CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on August 22, 2023, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE:

Mayor Mary S. Alexander-Basta requested Sharon Hoffman to lead the Pledge of Allegiance.

After the Pledge, Deputy Mayor Lawler acknowledged Mayor Alexander-Basta's birthday with a Birthday sash and lighted crown.

Village Clerk, Martha M. Barton, called the roll:

Present were: Mayor Mary S. Alexander-Basta, Trustees Michael T. Lawler, Michael J. Carpanzano, Troy J. Doris, Jose Quintero, and Jean M. Kelly.

Absent: Trustee Maria A. Zarate

Also present were:

Village Clerk, Martha M. Barton; Village Attorney, Ross Secler; Co-Administrators, Ken Teppel and Lucas Rickelman; Finance Director, Rosa Cojulun; Director of Public Works, Andres Orrego; Police Chief, Michael Rompa; Director of Community Development, Matt Eastman; and Fire Chief, Jeff LaJoie.

JOURNAL OF PROCEEDINGS:

Motion Lawler, second Quintero to approve the minutes of the regular meeting of August 08, 2023, as submitted by the Village Clerk.

Voice vote. Motion carried.

APPROVAL OF AGENDA/ADDITIONS:

Village Attorney Odelson indicated that there were no additions or corrections to the Agenda.

Motion Carpanzano, second Doris to approve the Agenda as presented.

REPORTS OF OFFICERS:

MAYOR:

The Mayor made a statement regarding the Hometown Pantry and officer-involved shooting incident.

PROCLAMATIONS: Pathways Parade and Fest - September 10, 2023; accepted by T.J. Girardier, Vice Chair, Civic and Cultural Affairs (CACA) and Parade Commission

Mayor Alexander-Basta gave kudos to the CACA Commission for a very successful Jubilee held the previous weekend, and mentioned the upcoming Pathways Parade and Fest on September 10th, which is also managed by the CACA Commission.

June 2023 State Administrative Fee: $31,971.00

MOTIONS:

MOTION APPROVING CONTRACTUAL SERVICES TO DENLER, INC. FOR THE 2023 SEALCOATING AND RESTRIPING OF THE BOLINGBROOK GOLF COURSE PARKING LOTS AND RESTRIPING OF BOLINGBROOK POLICE DEPARTMENT BACK PARKING LOT:

Motion Kelly, second Carpanzano to accept a motion approving contractual services to Denler, Inc. for the 2023 sealcoating and restriping of the Bolingbrook Golf Course Parking lots and restriping of Bolingbrook Police Department Back Parking lot:

This job was put out for bidding. Three bids were received with Denler Inc., submitting the lowest bid at $85,000.00. Reviewed and approved by Public Services Committee.

APPROVING THE PURCHASE OF ADDITIONAL SEARCH MODULE (TYLER TECHNOLOGIES, INC)

Motion Carpanzano, second Quintero to adopt a resolution approving the purchase of additional search module (Tyler Technologies, Inc.)

This action approves the purchase of an additional search module software from the same provider, Tyler Technologies Inc., since they are the supplier for all our ERP software. The cost is $20,745.90. Reviewed and approved by Finance Committee.

RESOLUTION 23R-073 AMENDING RESOLUTION APPROVING PURCHASE UNDER THE SUBURBAN PURCHASING COOPERATIVE CONTRACT #182 FOR A REPLACEMENT FORD F550 SERVICE BODY:

Motion Lawler, second Kelly to adopt a resolution amending resolution (21R-058) approving purchase under the suburban purchasing cooperative contract #182 for a replacement Ford F550 service body.

This Resolution amends a prior Resolution for the purchase of the replacement Ford F550 service body. Due to an increase in inflation and COVID at that time, there has been an increase in cost. This Resolution is authorizing an Amendment for an additional cost of $21,133.00. Reviewed and approved by Public Services Committee.

APPROVING STUDY BY SUBURBAN LABORATORIES, INC. RELATED TO DAILY COLLECTION PROCESSING AND ANALYSES OF SAMPLES AT TREATMENT FACILITIES NOS. 1, 2 AND 3:

Motion Doris, second Kelly to adopt a resolution approving study by Suburban Laboratories, Inc. related to daily collection processing and analyses of samples at treatment facilities Nos. 1, 2, and 3:

This is an agreement with Suburban Laboratories to conduct daily collection, processing, and analyzing of data to help us comply with IEPA requirements for our permit for discharge and elimination of sewage. Reviewed and approved by Public Services Committee.

