City of Wilmington City Council met April 25.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Aldermen Kevin Kirwin, Ryan Jeffries, Dennis Vice, Leslie Allred, Jonathan Mietzner, Thomas Smith, and Todd Holmes. Absent: Ryan Knight. The number present constitutes a quorum.

Also present: City Administrator Jeannine Smith, Finance Director Nancy Gross, Chief of Police Adam Zink, Public Works Director James Gretencord, City Attorney George Mahoney, and Deputy City Clerk Joie Ziller.

Alderman Kirwin made a motion and Alderman Jeffries seconded to approve the Consent Agenda

MAYOR’S REPORT

Alderman Jeffries made a motion and Alderman Kirwin seconded to approve a Proclamation recognizing National Safe Boating Week May 20-26, 2023

Upon roll call, the vote was:

AYES: 7 Kirwin, Jeffries, Mietzner, Smith, Allred, Vice, Holmes

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Mayor Dietz informed us that Sergeant Brimer is retiring and will be signing off at 5:30 PM on April 27, 2023.

Mayor Dietz distributed IML Lobby Day packets to the Aldermen.

ORDER OF BUSINESS

Alderman Smith made a motion and Alderman Kirwin seconded to approve Resolution 2023-09, A Resolution to Dispose of Surplus Property (Konica Minolta BIZHUB C558)

Upon roll call, the vote was:

AYES: 7 Kirwin, Jeffries, Mietzner, Smith, Allred, Vice, Holmes

NAYS: 0

ABSENT: 1 Knight

The motion carried.

Alderman Mietzner made a motion and Alderman Allred seconded to approve the Mayor’s Summer Youth Internship Program

ABSENT: 1 Knight

The motion carried.

Alderman Holmes made a motion and Alderman Jeffries seconded to approve and authorize the Public Works Director to Execute the ComEd Customers Work Agreement for the Downtown Parking Lot Project

NAYS: 0

ABSENT: 1 Knight

REPORTS AND COMMUNICATION FROM CITY OFFICIALS

City Attorney – George Mahoney – No Report

City Administrator – Jeannine Smith – During IML Lobby Day met with representatives from IDNR to discuss buoy placement above the dam and dam modifications, City is the recipient of a $30,000 grant issued by Heritage Corridor CVB for mural design, fabrication, and installation, along with a Route 66 Community Monument.

Finance Director – Nancy Gross – No Report

Public Works Director – James Gretencord – No Report

Police Department – Chief Zink – Wilmington Police Department will be participating in Cop on a Rooftop on May 19th from 5AM to Noon at Dunkin Donuts in Diamond.

Alderman Allred made a motion and Alderman Smith seconded to go into Executive Session at 7:25 PM to discuss Matters of Land Acquisition [ILCS 2(c)(5) and 2(c)(6)]

NAYS: 0

ABSENT: 1

The motion carried.

Alderman Allred made a motion and Alderman Holmes seconded to close Executive Session at 7:29 PM

Alderman Allred made a motion and Alderman Holmes seconded to approve Ordinance No. 23- 04-25-04, An Ordinance Authorizing the Execution of a Real Estate Purchase Contract and the Purchase of Property Described as Vacant Property South of Jackson Street Between N. Water Street and N. Main Street, Wilmington, IL 60481 (PIN No. 03-17-25-323-003-0000)

Upon roll call, the vote was:

AYES: 7 Allred, Holmes, Smith, Kirwin, Jeffries, Vice, Mietzner

The motion carried.

ADJOURNMENT

The motion to adjourn the meeting was made by Alderman Mietzner and seconded by Alderman Jeffries. Upon the voice vote, the motion carried. The City of Wilmington City Council's regular meeting on April 25, 2023, adjourned at 7:30 p.m.
