor Day Party, fireworks, and the parade.

The Village Board express that the Labor Day weekend events were a success and thank everyone involved.

Village Clerk Lewis Announcements:

➢ Community Garage Sale is Friday September 8th and Saturday September 9th 8:00 A.M. – 3:00 P.M.

➢ The last Cruise Night of the summer is Wednesday, September 13th. Sponsors are Country Financial, First Bank of Manhattan, and Manhattan Collision Centers.

➢ The next Manhattan Resident Luncheon is scheduled for Wednesday, September 27th at 11:00 A.M. Guest speaker is Maria Tovo from Reap Vitality, LLC. She will be giving a presentation on Functional Fitness for Seniors.

➢ Scarecrows on Parade registration is open. The last day to register and return your decorated scarecrow is Friday, October 13th.

REPORTS FROM VILLAGE STAFF

Village Administrator Palmer welcomes Carrie Pintar back as the Village Engineer with Robinson Engineering.

Community Development Director Nelson informs the Village Board that Core Homes continues to do underground work and mass grading. Benck’s Street will be closed because of this for a few more days.

Public Works Superintendent Tyk informs the Village Board that the wastewater plant took a lightning strike during the August 18th thunderstorm damaging equipment inside the lab, as well as the electrical gate and electrical components for the plant generator. The insurance company has been contacted and we have a statement from each company stating the faults were caused by a lightning strike. Public Works Superintendent Tyk states that he has a quote from Wilmington Door to repair the electrical components of the North gate for $1,330.63. Damage to the inside of the lab came to a total of $33,315.16 from Vortex Technologies. The repairs to the generator from Metro Power came to a total of $1,800.00. The Village’s deductible is $1,000.00.

Acting Police Chief Zarnowski informs the Village Board that the first day of school went well with traffic control for the opening and closing of the schools. The Village School Resource Officers were at each school welcoming the kids back.

Village Engineer Pintar informs the Village Board that the pipeline protection pads for the Eastern Avenue project were poured this week and the vents were relocated last week. The electric is going in this week, fine grading is ending next week, and scheduled for paving by the end of this month.

EMA Director Doyle feels Labor Day went well. The Micro Wrestling event went well and there were no issues.

EXECUTIVE SESSION

Mayor Adrieansen informs the Village Board that there will be an Executive Session but no action from Executive Session.

Adamski Motion at 7:41 P.M. to Enter Executive Session for the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific: Employees, Appointed, or Elected Officials; and Collective Bargaining (5ILCS120/2(c)1-3).
