Village of Manhattan Board of Trustees met April 18.

Here are the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday, April 18, 2023.

CALL TO ORDER:

Mayor Adrieansen calls the Village of Manhattan Board meeting to order at 6:00 P.M.

ROLL CALL:

Beemsterboer aye, Young aye, McDonough aye, Naughton aye, Adamski absent, Dilling aye, Adrieansen aye (6 ayes, 0 nays, 1 absent). Also present is Lewis, Palmer, Nelson, Tyk, Brooks, Gehrke, Wold, Doyle, and Attorney Santschi.

PUBLIC HEARING/RECOGNITIONS/SPECIAL ITEMS:

Mayor Adrieansen presents a Community Service Award to Linda Naughton.

Mayor Adrieansen presents a Recognition of Service Award to Village Board of Trustee, Mike Naughton for his 32 years of service to the Village of Manhattan.

Mayor Adrieansen presents a Recognition of Service Award to Village Board of Trustee, Erin McDonough for her 7 years of service to the Village of Manhattan.

PUBLIC COMMENT:

There is no public comment.

CONSENT AGENDA:

Young requests that the minutes from the April 3, 2023, meeting reflect that he was in support of 2" of snow and 1/4" of ice. He does not support the 1" of ice since that would be a catastrophic weather event.

Dilling Motion to Approve the Consent Agenda which includes the meeting minutes from April 3, 2023, noting Young’s change, and the Bills list for April 18, 2023. Beemsterboer Second. Roll Call: Beemsterboer aye, Young aye, McDonough aye, Naughton aye, Adamski absent, Dilling aye (5 ayes, 0 nays, 1 absent). Motion Carried.

NEW BUSINESS:

Mayor Adrieansen informs the Board of Trustees that the first item on the agenda under new business is a Resolution Authorizing the Execution of a One (1) Year Cash Rent Farmland Lease (Rt 52 South of Bruns Road). Mayor Adrieansen informs the Village Board that the Village is seeking to lease farmland, previously designated as a potential wastewater treatment plant site, to Ron Crawford Sr. The Village has been leasing this land to Mr. Crawford previously for $68/acre and is now seeking to renew the lease of $155/acre for one year. The price increase is to get it more in line with what farmland is being leased for in the current market.

Mayor Adrieansen informs the Village Board that the next item on the agenda is another Resolution Authorizing the Execution of a One (1) Year Cash Rent Farmland Lease (Wastewater Plant Site #2). The Village has been leasing this land to Ray Nugent and is now seeking to renew the lease for $155/acre for one year.

Beemsterboer Motion to Approve a Resolution Authorizing the Execution of a One (1) Year Cash Rent Farmland Lease (Wastewater Plant Site #2). Naughton Second. Roll Call: McDonough aye, Naughton aye, Adamski absent, Dilling aye, Beemsterboer aye, Young aye (5 ayes, 0 nays, 1 absent). Motion Carried.

Mayor Adrieansen informs the Village Board that the next item on the agenda is an Ordinance Amending Title 10 (Motor Vehicles and Traffic), Chapter 1 (General Traffic Regulations), Section 10-1-1 (Motor Vehicle Code Adopted) of the Manhattan Village Code of Ordinances. The amendment will require the Village to reference ordinance violations using the corresponding statute number from the Illinois Motor Vehicle Code, without using our local chapter number. The amendment changes how violations are referenced on the uniform citation and complaint to meet the requirements of the Clerk of the Circuit Courts.

Mayor Adrieansen informs the Village Board that the next item on the agenda is an Authorization to Purchase a Tree Spade Attachment. This is an attachment for the Bobcat that will help plant trees as well as remove trees.

Public Works Superintendent Tyk states that the Public Works Department currently plants anywhere between 100-150 trees per year. The Village received 100 free trees from BP about 5 years ago and they were planted too close together. Public Works Superintendent Tyk called to get a quote for tree removal, and it runs about $5,000 to have someone come do it. Right now, it takes about 30 minutes for the Public Works Department to remove a tree. By purchasing the spade attachment, the time will take roughly 3 minutes per tree to remove. This saves time, money, and the chance of injury.

Dilling Motion to Approve the Authorization to Purchase a Tree Spade Attachment from Quick Attach Attachments in the Amount of $16,662.00. Naughton Second. Roll Call: Adamski absent, Dilling aye, Beemsterboer aye, Young aye, McDonough aye, Naughton aye (5 ayes, 0 nays, 1 absent). Motion Carried.

Mayor Adrieansen informs the Village Board that the next item on the agenda is the Authorization to Replace the Bar Screen Chain at the Wastewater Treatment Plant. In March the chain on the bar screen broke. The bar screen removes debris before it gets into the plant that could clog pumps and mixers. In late March a temporary fix was put in place but now it needs to be replaced. Mayor Adrieansen states that to purchase a new one will cost $21,045.56.

Public Works Superintendent Tyk states that the Village has made a total of $86,000 in repairs alone this year to the wastewater treatment plant. That is above the regular maintenance that must be done. The wastewater plant is old and will need repairs in the future. Tyk wants to let the Village Board know that he hopes to not have that much in expenses each year but if so, the Village will have to start looking at the rebuilding of a wastewater plant sooner than later.

Dilling asks Public Works Superintendent Tyk if there is a warranty on this chain. Public Works Superintendent Tyk states that the warranty is for one year.

McDonough Motion to Approve the Authorization to have Superior Pumping Services Replace the Bar Screen Chain at the Wastewater Treatment Plant for the Price of $21,045.56. Naughton Second. Roll Call: Beemsterboer aye, Young aye, McDonough aye, Naughton aye, Adamski absent, Dilling aye (5 ayes, 0 nays, 1 absent). Motion Carried.

Mayor Adrieansen informs the Village Board that the next item on the agenda is the Approval of the Construction Engineering Services Agreement for the 2023 Eastern Avenue Extension Project. At the last meeting the pipeline agreements were approved by the board. The project bid date is April 26th. This Agreement with Robinson Engineering is not to exceed $150,000.00.

Beemsterboer Motion to Approve the Construction Engineering Professional Services Agreement with Robinson Engineering in the Amount of $150,000.00. Naughton Second. Roll Call: Young aye, McDonough aye, Naughton aye, Adamski absent, Dilling aye, Beemsterboer aye (5 ayes, 0 nays, 1 absent). Motion Carried.

Mayor Adrieansen informs the Village Board that the next item on the agenda is Authorization of the Purchase and Installation of Village Building Signs. Last year the building façade was remodeled and now the Village is ready to install signs on the building. Mayor Adrieansen would like to thank Justin Young for taking the lead in identifying the correct product for the signs since he works in that industry.

Young states that it is important to lead by example in making our building look nice. It is important to identify where the Village of Manhattan (Village Hall) & Police Department are located.

Beemsterboer asks if the lights can change colors. They are white LEDs. That is how it was bid out. Young states, no they can’t.

Beemsterboer Motion to Approve the Purchase and Installation of Village Building Signs by Van Bruggen Signs in the Amount of $34,570.00. McDonough Second. Roll Call: McDonough aye, Naughton aye, Adamski absent, Dilling aye, Beemsterboer aye, Young aye (5 ayes, 0 nays, 1 absent). Motion Carried.

Mayor Adrieansen informs the Village Board that the next item has no action it’s a Discussion to Upgrade the Technology in the Boardroom. The goal is to upgrade the camera system so that we can livestream board meetings, relocate tv’s on each side of the board dais, and install a large tv on the wall for the audience.

Finance Director Gehrke states that the upgrade comes with a switcher that can be operated to switch to what camera is being used and will also include the presentation as well so you can see what it on the presenter’s computer.

Village Administrator Palmer adds that there are several groups that use this meeting room, and the technology will be available for them to access the TV for presentations.

Young asks if the goal is to be livestream or after the meeting is recorded post in online.

Mayor Adrieansen states the goal is to be livestream. Anyone that is unable to attend a meeting should be able to access the meeting online.

Beemsterboer asks if there would be a consideration of adding a Q & A during the meeting.

Mayor Adrieansen states that he would have to figure out how that would work. Possibly during the Public Comment section of the meeting.

Young asks what the timeline for these changes to take place.

Mayor Adrieansen states as soon as possible.

Village Administrator Palmer informs the Village Board that the work will start as soon as possible. However, the Village will need to work around other meetings that could be taking place in the room and be sensitive to that.

FROM VILLAGE OFFICIALS

Mayor Adrieansen informs the Village Board that Trustee Ron Adamski is not at the Village Board meeting tonight because he is attending the Joliet City Council meeting. There is some property in our area that is being annexed into Joliet. Trustee Adamski will report back to the Village Board what he finds. Mayor Adrieansen informs Trustees Naughton and McDonough that Trustee Adamski wants to thank them for their service on the Village Board and is sorry he couldn’t be here tonight.

Mayor Adrieansen announces that Saturday, April 29th is Move With the Mayor. Mayor Adrieansen will be out at the Metra Station at 9:00 A.M. to kick off a walk on the Wauponsee Trail and Leighlinbridge trail. This is to promote nation heart and stroke prevention.

Dilling wants to thank Naughton and McDonough for their years of service.

Naughton asks if the products being used in the technology upgrade are from LG. He heard that LG was having financial issues. He asks that the staff take a closer look at that before making any decisions. Naughton would like to thank everyone for the recognition. He never did it for the honor, he served on the Village Board to make the community a better place for his kids and grandkids. Thank you.

McDonough wants to inform everyone that it is golf cart season and to please register your golf carts and know where you can drive them. McDonough wants to congratulate the winners of the local election, Bob Dilling, Tom Doyle, and Lucinda Neighbors. McDonough thanks her family for the support that has gotten her through the last several years. McDonough thanks the Village Board, Village Staff, and Village employees. McDonough is leaving on her own terms and is proud of the things that were accomplished over the seven years she served on the Village Board. Thank you.

Young thanks Naughton and McDonough for working with them. Young states that he has learned a lot from them both.

Beemsterboer thanks McDonough and Naughton for the years they have worked together. Beemsterboer shares a story on how instrumental Naughton was in bringing the Metra train to Manhattan.

Village Clerk Lewis lets Naughton and McDonough know what a pleasure it has been working with them both over the last several years and thanks them for everything.

REPORTS FROM VILLAGE STAFF

Monthly Reports for March 2023 are presented to the Village Board for Finance, Police, EMA, Public Works, Village Engineer, and Building and Development.

Village Administrator Palmer thanks Naughton and McDonough and lets them both know they will be missed. Village Administrator wants to thank the staff and the employees at Village Hall that deal with permits, bills, and construction projects. Now that the pipeline agreements for Eastern Ave have been signed, we can start moving ahead with that project. Village Administrator Palmer informs the Village Board that he will begin to work on an IGA with the Fire Protection District that will be presented at a future meeting. The Village is working on a deal where the Fire Protection District will get sewer and water services, the Village will get some property and at the end of the day there will be a future firehouse and property for future Village expansion.

Community Development Director thanks McDonough and Naughton for the years they have worked together and wants to let them know how appreciative he is for their help and support.

Finance Director Gehrke thanks McDonough and Naughton for their time at the Village as trustees and residents. Gehrke informs Naughton that he checked on his concern about LG having financial difficulty and it’s the phone service portion of the business that they are having issues with.

Public Works Superintendent Tyk thanks McDonough and Naughton for always sticking up for the Public Works Department. Public Works Superintendent Tyk informs the Village Board that two employees, Jae Ellis and Rowan Tyk recently obtained their Wastewater Operator License 1.

Police Chief Wold thanks McDonough and Naughton for their time on the board.

EMA Director Doyle thanks McDonough and Naughton for the time they have worked together and thanks them for their support. Good luck!

Village Engineer Brooks thanks the entire Village Board for allowing Robinson Engineering to represent them. He looks forward to working on the Eastern Avenue expansion project.

EXECUTIVE SESSION

Mayor Adrieansen informs the Village Board that there will be an Executive Session but no action from Executive Session.
