Tyler Marcum: Item number two. ZC-22-030 Special Use Permit for a truck terminal in Wheatland Township, 10S257 Schoger DR. Naperville Illinois.

Marguerite Kenny: Zoning case #ZC-22-030 is lot 17 in the Wheatland Industrial Park, Unit Two, Staff was made aware there is a typo on page two of the Staff report. Where Staffs recommendations mention that it recommends approval for Special Use for Outdoor Storage It Should read Special Use Permit for a Truck Terminal. Staff apologizes for the typo. Marguerite Kenny continues to present. Planning and Zoning Unanimously Approved the Special Use with Staffs recommended 10 conditions. They did not elect to add the Health Departments concerns regarding the septic field. Mainly because the septic field is located in the northwest corner of the lot in front of the building. So, it is nowhere near where the trucks would actually be parked. I am happy to answer any questions.
Tyler Marcum: Questions? Motion to approve.
Amanda Koch: I have two questions one of the images on here of the roadway turning in. Were there any concerns about improving that entrance way? It seems to already have some tearation on the turn. That, is already a gap there. Heavy weight trucks do tend to tear up roadways.
Marguerite Kenny: County Board Member Ventura, The Wheaton Highway Commissioner has addressed some concerns regarding the existing industrial park. Staff has recommended one of the conditions which the planning and zoning commission recommended to adopt as well. That the applicant work with the road district to make any improvement s to the existing property and to Schoger Road. The entrance if it needs to be expanded, they can get the needed permits to do that. So, there is less impact to the public streets.
Amanda Koch: My other concern is that Wheatland Township had some concerns about trailer longer than 53 feet and parking on the street way. How are we making sure so that doesn't happen?
Marguerite Kenny: Staff has also required condition #10 that off street parking including semi-trucks actually be provided on the site itself. We do not have jurisdiction over parking in the right of way. In terms of use any type of parking required from this use should be on the property itself. That is one of the conditions.

Tyler Marcum: Other business item #1 Plat Lot 1 - 4 on Cherry Hill Road, County Board District #6.
Brian Radner: Scott Killinger is in another room. It is a final plat it met all ordinance requirements. We have a letter of credit on file and the appropriate letter of credit fee for maintance. So Scott was recommending Approval of this final Plat. It goes before this committee and then the chair would sign the Plats. Then the Zoning Administrator and Chief Subdivision Engineer and it would be recorded. If there are any other questions I can answer them, Scott just walked in.
Tom Weigel: Is this an expansion of what is there now, Scott. It is four lots you are proposing nut is there two lots there now?
Scott Killinger: There is one lot existing, so this is an expansion to the west. All Industrial.
This was a preliminary Plat that the Committee Approved in 2021. This has gone through the formal subdivision process.

Tyler Marcum: Next up we have #2 Amending Sections of the Will County Zoning Ordinance-Solar Farms. Last Month we Approved everything, and we were still discussing the battery.

Brian Radner: At the last meeting we talked about the battery energy storage part of it. It looked like the Committee was looking for additional information on battery storage. It was the first time they had seen that text. They asked Staff to see if they could locate some facilities that were local to possibly visit. The one in Joliet has no public access. It is on a private drive behind Gallagher Asphalt. You cannot see from the road. I did include and Ariel Photo in the packet. I found one kid of local, in La Salle County at the Grand Ridge Facility. Some members have toured the facility a few years back.

You asked Staff to find out about disposal of batteries. I talked to our Resource, Recovery and Energy Director Dave H. He indicated the State, EPA and Federal EPA has regulations on proper disposal. Anyone disposing of a battery of that caliber would have to follow. There is a process for that. It is in place. I do not know a whole lot more about it. There are existing laws on proper disposal. The other question that the Committee was debating was should this be allowed in Agricultural areas. There seem to be differing opinions on if it should be allowed if it is allowed how big would it be? That is where we left it. What I have found of the existing the battery energy storage facilities is that they do appear to be mostly impervious. These are structures sitting on a full foundation meaning concrete underneath or concrete pillars. The sites appear to be all gravel. The County's Regulations states that anything that is industrial commercial development, which is what this would be classified as from a building permit and plan review standpoint. If it is over 25,00 feet, it will need storm water management.
I believe the Solar Language is ready to go to Public Hearing. It is up to this Committee to determine if they want to move it forward at this point. We did receive some comments today at 9:30 about the Battery Energy Storage portion of the code. They suggested maybe take some additional time to review the language in there. To make sure we end up with a final product that everybody is satisfied with. One good comment in there about defining the site a little more if it is 10 acres what does that 10 acres include. We want to make sure we have an ordinance that serves everyone appropriately.
Consensus is today not pass battery storage. More discussion and information is needed.
Tyler Marcum: Any last thoughts on that? We will bring back the battery storage and hammer that out as long as it takes to get it, so the Committee is feeling comfortable. We will do a Roll Call Vote to move the Solar Energy Ordinance minus the Battery Storage Facility. To the Planning and Zoning Commission for Public hearing.

Tyler Marcum: #3 Warehousing under I-1 Zoning classification. The next two items we have to discuss a committee are ideas so staff can put into writing what we are thinking. Conversation about the I-1 Zoning Warehouse anyone have thoughts on what we would like to see staff bring back to us.
Steve Balich: One of the concerns from my District would be the size.
Amanda Koch: My though is kind of in line with Steve. If we have a building over a certain size, it becomes a special use. Just so we can review it and decide if it is appropriate or not in I-1.
Judy Ogalla: My understanding is we have a lot of situations that have a minor use that requires for us to go industrial.
We want to prevent these warehouses from going into areas. So, we can take I-1 and call it I-1A or something. To make it smaller less intensive long-term use. If they get it changed to I-1 they can have a bigger use. So, make it less intensive use.
Amanda Koch: I am going to reject that outright. We went down that road for months, these meetings were very long. We went down that road and we came out of it with nothing. Back to my original suggestion to put a cap limit on the size of the building or combined total of all the building in I-1. If it goes over, they can come and talk to us. Then we can decide if we like it or not.
Tyler Marcum: Do you have a general idea for next month what discussion items.
David DuBois: Provide Education on the Industrial District, look at objections received. The main component is that what the committee would like to discuss is moving most if not all types of warehousing from I-1 permitted too Industrial. Eliminating as permitted use in I-1.
Tyler Marcum: My point was more that we are taking into consideration why people are objecting and is there something we can do to make it easier on Municipalities more comfortable with our Zoning classification. Also, to provide opportunities for people who want to open businesses.
Tyler Marcum: Outdoor store of vehicles comes up a lot of times. It is something we will need a definition in front of us.
More discussion about getting this done before we have a new board. We are going the right way and following the process.
