City of Wilmington City Council met Aug. 15.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Ryan Knight, Jonathan Mietzner, Todd Holmes and Thomas Smith. Absent: Leslie Allred. The number present constitutes a quorum.

Also present: City Administrator Jeannine Smith, Finance Director Nancy Gross, Police Chief Adam Zink, Public Works Director James Gretencord, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller.

CONSENT AGENDA

1. Approval of the Regular Meeting Minutes from August 1, 2023, and Special Meeting Minutes from August 8, 2023

2. Approval of the Accounts Payable Report

3. Approval of the Heritage Corridor Destinations Convention and Visitors Bureau Invoice in the Amount of $5,000

Alderperson Kirwin made a motion and Alderperson Jeffries seconded to approve the Consent Agenda for the August 15, 2023, City Council meeting as presented

Upon roll call, the vote was:

AYES: 7 Kirwin, Jeffries, Knight, Mietzner, Holmes, Smith, Vice

NAYS: 0

ABSENT: 1 Allred

The motion carried.

MAYOR’S REPORT

Mayor Dietz administered the oath of office to new Police Officer Michael Whitney and to School Resource Officer Daniel Brimer.

Mayor Dietz announced the Wilmington Coalition for a Healthy Community will be holding a Town Hall on August 24, 2023 at 6 PM and referenced the Proclamation included with the agenda packet.

Mayor Dietz reminded us that the Secretary of State DMV will be having a mobile office here at City Hall on August 24, 2023 from 10 AM to 2 PM.

Mayor Dietz recognized and thanked Maureen Surman for her 35 years with the City of Wilmington.

ORDER OF BUSINESS

1. Alderperson Mietzner made a motion and Alderperson Knight seconded to Approve Ordinance No. 23-08- 15-02, an Ordinance Approving and Authorizing the City of Wilmington to Enter Into An Intergovernmental Agreement for the Proposed Improvement of West River Road from Coal City Road to the IL Route 53 in the County of Will

Upon roll call, the vote was:

AYES: 6 Mietzner, Knight, Smith, Vice, Jeffries, Kirwin

NAYS: 1 Holmes

ABSENT: 1 Allred

The motion carried.

Alderperson Holmes made a motion and Alderperson Knight seconded to go into Executive Session at 7:16 PM to discuss Collective negotiating matters between the City of Wilmington (public body) and its employees [ILCS 120/2(c)(2)]

Upon roll call, the vote was:

AYES: 7 Holmes, Knight, Mietzner, Kirwin, Jeffries, Smith, Vice

NAYS: 0

ABSENT: 1 Allred

The motion carried.

Alderperson Holmes made a motion and Alderperson Knight seconded to close Executive Session at 8:05 PM

Upon roll call, the vote was:

AYES: 7 Holmes, Knight, Mietzner, Kirwin, Jeffries, Smith, Vice

NAYS: 0

ABSENT: 1 Allred

The motion carried.

ADJOURNMENT

The motion to adjourn the meeting was made by Alderperson Vice and seconded by Alderperson Knight. Upon the voice vote, the motion carried. The City of Wilmington City Council's regular meeting on August 15, 2023, adjourned at 8:05 p.m.
