PRESENTATION:

Update on Historic Preservation Initiatives - Jayne Bernhard, City Planner and Staff Liaison to the HIstoric Preservation Commission

Jayne Bernhardt, City Planner and staff liaison to the Historic Preservation, gave an update on historic preservation initiatives.

A brief discussion was held regarding the Cassaday House project.

MAYOR: Proclamation declaring May as Historic Preservation Month.

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk declaring May as Historic Preservation Month.

Sharon Merwin and Candace Johnson accepted and thanked the Mayor and Council for their recognition.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilwoman Jan Quillman, to approve the agenda as written.

Jim Roolf spoke in favor of Council Memos #235-22: Professional Engineering Services Contract for Phase II Engineering for the Chicago Street (Jefferson Street - Webster Street) Streetscape Reconstruction Project and #236-22: Professional Engineering Services Contract for the Design of Joliet City Square (West of Chicago Street from Van Buren Street to Clinton Street) to Civiltech Engineering Inc. in an amount not to exceed $1,029,060.00.

Reappointments to Joliet Committee and Commissions.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to reappoint Quinn Adamowski, Eryn Blaser, Lori Carmine, Erick Deshaun Dorris, Eric Goder, Lauren Las, Crystal Malone, Brett Marcum, Megan Millen, Sue Regis, John Simpson, Jr., Peg (Marguerite) Stoiber, and Deborah Summers to Joliet Arts Commission.

The motion carried by the following vote:

Aye: Councilman Joe Clement, Councilwoman Bettye Gavin, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon

Appointments to Joliet Committee and Commissions.

Giovanni Alvarado thanked the Mayor and Council for the opportunity to serve on the Arts Commission.

A motion was made by Councilwoman Jan Quillman, seconded by Councilman Cesar Guerrero, to appoint David Wheeler to Joliet Arts Commission replacing Valerie Devine and appoint Giovanni Alvarado to the Joliet Arts Commission.

The motion carried by the following vote:

Aye: Councilman Joe Clement, Councilwoman Bettye Gavin, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon

A motion was made by Councilwoman Quillman, seconded by Councilman Clement, to appoint Jason Heath to the Plan Commission replacing Frederick Moore.

Public Safety

Councilwoman Quillman gave an overview and explanation of the items discussed at the Tuesday, May 3, 2022 Public Safety Committee Meeting. In addition, Fire Chief Greg Blaskey briefly discussed the replacement of the Fire Department's turnout gear.

A brief discussion was held on utilizing COVID funding to purchase items used by first responders.

CITY MANAGER:

The City Manager discussed a health survey being administered by the National Center for Health Statistics as part of the Center for Disease Control (CDC) in Kendall County from June 3rd through August 17th.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Clement spoke regarding a phone call he received from the Cathedral Area Preservation (CAPA) president concerning the city's comprehensive plan. A brief discussion was held regarding the plan.

Councilman Mudron thanked the City Manager concerning the comprehensive plan as he had also received a call from the CAPA president.

Mayor O'Dekirk highlighted an event "I Remember the Boston Store" at the Joliet Historic Museum on May 15, 2022 from 1:00 p.m. to 3:00 p.m.

PUBLIC COMMENTS:

Megan Cooper spoke regarding a stop work order for the proposed project at 400 Manhattan Road.

A resident spoke regarding sidewalk repair at 513 E. Jackson Street and a request for a traffic signal at this intersection of Jackson Street and Youngs Avenue. A brief discussion was held concerning issues at said intersection.

MAYOR AND COUNCIL COMMENTS:

Councilman Clement thanked Greg Ruddy for addressing issues on Demmond Street.

Councilman Guerrero marked his one year anniversary as Councilman and thanked those for supporting him during his first year.

Councilman Hug congratulated Councilman Guerrero. He also congratulated the local graduates, including his daughter who is graduating from the University of St. Francis.

Councilman Morris wished his mother, wife and all mothers a Happy Mother's Day. Councilman Mudron wished all mothers a Happy Mother's Day.

Councilwoman Quillman highlighted a Ramadon Iftar Dinner and tree planting at Thomas Jefferson School. She also wished all the mothers and others who act as mothers a Happy Mother's Day.

Councilwoman Reardon highlighted a cinco de mayo event at the Joliet Historical Museum.

Mayor O'Dekirk highlighted a ribbon cutting at Ohio Banquets, Warren Sharpe Public Garden opening, Joliet Chamber Business After Hours and ribbon cutting at the new Family Innovative Research Center at Joliet Catholic High School, opening of new Blues Brother's exhibit at the Joliet Historical Museum and Arbor Day tree planting at Thomas Jefferson School. He wished his wife, mother, mother-in-law, Councilwoman, staff and all Joliet mothers a Happy Mother's Day.

CLOSED SESSION:

A motion was made by Councilman Guerrero, seconded by Councilwoman Quillman, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned. the motion carried by the following vote:
