A motion was made by Councilman Joe Clement, seconded by Councilwoman Jan Quillman, to approve minutes of the November 8, 2021 Meeting. The motion carried by the following vote:
Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement
CITIZENS TO BE HEARD ON AGENDA ITEMS

The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.
Rita Renwick, Chair of the Tree Advisory Board of the City of Joliet, appeared before the Committee with background information about the proposed Tree Preservation Ordinance.
Mr. Regis, Deputy Corporation Counsel, gave further details about the proposed ordinance.
Councilman Clement is in agreement of the proposed ordinance but does not want to get into private property issues with trees.
Councilman Morris inquired about the grant. Ms. Renwick responded.
There was minor discussion about some of the sections in the proposed ordinance.
Ms. Nora Gruenberg, Illinois Realtors, appeared regarding the Real Estate Transfer Tax agenda item. She requested that the realtors have a chance to meet with the Committee members and Staff before the ordinance is voted on to find out more details about the ordinance.
JOLIET TREE PRESERVATION ORDINANCE
Mr. Regis stated that Mr. Ruddy, Public Works Director, had a minor concern about the ordinance. Mr. Ruddy explained his concern.
Ms. Renwick spoke about the timeline of replacing a tree that had been removed.
A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to recommend for approval by the City Council the Joliet Tree
Preservation Ordinance. The motion carried by the following vote:
Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement
AN ORDINANCE AMENDING CHAPTER 28, ARTICLE XIV, REAL ESTATE TRANSFER TAX, SECTIONS 28-255, 28-258, AND 28-261, ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES
Mr. Regis said there is a preference to table this item to the next meeting.
A motion was made by Councilman Joe Clement, seconded by Councilwoman Jan Quillman, to table the Real Estate Transfer Tax proposed ordinance to the next Land Use Meeting to allow for more discussion and review. The motion carried by the following vote:
Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement
FUELING OF UNAUTHORIZED VEHICLES PROHIBITED
Mr. Regis gave background information about the fueling of unauthorized vehicles prohibited and said it can be another tool for law enforcement.
There was brief discussion.
A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to recommend for approval by the City Council the Fueling of Unauthorized Vehicles Prohibited. The motion carried by the following vote:
