City of Lockport Heritage and Architecture Commission met May 16.

Here are the minutes provided by the commission:

MEMBERS PRESENT: T. PINN, N. ARRIAGA, B. MOLONY, B. MORRIS, R. LIF, R, MORRIS, D. STILWELL, M. KAIRIS, (COUNCIL LIAISON)

MEMBERS ABSENT: T. ALVES

STAFF PRESENT: KIMBERLY PHILLIPS CITY PLANNER; LANCE THIES, DIRECTOR OF COMMUNITY AND ECON DEV.

1) CALL TO ORDER: The Meeting was called to order by Chairman T. Pinn at 6:00 P.M.

2) PREVIOUS MINUTES: January minutes were approved 6-0.

3) CONTINUED CASES: None

4) NEW CASES:

CASE NO. 2023-H001 CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 902-904 S. STATE STREET. The Commission heard the request for a Certificate of Appropriateness to repair rotted wood and rusted metal trims for the storefront and upper bay window for the building located at 902-904 S. State Street.

The Commissioner’s expressed concern that the wood filler would not be the best option for the rusted metal repair of the bay window on the second floor and that it likely would not hold up. Given the importance of this building in this section of State Street, ideally the applicant should consider seeking a company that performs custom metal work for the decayed material and replace “like-for-like.” Additionally, the applicant is seeking City façade funds for this project. The Commission approved the request, however, has asked Commissioner R. Morris to provide a list of vendors that perform custom metal repair. The applicant should get an estimate and compare the cost. If the cost is comparable, than the decayed metal should be repaired with matching material.

A MOTION TO APPROVE THE REPAIR OF THE DECAYED WOOD AND METAL TRIM AROUND THE STOREFRONT WINDOWS AND THE UPPER BAY WINDOW WITH THE CONDITION THAT THE APPLICANT SEEKS ESTIMATE FOR METAL REPLACEMENT, IF COMPARABLE THE APPLICANT SHALL REPLACE ACCORDINGLY SUBJECT TO REVIEW BY STAFF; BY D. STILWELL, 2ND BY B. MOLONY; MOTIONS CARRIED 5:0. ITEMS PASSED (R. LIF RECUSED HIMSELF FROM THE VOTE)

CASE NO. 2021-H001 AMENDMENT TO CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 1016 S STATE ST. The Commission heard the request for an amendment to Certificate of Appropriateness to approve a change in material that occurred during the construction of the new building. The building had originally been approved having block continue at the corners up to the roof. Instead the building was constructed having siding at the corners. The applicant presented his request. The Commissioners found that the material is appropriate and accepted the change as-constructed. They expressed that “If there were to be a change at this point, there would likely be a seam that could have negative implications.” A MOTION TO APPROVE THE AMENDMENT TO COA TO ALLOW THE MATERIAL CHANGE FROM BLOCK TO HARDEE BOARD SIDING AT THE CORNER; BY D. STILWELL, 2ND BY R. LIF; MOTIONS CARRIED 5:0. ITEMS PASSED (COMMISSIONER R. MORRIS RECUSED HIMSELF FROM THE VOTE)
