REGULAR MEETING of the City Council of the City of Lockport, Illinois was held on Wednesday, May 17, 2023 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:32 p.m.

MOTION TO APPROVE ORDINANCE NO. 23-016 AMENDING CHAPTER 111 OF THE LOCKPORT CODE OF ORDINANCES RELATED TO CLASS M, CLASS N, INCREASE THE CAP ON CLASS M & CLASS N LIQUOR LICENSES, AND CLASS N PROHIBITION OF THE SALE OF MINI-SIZED ALCOHOLIC LIQUOR. MOTION BY SABAN, SECONDED BY GILLOGLY. ROLL CALL VOTE ON THE MOTION:

CD-1. Special Use Permit to Allow Expansion of the Existing Lockport Cemetery for the Property Generally Located East of Madison Street and North of 7th Street

Alderman Deskin recused himself from the discussion and the vote, due to his role outside of Council, related on the Cemetery Association. Discussion among the Council ensued. Alderman Pugh recommended that the City have more engagement with the Board and maintenance of the property. The Cemetery Association is a 501C13 organization; we cannot force City representation on the Board. The City can contact the County office, when issues arise.

MOTION TO APPROVE ORDINANCE NO. 23-017 THE SPECIAL USE PERMIT TO ALLOW THE EXPANSION OF LOCKPORT CEMETERY. MOTION BY BERGBOWER, SECONDED BY GILLOGLY. ROLL CALL VOTE ON THE MOTION:

AYES – PUGH, KAIRIS, GILLOGLY, BERGBOWER, BARTELSEN, SABAN

ABSENT – MCDONALD

ABSTAIN – DESKIN

6 AYES, 0 NAY, 1 ABSENT, 1 ABSTAIN – MOTION CARRIED

After the motion was completed, Alderman Deskin provided Council with history on the Cemetery Association. In 2022, the Cemetery Association was formed. 10 people were appointed by County Executive and approved by the County Board; 5 members of the Board were from the City of Lockport. Over 170 years, approximately 6,000 people are buried on the Cemetery property. Over the history of the property, there has been lack of good investment. The Association is looking to improve the management, financial investments and operations of the Cemetery. The Cemetery averages 24 burials per year; 250 plots remain. The Association is looking to ensure a foreseeable future for the Cemetery.