RESOLUTION 23R-075

AUTHORIZING THE EXECUTION OF 3-YEAR AGREEMENT BETWEEN THE VILLAGE OF BOLINGBROOK AND THE DUPAGE RIVER/SALT CREEK WORKGROUP TO MEET REQUIREMENT OF PHOSPHORUS LIMITS IMPOSED BY IEPA:

Motion Quintero, second Doris to adopt a resolution authorizing the execution of 3-year agreement between the Village of Bolingbrook and the DuPage River/Salt Creek workgroup to meet requirement of phosphorus limits imposed by IEPA.

This is a continuation of our participation with this group which started at inception of the group in 2015. Our partnership resulted in savings of construction costs and improving water quality. The cost of the agreement is $281,533.00 over the next three years. Reviewed and approved by Public Services Committee.

23-030

APPROVING SPECIAL USE PERMIT FOR A COMMERCIAL RECREATION FACILITY HYER KIDZ (141 S. WEBER ROAD):

Motion Carpanzano, second Quintero to pass an ordinance approving Special Use Permit for a commercial recreation facility Hyper Kidz (141 S. Weber Road):

The special use is for an indoor party and play center for children. The hours of operation will be Monday through Saturday, 9:00 a.m. to 8:00 p.m. and 9:00 a.m. to 7:00 p.m. on Sunday. Reviewed and approved by Plan Commission.

COMMENTS AND REPORTS:

TRUSTEE LAWLER:

Wished the mayor Happy Birthday.

Mentioned that he and the Mayor met with the Irish Minister of State at the Department of Justice and Equality, James Browne, representing the County Wexford in Ireland. The two communities are forever linked by the tragic death of BPD Officer Steve Alexander, his brother, and their parents in a fatal accident that occurred while they were vacationing in Ireland. During the visit, the Minister met with Steve's daughters and gave them gifts. BPD Chief Mike Rompa also officially dedicated the REACT's newest vehicle in Steve's honor whose impact in the community will live forever, after which the family signed the vehicle. Expressed his thanks to all involved.

Following the other trustees' comments, also congratulated the recipients of the Citizens of the Year awards, and mentioned the upcoming Concert on the Hill's band, Don't Matter to Me.

TRUSTEE CARPANZANO:

Wished Mayor Mary a Happy "22nd" Birthday.

Gave kudos to the recipients of the Village's annual awards.

Mentioned the WJOL's article about the recent shooting event and the Village's response, citing "Courage Under Fire", and encouraged the support of all of our law enforcement officers all of the time.

Announced the Cheesy Pretzel 5k at the Promenade on October 8th supporting Heart Haven Outreach.

Announced that the concert at the Promenade scheduled for Thursday is cancelled due to the extreme heat.

TRUSTEE DORIS:

Announced Angelic Kindness' "Dreaming of Kindness/Betting on Kindness" event on November 10th at the Bolingbrook Golf Club.

Mentioned the rescheduled date for the Balln Family Picnic on Sunday, August 27th. 

Echoed the sentiments of the other trustees regarding the recipients of the Citizens of the Year awards.

Thanked the Bolingbrook Police Department and Bolingbrook Fire Department for their positive impact on the community.

TRUSTEE KELLY:

Announced the Bolingbrook Park District's Parkie's 5k on Saturday, 8/26 at the Bolingbrook Recreation and Aquatic Center.

Expressed her thanks to the Bolingbrook Police Department and Bolingbrook Fire Department.

TRUSTEE QUINTERO:

Commended the Bolingbrook Police Department for their passion and dedication, and offered his prayers to the injured officer and his family.

Announced the Bolingbrook Rotary Club's upcoming mini-golf fundraiser at Wilderness Falls on Thursday, August 31st.

Congratulated the recipients of the Citizens of the Year awards. Wished Mayor Mary a Happy Birthday.

MAYOR BASTA:

Invited Debbie Watson of Angelic Kindness to announce the upcoming Nonprofit Business Expo on September 20th at the Bolingbrook Golf Club, hosted by the Nonprofit Coalition.

Announced that Joyfest is back, to be held behind Village Hall on Saturday, September 2nd
