Village of Manhattan President and Board of Trustees met March 15.

Here are the minutes provided by the board:

Mayor Adrieansen called the meeting to order at 6:00 P.M. Adamski Motion to Approve the Authorization to Allow Village Board Member, Justin Young, to Attend the Village Board Meeting Electronically, via Cell Phone, due to Employment Purposes. McDonough Second. Roll Call: Beemsterboer absent, Young aye, McDonough aye, Naughton aye, Adamski aye, Dilling aye (5 ayes, 0 nays, 0 abstain, 1 absent). Also present is Lewis, Ramos, Gehrke, Wold, Doyle, Tyk, Golem, Nelson, and Santschi.

Mayor Adrieansen presents an award of recognition to Operation Care Package for their 19 years of service, dedication, passion & commitment to our soldiers.

Public Hearing presentation is given by Finance Director Gehrke.

There is no Public Comment.

Naughton Motion to Approve the Consent Agenda: March 1, 2022, Village Board Meeting Minutes, March 1, 2022, Executive Session Minutes (Not for Release), Approval of March 15, 2022, Bills List. McDonough Second. Roll Call: Young aye, McDonough aye, Naughton aye, Adamski aye, Dilling aye, Beemsterboer absent (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Mayor Adrieansen informs the Board of Trustees that the first item under New Business is the Authorization to Hire a Part-Time Police Officer.

Dilling Motion to Approve the Authorization to Hire Part-Time Police Officer, Robert Bernardy, at a rate of $24.50 per Hour. McDonough Second. McDonough aye, Naughton aye, Adamski aye, Dilling aye, Beemsterboer absent, Young aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Village Clerk Lewis swears in Part-Time Police Officer, Robert Bernardy.

Mayor Adrieansen informs the Board of Trustees that the next item under New Business is an Ordinance Adopting Fiscal Year 2022/2023 (May 1, 2022 – April 30, 2023) Budget in Lieu of Passage of an Appropriation Ordinance.

Naughton Motion to Approve an Ordinance Adopting Fiscal Year 2022/2023 (May 1, 2022 – April 30, 2023) Budget in Lieu of Passage of an Appropriation Ordinance. Adamski Second. Mayor Adrieansen informs the Board of Trustees that there will be no action on the next item under New Business, a Resolution Demanding Payment on a Certain Irrevocable Letter of Credit for Sunset Lakes – Phase 3 (Also referred to as “Unit 3”), Off-Site Improvements (Baker Road) in the Village of Manhattan, Illinois. This item will be removed from the agenda because the Village of Manhattan received the Letter of Credit this afternoon.

Mayor Adrieansen informs the Board of Trustees that the next item under New Business is Change Order #2 for the Cedar Road Widening Project. Construction has not begun on this project because of various reasons including easement issues and franchise utility relocations. Because of the delay between the contractor award date, June 2020, and the construction start date, April 2022, the contractor, Austin Tyler, has requested additional compensation to account for both material and labor increases.

Adamski Motion to Approve Austin Tyler’s Request for Change Order #2 in the Amount of $99,407.21 for the Cedar Road Widening Project. McDonough Second. Roll Call: Dilling aye, Beemsterboer absent, Young aye, McDonough aye, Naughton aye, Adamski aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Village Engineer provides the Mayor and Board of Trustees with the MS4 Annual Public Update.

Mayor Adrieansen informs the Board of Trustees that the next item under New Business is an Ordinance Amending Ordinance No.1384-22 and Setting a Public Hearing Date for the Proposed Dormant Special Service Area Number 2022-1 (Core Homes Development) in the Village of Manhattan, Illinois.

Mayor Adrieansen informs the Board of Trustees that the next item under New Business is an Authorization to Approve a New Contractor for the Concrete Driveway Entrance and Apron for the Salt Storage Building. The original contractor was not paying prevailing wage as required, so the Village terminated the contract. The Village has received two bids to finish the work.

Dilling Motion to Approve Austin Tyler as the New Contractor to Complete the Concrete Driveway Entrance and Apron for the Salt Storage Building at a Cost of $61,000 not to Exceed $70,000 Due to Unknown Grades. McDonough Second. Roll Call: McDonough aye, Naughton aye, Adamski aye, Dilling aye, Beemsterboer absent, Young aye (5 ayes, 0 nays, 0 abstain, 1 absent). Motion Carried.

Mayor Adrieansen and all Board of Trustees want to thank Public Works, EMA and the Manhattan Police Department for all their hard work on Irish Fest.

Dilling asks for an update on the train horns. Public Works Superintendent Tyk states that the signs have been ordered. Once they are in Village Engineering will get everything put in place.

Adamski would like to thank Village Staff for their work on the budget process.

Naughton asks Mayor Adrieansen where the Village is at in the process of replacing the Village Administrator. Mayor Adrieansen responds that a job description has been put together and he has talked to a couple of consultants on how to advertise for the position. He is hoping to fill the position within the next 90 days.

Village Clerk Lewis would like to announce that the next Village Luncheon is Wednesday, March 23rd at 11:00 A.M. at the Hansen Community Center. Jackie O’Hara from the Manhattan Fire District will be doing a presentation on Fire Prevention and Fall Safety.

Village Clerk Lewis informs the Mayor and Board of Trustees that round 2 of the COVID-19 Vaccine Clinic is scheduled for Friday, March 18th from 1:00 P.M. – 5:00 P.M. in the Village Meeting Room.

Public Works Superintendent Tyk informs the Mayor and Board of Trustees that they have his monthly report and to let him know if they have any questions. Public Works Superintendent Tyk updates the board on the Route 52/Foxford lighting project. The IDOT permit has been approved and the lighting will be on the east side of Route 52 from the CITGO gas station going north to Foxford Drive. Eventually the idea is to expand decorative lighting south of the CITGO into downtown.

Village Engineer Golem informs the Mayor and Board of Trustees that they have his monthly report and to let him know if they have any questions.

Finance Director Gehrke informs the Mayor and Board of Trustees that they have his monthly report and to let him know if they have any questions.

Police Chief Wold informs the Mayor and Board of Trustees that they have his monthly report and to let him know if they have any questions. Police Chief Wold informs the Village Board that the Polar Plunge took place this past weekend. The Police Department raised about $3,000 for Illinois Special Olympics. There will be a Chili Challenge at Roadhouse Restaurant on April 24th between the Manhattan Fire District and the Manhattan Police Department.

EMA Director Doyle informs the Mayor and Board of Trustees that they have his monthly report and to let him know if they have any questions. EMA Director Doyle would like to thank Chief Wold for his partnership with Irish Fest. Everyone worked well together. Thank you to the Public Works Department for all they did with setting up for Irish Fest, closing roads, etc.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have his monthly report and to let him know if they have any questions. He would like to announce to Grand Opening and Ribbon Cutting for Blended Manhattan on Thursday, March 17th at 4:00 P.M. at 112 S. State Street.
