Village of Frankfort Board of Trustees met Sept. 5.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Tuesday, September 5, 2023, at 7:01 P.M.

ROLL CALL

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney George Mahoney, Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Burica, and Police Chief Leanne Chelepis. Trustee Adam Borrelli was absent.

Following Roll Call and Pledge of Allegiance, the Village experienced technical difficulties and video and audio was loss. No item of business was discussed or voted upon during the interruption. The meeting resumed at 7:23 P.M.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (August 21, 2023)

B. Approval of Bills - $2,720,410.97

Trustee Petrow made a motion, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustee Rossi presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Borrelli. The motion carried.

MAYOR'S REPORT

• Mayor Ogle requested the consent and approval of the Trustees to appoint Johnny Morris to the position of Plan Commissioner to fill the vacant position.

Trustee Savaria made a motion, seconded by Trustee Leddin, to approve the appointment of Johnny Morris to the Plan Commission for a term set to expire on April 30, 2024.

Clerk Schubert called the roll. Ayes: Trustees Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. Absent: Trustee Borrelli. The motion carried.

• Mayor Ogle entertained a motion from the floor to declare the month of September as Childhood Cancer Awareness Month in the Village of Frankfort.

Trustee Petrow made a motion, seconded by Trustee Rigoni, to approve a proclamation declaring the month of September 2023 as Childhood Cancer Awareness Month in the Village of Frankfort. A voice vote was taken. All were in favor. The motion carried.

• Mayor Ogle reported on this year's Fall Festival, recognizing 2023 Fall Fest Chair Tom Powers, Frankfort Chamber of Commerce board members and staff, fellow board members, and the many volunteers who made the festival a highly successful event. He also thanked the Frankfort Police Department, Frankfort Fire District, Village staff, and the numerous entities who helped make this a safe and memorable event. Mayor Ogle noted Chris Herder will serve as next year's Fall Fest Chair.

• Mayor Ogle announced the Senior Breakfast is scheduled for Wednesday, September 20, at 8:00 A.M. at the Village Hall. Residents 62 and older are invited to attend the event and enjoy a complimentary breakfast.

• Mayor Ogle reported the Cruisin' Frankfort season continues every Monday evening through September 25, from 5:00 P.M. to 8:00 P.M.

• Mayor Ogle announced the Frankfort Country Market continues every Sunday in downtown Frankfort through October 29, from 9:00 A.M. to 1 :00 P.M.

• Mayor Ogle invited the community to the second annual Scary at the Prairie 5K Costume Run & Spooky Sprint on Saturday, October 21, at 10:30 A.M. On-line registration is now available at www.raceroster.com.

• Mayor Ogle reported Kansas Street, between Ash Street and Oak Street, will be closed until October 31 for outdoor dining.

BOARD COMMENTS

Clerk Schubert invited residents to attend the next Village Board meeting on Monday, September 18, and the Committee of the Whole meeting scheduled for Wednesday, September 13, at 5:30 P.M. at the Village Hall. She announced the Village Board will return to business attire at the October 2, 2023 meeting.

Trustee Leddin voiced his pleasure with the success of Fall Fest, offering praise for the efforts of all those who were involved in making it a wonderful, successful event. He congratulated Mr. Morris on his appointment to the Plan Commission and to Flavia Moylan for her advocacy for childhood cancer awareness. He announced that he and his wife became proud grandparents again.

Trustee Savaria congratulated Trustee Leddin on the birth of his granddaughter and Johnny Morris on his appointment to the Plan Commission. He commented that "it takes a village" and this Village came together for another successful Fall Festival.

Trustee Rigoni echoed the positive comments made by the Board regarding another successful Fall Fest, expressing her appreciation to the collective involvement of the community.

Trustee Petrow stated that there is nothing more Frankfort than Fall Fest, echoing Trustee Savaria's sentiments that "it takes a village." She encouraged everyone to volunteer for Fall Fest 2024. She wished Frankfort School District 157-C students and teachers a great school year. She voiced her pride in the community's support of families affected by childhood cancer. She concluded by congratulating Johnny Morris on his appointment as Plan Commissioner and to Trustee Leddin on the birth of his grandbaby.

Trustee Rossi extended congratulations to Mr. Morris on his appointment to the Plan Commission. He commented on his experience as Fall Fest ambassador, noting the favorable comments from the vendors regarding the event and the Frankfort community.

OTHER BUSINESS

There were no other items of business for discussion.

PUBLIC COMMENT

Tinley Park resident Ken Budwash spoke before the Village Board to inform and request the completion of a ¼-mile gap on LaPorte Road just west of 88th A venue.

Frankfort resident Todd Morgan complimented the Village Board, police department, and staff for an amazing job with Fall Fest. He asked Village Board consideration to beautify the retention pond across the street from the Village Hall to create a campus-style setting.

ADJOURNMENT

Hearing no further business, Trustee Petrow made a motion, seconded by Trustee Rigoni, to adjourn the regular board meeting of Tuesday, September 5, 2023. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:44 P.M.
